Every research breakthrough, government policy, and major business decision rests on something quieter than the decision itself: trustworthy, well-organised information. But raw data is rarely useful in its original form. Someone has to collect it, check its quality, analyse it, and repackage it into a form that experts can actually act on. This is exactly the job of an Information Analysis Centre (IAC). Unlike a library that stores documents or an information centre that retrieves them on request, an IAC collects, organises, evaluates, compresses, and disseminates information in a specialised field, built around trained subject experts. In this post, we will look at some of the most influential IACs across the world and in India, and understand why they matter so much to research and policy.

What makes an information analysis centre different
The concept of an IAC is not new. It was formally defined in 1963 by a panel of the United States President’s Science Advisory Committee, led by Dr Alvin M. Weinberg. The resulting Weinberg Report addressed the problem of the “information explosion” and recommended setting up more specialised information centres staffed by experienced technical specialists. These centres were meant to be located where the relevant science was already thriving, so that staff could draw on nearby expertise.
The key distinction is the word analysis. A library is a repository. An information centre answers specific queries. An IAC goes further: it synthesises information to generate new insights, summaries, and recommendations, converting raw data into something closer to actionable intelligence for decision-makers. This shift, from storing documents to producing usable knowledge, is what gives these centres their value.
The core functions of an IAC
Most IACs follow a similar workflow. They gather data from journals, research papers, surveys, databases, and direct observations. They then evaluate that data for accuracy and reliability, a step that matters enormously when policy depends on it. Finally, they repackage their findings into reports, handbooks, databooks, and state-of-the-art reviews. Many also respond to technical inquiries and promote standardisation within their field. The end product is information that a researcher or policymaker can trust and use immediately.
International examples of information analysis centres
Some of the clearest models of IACs come from the United States, where the federal government has run organised networks of these centres for decades.
U.S. Department of Defense Information Analysis Centers
The U.S. Department of Defense (DoD) runs a network of IACs administered by the Defense Technical Information Center (DTIC), which serves the department as a repository of government-funded scientific, technical, engineering, and business-related information. The stated mission of this IAC programme is to improve the productivity of researchers, engineers, and programme managers by collecting, analysing, synthesising, and disseminating worldwide scientific and technical information in clearly defined specialised fields.
A good example is the Cyber Security and Information Systems Information Analysis Center (CSIAC). It was formed by consolidating three earlier centres: the Data and Analysis Center for Software, the Information Assurance Technology Analysis Center, and the Modeling and Simulation Information Analysis Center. CSIAC collects and analyses threat intelligence, identifies vulnerabilities, and shares best practices to protect critical defence information systems. Other centres in the network, such as the Defense Systems IAC and the Homeland Defense and Security IAC, work in the same way: each is a focal point for a specific technical area, offering free initial research to defence users and conducting deeper, funded studies on request.
Carbon Dioxide Information Analysis Center
The Carbon Dioxide Information Analysis Center (CDIAC) is one of the most cited examples in any discussion of IACs. Founded in 1982, it operated within the Environmental Sciences Division of the Oak Ridge National Laboratory and served as the primary climate change data and information analysis centre for the U.S. Department of Energy. Its focus was obtaining, evaluating, and distributing data on greenhouse gas emissions and global warming.
What set CDIAC apart was its commitment to quality. The U.S. National Academies noted that the centre was internationally known and admired for providing high-quality atmospheric data sets to the research community, including long-term measurements of carbon dioxide and methane from stations around the world. The centre believed that computer skills alone could not ensure good data, so its staff generally combined a scientific background with programming training, and each data set was assigned to a single responsible staff member. CDIAC also generated the widely used global and national estimates of carbon dioxide emissions from fossil fuel combustion and cement manufacture, a record stretching back to the 1750s.
CDIAC closed on 30 September 2017 when the Department of Energy ended its support, and its data was distributed to several repositories. The long-running emissions data set is now maintained at Appalachian State University as CDIAC-FF. Its history is a useful reminder that even well-regarded centres depend on sustained funding to survive.
National examples of information analysis centres in India
India has developed its own set of highly influential analysis centres. They differ in ownership and focus, but each performs the core IAC function of turning raw data into trusted, decision-ready knowledge.
TERI: energy, environment, and sustainability research
The Energy and Resources Institute (TERI) is a leading not-for-profit policy research organisation headquartered in New Delhi. It was established in 1974 as the Tata Energy Research Institute and renamed in 2003 as its scope widened. Today it works across climate change, energy efficiency, renewable energy, biotechnology, and sustainable development, supported by a multidisciplinary team of over a thousand scientists, engineers, economists, and sociologists.
TERI shows how an analysis centre can shape real policy. It developed and administers the Green Rating for Integrated Habitat Assessment (GRIHA), the national rating system for green buildings. It has also played an important role in advocating for and shaping the National Clean Air Programme, which was launched in 2019, and has contributed to national and city air quality management plans. Its annual sustainability summit brings together scientists, business leaders, and policymakers to debate development challenges. In other words, TERI does not just gather environmental data; it analyses it and feeds the conclusions directly into government decision-making.
CMIE: economic and business data analysis
The Centre for Monitoring Indian Economy (CMIE) was founded by Narottam Shah in 1976 and is headquartered in Mumbai. It functions as both an economic think-tank and a business information company. Over more than four decades, CMIE has built what it describes as the largest integrated database of the Indian economy, covering the financial performance of individual companies, macroeconomic indicators, and new investment projects. It delivers these insights through a subscription model.
CMIE’s most discussed product is the Consumer Pyramids Household Survey (CPHS), which one university library describes as the world’s largest household panel survey, covering well over 170,000 households interviewed multiple times a year. Initiated as a continuous panel in 2014, it captures high-frequency data on incomes, spending, savings, and employment. CMIE’s monthly unemployment estimates, derived from this survey, have become widely watched precisely because they fill gaps left when official surveys are delayed. The CPHS gained particular prominence after demonetisation in 2016 and during the assessment of pandemic-related economic impacts. This is analysis in action: a private centre producing data that researchers, journalists, and policymakers rely on to understand the economy in near real time.
MP-IDSA: defence and security analysis
The Manohar Parrikar Institute for Defence Studies and Analyses (MP-IDSA), formerly the Institute for Defence Studies and Analyses (IDSA), is a think-tank for advanced research in international relations, with a focus on defence, strategic, and security issues. It was registered as a society on 11 November 1965, is funded by the Ministry of Defence, and operates as a non-partisan, autonomous body. It also trains civilian, military, and police officers.
The institute’s origins are instructive. The 1962 Sino-Indian war had exposed a serious lack of institutional capacity for strategic thinking within the government, and the 1965 Indo-Pak war provided the final trigger. Its founders studied the structure of the RAND Corporation and the IISS before settling on the IISS as a model. The centre was renamed in honour of the late Defence Minister Manohar Parrikar. Its mission is to promote national and international security by generating and disseminating knowledge on defence-related issues, providing independent, unbiased inputs to policymakers, a textbook description of what an analysis centre is meant to do.
Their role in research and policy making
Looking across these examples, a clear pattern emerges. IACs sit between raw data and decisions, and they serve three broad groups.
For researchers, IACs save enormous effort. Instead of hunting through scattered sources, scholars can access curated, quality-checked data sets like those CDIAC once provided or the economic databases CMIE maintains. This reduces duplication of work and lets researchers focus on their actual questions.
For industries and businesses, these centres offer competitive intelligence and reliable benchmarks. A company planning an investment can draw on CMIE’s data on corporate performance and economic trends, while a construction firm can follow TERI’s green building standards. Good decisions depend on good information, and IACs supply it in a usable form.
For governments, IACs are perhaps most valuable of all. MP-IDSA shapes security policy, TERI has helped formalise national environmental programmes, and the DoD centres support defence planning. Because these centres combine subject expertise with rigorous analysis, the conclusions they hand to policymakers carry weight. They turn information into a foundation for innovation, regulation, and long-term planning.
The closure of CDIAC, however, carries a lesson. The value of an IAC lies not only in the data it holds but in the continuous expert effort that keeps that data current, accurate, and trustworthy. Without sustained support, even a world-class centre can fall silent, and the knowledge ecosystem is poorer for it.
