Every day, an enormous volume of information is produced through research papers, government reports, news articles, and online databases. The problem is no longer scarcity but excess. A researcher, a policymaker, or a small entrepreneur rarely has the time to sift through hundreds of documents to find what is actually useful. This is exactly the gap that information consolidation addresses. It is a structured approach in Library and Information Science that converts scattered, overwhelming bodies of information into compact, reliable, and ready-to-use knowledge for a specific group of people.

Breaking down the definition

Information consolidation is best understood through the people and organisations that formally defined it. The concept emerged in the late 1970s and early 1980s, closely linked to ideas of appropriate technology and technology transfer, and was actively promoted by UNESCO through guidelines and pilot projects aimed especially at developing nations. The goal was practical: help users who cannot easily access knowledge buried in large amounts of documents.

The UNESCO working group definition

A UNESCO Working Group provided one of the earliest formal definitions. It described information consolidation as the process of evaluating and compressing relevant documents so that defined user groups receive reliable and concise information in a usable form. The Working Group made an important clarification: consolidation activities are not restricted to large information analysis centres. They can be performed by individuals, departments, or whole organisations. Any individual or group carrying out these activities forms an Information Consolidation Unit, or ICU.

The Saracevic and Wood definition

The most comprehensive and widely cited definition comes from Tefko Saracevic and J. S. Wood in their 1981 UNESCO handbook. According to them, consolidated information is public knowledge that is specially selected, analysed, evaluated, and possibly restructured and repackaged to serve the immediate decisions, problems, and information needs of a defined clientele or social group. The key idea is that these users would otherwise struggle to access and use this knowledge in its original scattered form. Crucially, the criteria for selecting, evaluating, and repackaging this knowledge are drawn from the needs of the intended audience, not from the convenience of the producer.

The role of Wood and the process view

Wood’s contribution emphasised that consolidation is fundamentally a multi-step process rather than a single action. Raw data does not become usable simply by being collected. It must move through stages of evaluation, synthesis, and presentation. This process view is what separates information consolidation from ordinary information gathering. It combines both technical effort, such as searching and compiling, and intellectual effort, such as judging quality and relevance.

The role of ICUs in knowledge management

Knowledge management refers to the strategies and practices that organisations use to identify, capture, store, and share knowledge so that it remains accessible to decision-makers and researchers. Information Consolidation Units sit at the heart of this effort. They take raw data, research reports, and routine updates and transform them into a form that the organisation can actually act upon.

How ICUs add value

An ICU does far more than collect documents. It gathers information from multiple sources, verifies the credibility of each, and synthesises everything into a usable format. In an academic setting, an ICU might compile journal articles, datasets, and lecture notes into a single summarised report or searchable database. These units also structure information by organising it into themes and subjects, often producing indexes, abstracts, and summaries that give users an at-a-glance understanding of the content.

The most valuable contribution of an ICU is the insight it adds. By offering analytical perspectives, recommendations, or interpretations that were not present in the original raw material, the unit turns information into knowledge that supports better organisational decision-making. This is sometimes described as repackaging, where the service diagnoses a client’s needs and then consolidates and compresses information to make it easier to access both physically and conceptually.

From raw data to usable knowledge

The strength of information consolidation lies in its systematic process. While different institutions adapt it to their needs, the typical workflow follows a logical sequence of steps that move material from chaos to clarity.

Step 1: Collection and selection

The process begins with gathering relevant material from a wide range of sources, including online databases, academic journals, government publications, and field observations. At this stage the emphasis is on relevance and credibility. Not everything that exists on a topic is worth including, so selection is the first filter.

Step 2: Evaluation and analysis

Collected material is then evaluated for accuracy, authority, and usefulness. This is the intellectual core of consolidation. Weak, outdated, or contradictory information is discarded, while reliable content is analysed and compared. The aim is to retain only what genuinely serves the user’s problem.

Step 3: Restructuring and synthesis

Surviving content is reorganised and synthesised into a coherent whole. Information from many documents is merged, summarised, and arranged so that it tells a clear story or answers a defined question. This is where compression happens, turning a large pile of documents into a concise body of knowledge.

Step 4: Repackaging and presentation

Finally, the synthesised knowledge is presented in a format suited to the audience. The same content might become a technical digest for experts or a simplified bulletin for community users. The choice of format is driven entirely by who will use it and how. Repackaging in this way saves the user’s time, labour, and cost, and reflects a shift in focus from documents to their actual content and from collections to their users.

Why consolidated information matters

The value of consolidation becomes clear when you consider the alternative. Without it, much useful information never reaches the people who need it, even though it sits available in primary and secondary literature. This loss of information, where knowledge exists but never connects with the right user, is one of the central problems consolidation solves.

Benefits for decision-making

Decision-makers rarely have time to read full research collections. Consolidated information gives them reliable conclusions in a concise form, allowing faster and better-informed choices. Knowledge utilisation, the process of putting knowledge to use to solve problems, depends heavily on information being presented in a ready-to-apply state.

Benefits for research

For researchers and students, consolidated products such as state-of-the-art reports, trend reports, and reviews provide a quick overview of a field. This saves enormous effort in literature searching and helps identify gaps worth investigating. The benefits can be summarised as greater efficiency, since users spend less time searching; improved accuracy, since content is verified before delivery; and stronger accessibility, since complex knowledge is presented in an understandable form.

Case studies in information consolidation

Information consolidation is not just a theory. Several established institutions function as large-scale ICUs, serving distinct communities with consolidated knowledge.

NISCAIR in science communication

The National Institute of Science Communication and Information Resources, formerly INSDOC, collects, stores, and disseminates science and technology information through a mix of traditional and modern means. It publishes research journals, abstracting journals, and popular science magazines such as Science Reporter and Vigyan Pragati. Each of these is a consolidated product, taking scattered scientific findings and repackaging them for specific audiences ranging from researchers to the general public.

DESIDOC in defence research

The Defence Scientific Information and Documentation Centre provides scientific and technical information to DRDO laboratories and establishments across the country for research and development purposes. It acts as a central resource that consolidates technical literature, produces specialised publications and monographs, and delivers tailored document services for the defence research community.

Biomedical and social science consolidation

Other examples show how consolidation adapts to different domains. The Indian MEDLARS Centre, set up as a collaboration between the Indian Council of Medical Research and the National Informatics Centre, consolidates biomedical literature so that medical professionals and students can quickly access relevant Indian research. In the social sciences, the National Social Science Documentation Centre offers specialised consolidated services and training for social science researchers. Each centre demonstrates the same principle in a different field: gather, evaluate, restructure, and repackage public knowledge for a defined clientele.
