When a student or researcher in India needs a specific journal article, a rare conference paper, or a chapter from a book that the local library does not stock, the situation can feel like a dead end. Yet libraries have a well-established answer to this problem. Document Delivery Service (DDS) is the mechanism that locates the original document and physically or electronically places it in the hands of the user who requested it. It is the service that turns an awareness of “this document exists somewhere” into actual access. This post explains what DDS is, why it sits at the heart of library access services, the formats it uses, and how it strengthens the value of a library.

What is document delivery service?

Document Delivery Service refers to the supply of documents, or copies of them, to users on demand, irrespective of where the original document is located. The Online Dictionary of Library and Information Science (ODLIS) defines DDS as the provision of published or unpublished documents in hardcopy, microform, or digital format, usually for a fixed fee upon request. A simpler way to describe it is the physical or electronic delivery of a document from a library collection to the residence or place of business of a library user, on request.

The service is also called Document Supply Service (DSS), and the two terms are used interchangeably in most professional literature. What matters is the core function: identifying the document a user needs, locating it, procuring it, and delivering it. The document supplied may be an original, a photocopy, a scanned soft copy, or a faxed copy of the original.

The steps involved in DDS

Although the service sounds simple, it follows a clear sequence of steps that a library staff member works through for every request. According to the documented practice of document delivery, these steps are: receipt and analysis of the user’s demand, identification and location of the required document, procurement of the document, copying the required portion if needed, and finally delivering the original or the copy to the user. Each step has to be efficient, because a delay at any stage affects how quickly the user gets the information.

The factors that decide how good a DDS is

Not every document delivery service performs equally well. Three factors govern the efficiency of DDS: speed of delivery, the satisfaction rate (the proportion of requests that are successfully fulfilled), and the cost of the service. An ideal DDS is cost-effective, delivers quickly, and satisfies a high percentage of requests. When a library evaluates its document supply operation, these are the three measures it watches most closely.

Why DDS matters in the chain of library services

To understand why DDS is so important, it helps to see where it fits among the other services a library offers. Most information services are designed to tell users where their required information exists. They guide, alert, and point. DDS is different because it actually delivers the document itself. This is why DDS is often described as the culminating point, or the ultimate service, of all access services in a library.

How DDS completes current awareness service

Current Awareness Service (CAS) keeps users informed about newly published material in their areas of interest. A researcher working on water purification, for example, might receive periodic alerts listing recently published papers on the subject. CAS does an excellent job of notification. But notification is not the same as access. The researcher now knows a relevant paper exists, yet may have no way to read it if the library does not subscribe to that journal. This is exactly the gap DDS fills. Once a user knows a document exists through CAS, DDS obtains a copy of it from another library or source.

How DDS completes abstracting and indexing services

Abstracting and Indexing (A/I) services provide summaries and indexes of articles, reports, and other materials. They help a user decide whether a particular document is worth reading by offering a short description of its content. Like CAS, these services inform rather than deliver. After reading an abstract and deciding a paper is relevant, the user still needs the full text. DDS is the step that converts that decision into the document itself.

The same logic applies to literature search services, bibliographic services, and Selective Dissemination of Information (SDI). All of these point users toward sources. As one description of these services puts it, the value and importance of every other information service is directly dependent on the efficiency of document delivery. If a library tells users about thousands of relevant documents but cannot supply any of them, those alerting services lose much of their purpose. DDS is what gives the whole chain its payoff.

Formats of document delivery

One of the strengths of modern DDS is that it is not tied to a single format. The same service can deliver a document in print, in microform, or digitally, depending on what is available and what the user needs. This flexibility is part of why the ODLIS definition deliberately mentions all three formats.

Print is the oldest form of document delivery. In its earliest form, DDS simply meant lending a physical book or journal to a user for a fixed period, either from the library’s own collection or borrowed from another library through interlibrary loan. The arrival of xerography in the mid-1950s and the widespread use of photocopiers in libraries by the 1970s changed this significantly. Instead of only lending documents that had to be returned, libraries could now photocopy a journal article or a few pages of a book and give the copy to the user permanently. Print copies are still delivered today by post, by courier, or directly across the circulation desk.

Microform format

Microform includes microfilm and microfiche, which store document images in a greatly reduced size that must be read with a special reader. Microform allowed libraries to preserve and supply large volumes of material, such as old newspapers, theses, and back files of journals, while saving enormous amounts of shelf space. Although microform is used far less today than it once was, it remains part of the formal definition of DDS because libraries still hold and supply documents in this medium.

Digital format

Digital delivery is now the dominant mode. Developments in reprography and information and communication technology have made it possible to scan an original document and transmit it as a soft copy through email, an intranet, or the web. The electronic document delivery literature describes how dedicated software such as Ariel was developed to transmit scanned documents over the internet, offering better speed and print quality than fax. ODLIS defines Electronic Document Delivery as the transfer of information traditionally recorded in a physical medium to the user electronically via email or the World Wide Web.

Major suppliers have built secure systems around this. The British Library’s Secure Electronic Delivery service, created in 2003, delivers digital materials as encrypted, copyright-compliant PDF documents to a user’s email address. The encryption ensures the document is used only for permitted research purposes and that copyright is respected. Born-digital delivery has now become the default way most copy requests are satisfied at large supply centres.

How DDS enhances library services

The single most important contribution of DDS is that it removes the limits of a library’s own collection. No library, however well-funded, can own every document its users might ever need. Budget constraints, limited shelf space, and copyright restrictions all place ceilings on what a library can hold. DDS works around these ceilings by connecting users to materials held elsewhere.

Resource sharing through library networks in India

In India, document delivery operates largely through cooperative networks that allow member libraries to share their collections. DELNET (Developing Library Network) connects thousands of institutions across the country and offers interlibrary loan and document delivery to its members, maintaining union catalogues of books, theses, periodicals, and newspapers to help libraries locate materials.

For the university sector, INFLIBNET (Information and Library Network Centre), an inter-university centre of the University Grants Commission, supports document delivery through the J-Gate Custom Content for Consortia (JCCC) under the UGC-INFONET Digital Library Consortium. INFLIBNET has identified a set of universities to act as interlibrary loan centres that fulfil requests from users across member universities. Specialised bodies also run their own services, such as the NASSDOC document delivery and interlibrary loan service under the Indian Council of Social Science Research, which supplies journal articles, book chapters, and reports to social science researchers.

Timely access to information

Speed is one of the clearest benefits DDS brings. A researcher facing a deadline cannot wait weeks for a document. Electronic delivery has made it possible to receive a scanned article in hours rather than days. Large supply centres offer tiered delivery speeds, with secure electronic delivery often available within hours of a request. For a student preparing a dissertation or a faculty member writing a paper, this rapid access can be the difference between meeting and missing a submission date.

Supporting research and reducing duplication of cost

DDS also makes the wider library system more efficient. Instead of every library trying to purchase every rare book or expensive journal subscription, libraries can rely on one another. A document held by one institution can serve users across an entire network. This collaborative model stretches limited budgets and ensures that even a small college library can give its users a route to materials it could never afford to buy. In this sense, DDS does not just serve individual users; it strengthens the entire information ecosystem that libraries operate within.

The shifting boundary between DDS and interlibrary loan

It is worth clarifying a small point that sometimes causes confusion. Some professionals define DDS narrowly as the supply of material that the user may keep permanently. Under that strict definition, interlibrary loan, where the borrowed document must be returned within a set period, would not count as document delivery. In broader and more common usage, however, DDS covers both the permanent supply of copies and the temporary loan of originals. The Library of Congress describes interlibrary loan as the process by which one library requests material from, or supplies material to, another, and treats it as part of the same family of resource-sharing activities. For most students, it is enough to understand that DDS and interlibrary loan are closely linked parts of how libraries get documents to users.
