Imagine you are deep into your dissertation and discover that the one journal article you absolutely need is sitting in a library 2,000 kilometres away. A few decades ago, this meant a long wait for a photocopy to arrive by post. Today, that same article can land in your inbox within hours. This shift from slow physical transport to near-instant digital transfer is the heart of Electronic Document Delivery Systems (EDDS), the technology that quietly powers fast research access across libraries.

What is an electronic document delivery system?

An Electronic Document Delivery System is a method of supplying requested documents to users in digital form rather than as physical copies. It is a specialised branch of the broader document delivery service, which is the process where libraries provide users with materials they cannot access directly through their own collections. The “electronic” part simply means the delivery happens through digital channels like email, dedicated software, or online platforms instead of through couriers and the postal system.

To understand EDDS clearly, it helps to separate two related terms. Document delivery refers to supplying non-returnable copies of materials, such as journal articles, book chapters, conference papers, or reports. Interlibrary loan (ILL), on the other hand, traditionally involves borrowing returnable items like entire books from another institution. While the two overlap, electronic document delivery focuses on copies that the user keeps, usually delivered as scanned files or PDFs.

The core purpose

The central purpose of EDDS is straightforward: no single library can own everything its users might need. Subscriptions are expensive, shelf space is limited, and research demands are endless. EDDS fills the gap between what a user needs and what the local library actually holds. When a scholar in one city requests an article held only in another, the holding library can scan it and transmit the digital copy directly, removing the delay of physical shipping entirely.

This matters for several types of materials that researchers commonly need, including:

  • Journal articles from publications a library does not subscribe to.
  • Book chapters from titles held elsewhere.
  • Conference papers and reports that are difficult to source.
  • Theses and dissertations submitted at other universities.

How electronic document delivery works

The mechanics of EDDS have evolved over time, but the basic workflow remains consistent. A user submits a request for a document not available locally. The library locates a holding institution, that institution retrieves and digitises the material, and the file is transmitted electronically back to the requesting library or directly to the user. The differences lie mostly in the channel used for that transmission.

Delivery through email

The simplest and most widely used method is email. Library staff scan the requested pages, save them as a digital file such as a PDF, and send them as an attachment to the user or the partner library. This approach requires no special equipment beyond a scanner and an internet connection, which makes it accessible even to smaller institutions. In India, the National Social Science Documentation Centre (NASSDOC) under the ICSSR uses exactly this model, downloading articles from its subscribed or open-access resources and supplying them to researchers by email.

Delivery through fax

Before high-speed internet became common, fax was the dominant electronic delivery channel. A document could be sent over telephone lines and printed at the receiving end almost immediately. While fax was faster than postal delivery, it had clear drawbacks: image quality was often poor, long-distance telephone charges added up quickly, and the process tied up a single machine for one transmission at a time. These limitations are precisely what later software systems were built to overcome.

Delivery through dedicated software like Ariel

A major leap came with purpose-built software, the most famous being Ariel. Developed and launched in 1991 by the non-profit Research Libraries Group (RLG), Ariel let academic and research libraries scan documents and share them across the internet in high-resolution TIF or PDF formats. The software linked scanners, computers, and laser printers so that a document scanned at one library could be transmitted and printed at another, with the system also logging receipt of each item.

Ariel offered several concrete advantages over the fax machine. According to a study published in the Journal of Interlibrary Loan, Document Delivery and Information Supply, its key benefits included no long-distance phone charges, higher image resolution, the ability to scan from the original source, and the capacity to send and receive documents at the same time. Documents could also be stored and forwarded later, giving staff far more flexibility than a fax ever allowed.

The technology spread rapidly. By 1997, Ariel was already in use at more than 1,000 libraries worldwide, and by the early 2000s installations numbered in the thousands. Complementary tools like Prospero were later developed as web-based systems to work alongside Ariel, allowing documents to be delivered straight to a user’s desktop rather than only between library workstations. This gradual move toward direct, desktop-level delivery is the direction modern systems have continued to follow.

Electronic document delivery in the Indian context

For students and researchers in India, EDDS is not an abstract concept but a working service delivered through national library networks. Two organisations stand at the centre of this system.

INFLIBNET and the JCCC service

The Information and Library Network (INFLIBNET), an inter-university centre of the University Grants Commission, coordinates document delivery for university libraries across the country. It operates this through the JCCC@UGC-INFONET platform, where INFLIBNET has designated a set of libraries to fulfil ILL and document delivery requests drawn from a large pool of subscribed journals. The system, known as J-Gate Custom Content for Consortia (JCCC), acts as a single search gateway. When a researcher finds an article through JCCC that their own library does not hold, the system can trigger an email request to one of the designated Inter Library Loan Centres, which then supplies the document.

DELNET as a resource-sharing hub

The Developing Library Network (DELNET), based in New Delhi, is one of the largest resource-sharing networks in the region, connecting thousands of institutions across India and beyond. DELNET offers both interlibrary loan and document delivery to its member libraries. For books, requests can be registered online; for journal articles and resources not listed in its union catalogues, requests are sent through email. DELNET has also prepared formal ILL guidelines so that member libraries follow a consistent process, keeping the service reliable and equitable.

Together with the union catalogues maintained by these networks, EDDS allows a small college library in a remote district to access the same scholarly articles as a major university in a metropolitan city. This levelling of access is one of the most significant contributions of electronic delivery to research in the country.

Advantages of electronic document delivery systems

The benefits of moving document supply into the electronic realm fall into three broad areas: speed, cost, and the strengthening of resource-sharing networks.

Faster access to research

The most obvious advantage is speed. Traditional interlibrary loan required physically transporting an item, which could take days or even weeks for distant or international requests. Electronic delivery collapses this timeline. A scanned article can be transmitted across the country in minutes, and as one library science overview notes, while books and physical media still must be shipped, articles and graphics can be delivered almost instantly in digital form. For a researcher working against a deadline, this difference is decisive.

Lower costs

Electronic delivery also reduces expenses. There are no postage or courier charges, no packaging materials, and no risk of paying to replace items lost in transit. When Ariel replaced fax-based delivery, libraries saved on long-distance telephone charges while gaining better image quality at a lower cost overall. For institutions handling thousands of requests, these savings accumulate significantly over a year and free up budgets for other services.

Better resource-sharing among libraries

Perhaps the deepest impact is on cooperation between libraries. EDDS makes it practical for institutions to genuinely share their collections, because the cost and effort of supplying a single article become very small. This encourages libraries to participate in networks and consortia, knowing that membership gives their users access to a vastly larger pool of materials than any one library could afford alone. The result is a system where resource sharing becomes the norm rather than the exception, and where geographic and institutional boundaries matter far less.

Challenges to keep in mind

EDDS is not without difficulties. Copyright compliance is the most serious, since libraries must respect licensing terms and fair-use limits when scanning and transmitting published material. Other ongoing concerns include managing turnaround times during peak demand and ensuring that older systems remain compatible with newer formats. These challenges shape how networks design their guidelines, but they do not diminish the central value that electronic delivery provides.
