Language is one of the biggest barriers to knowledge. A research paper written in German, a rare manuscript in Sanskrit, or a technical report in Japanese is useless to a reader who cannot understand the language. This is where libraries step in. Beyond lending books, libraries connect users to the people, tools, and records that make translation possible. In a country like India, with 22 scheduled languages and hundreds of dialects, this role is not a luxury but a necessity. Let us look at how libraries actively support translation services and help bridge the gap between information and the people who need it.

Libraries as translation hubs

A library rarely employs translators for every language under one roof. Instead, it acts as a hub that links users to the right translation resource at the right time. According to standard library science literature, libraries can play an active role in meeting user demands for translation by maintaining details of translators and translating firms, so the right agency can be contacted when needed. This connecting function is the foundation of all library translation work.

To do this well, a library keeps organised information about the translation ecosystem. As library science course material from IGNOU explains, libraries should hold information about translation pools, translation centres, professional associations, government agencies, and commercial publishers, including details of cover-to-cover translated journals. When a user needs a foreign document rendered into a readable language, the library does not start from zero. It already knows where to send the request.

The resources a library provides

The translation hub role works through several concrete resources. These include the following:

  • Directories of translators and firms: Lists of qualified translators by language and subject, so a chemistry paper goes to a translator with scientific knowledge, not a general linguist.
  • Multilingual reference tools: Bilingual dictionaries, terminological databanks, and glossaries that support both human translators and the user trying to make sense of a document.
  • Links to translation centres: Contact points for specialised centres that handle scientific, technical, and legal material.
  • Access to translated journals: Knowledge of which journals are already available in cover-to-cover translated form, saving the cost of fresh translation.

In multilingual regions, this hub role becomes even more important. A public library in Maharashtra may help users access material in Marathi, Hindi, and English, while an academic library may focus on translating scholarly works between English and Indian languages. The common thread is that the library knows the landscape and guides the user through it.

Maintaining translation databases

One of the most valuable services a library supports is the translation database. A translation database is a record of works that have already been translated, along with details of who can translate new material. Without such a record, the same document might be translated again and again by different people, wasting time and money. By tracking translated works, libraries help users quickly find what already exists.

India offers a strong example of this through the National Translation Mission (NTM), hosted by the Central Institute of Indian Languages in Mysuru. The NTM was set up to translate scholarly and technical texts from dozens of academic disciplines into India’s scheduled languages, improving access and equity in higher education. Its database work is exactly the kind of infrastructure that libraries rely on when they refer users to translated material.

The National Register of Translators

A key part of the NTM’s database work is the National Register of Translators. This is a searchable directory of translators, evaluators, and discipline experts, listing their experience, the languages they know, and their areas of expertise. Translators can register themselves online. For a library, such a register is a ready-made directory. Instead of maintaining its own list of every translator in the country, it can point users toward a national, regularly updated source.

Knowledge and university databases

The NTM also created two searchable databases that are useful for academic libraries. The project report of the mission and related records describe an Indian Universities Database, which holds information on courses, syllabi, and textbooks of UGC-accredited universities, and a Knowledge Text Database, which lists prescribed books in detail. These databases let scholars find the latest information on courses and syllabi from any institution through a single window. University boards can even review the syllabus structure of other universities before revising their own. Libraries that link users to these tools extend their reach far beyond their own shelves.

Helping researchers and academics

Researchers and academics are among the heaviest users of translation services. A scholar studying climate policy may need to read reports published in French. A historian may need to study a manuscript written in Persian. A doctoral student in literature may need access to a novel that exists only in its original regional language. In each case, the library is often the first point of contact.

Academic libraries serve a global community of researchers, students, and faculty, many of whom need scholarly works published in foreign languages. The library helps in three main ways. First, it identifies whether a translation already exists, using databases and catalogues. Second, if no translation exists, it connects the researcher to a translation centre or a registered translator with the right subject knowledge. Third, library staff or resource persons may translate, abstract, or summarise short pieces of material directly when a full translation is not required.

Language accessibility for diverse users

The support goes beyond academics. Public libraries often serve communities that include migrants, daily-wage workers, and speakers of regional languages who may not be fluent in the dominant language of the region. For these users, translation support can mean access to job information, government schemes, health guidance, and educational material. By offering translated guides, catalogues, and instructional material, libraries make sure that no one is shut out because of the language they speak. This focus on inclusion is a core part of the modern library mission.

Preserving and sharing cultural heritage

Many libraries hold special collections, rare manuscripts, and historical archives written in older or less widely understood languages. These materials carry great cultural value but remain locked away from most readers. By supporting the translation of such works, libraries open them to a wider audience of historians, students, and the public. This both preserves heritage and spreads knowledge across linguistic lines, turning a closed archive into a living resource.

The future role of libraries

Digital translation tools are changing how libraries work. The development of multilingual dictionaries, terminological databanks, and translation memory systems has long supported both human translators and automatic translation. Today, artificial intelligence and natural language processing have pushed this much further, and libraries are adapting to use these tools alongside human expertise.

AI-driven platforms and Bhashini

A major development in India is Bhashini, an AI-driven language platform launched by the Ministry of Electronics and Information Technology under the National Language Translation Mission. As described by UNICEF’s digital impact team, Bhashini offers language technology as a public resource across 22 Indian languages, with services that translate text, video, and documents. Its aim is to build a national public digital infrastructure for Indian languages so that digital content and government services become accessible to people in their native tongue.

According to the government’s science and technology portal, the mission focuses on multilingual accessibility through both voice-based and text-based interaction, and it develops open-source AI models that institutions can freely use to build their own applications. For libraries, tools like these mean that real-time translation of documents, signage, and even spoken queries is becoming possible. A library can offer a user instant document translation rather than a weeks-long wait.

From custodians to active enablers

The future library does not abandon its traditional role; it deepens it. Machine translation handles the bulk and the speed, while librarians provide the judgement, the quality checks, and the human support that machines cannot. A librarian still decides which translation is reliable for academic citation, still guides a user through a complex search, and still maintains the records that keep translated knowledge findable. As AI tools spread across governance, education, and healthcare, libraries are well placed to be the trusted points where these tools meet the people who need them. The combination of reliable databases, human expertise, and digital translation services positions libraries as central players in multilingual access for years to come.
