Every week, thousands of new books, journals, and research papers enter the world of scholarship. For a researcher or a student, keeping track of all of them is nearly impossible. This is the exact problem that a Title Announcement Service solves. It is one of the oldest and simplest forms of Current Awareness Service (CAS), and yet it remains one of the most useful tools a library can offer. In this guide, we will break down what it is, where it came from, how it is organised, and how you can set one up in your own library.

What is a Title Announcement Service?

A Title Announcement Service is a current awareness service that notifies users about newly published or newly acquired documents by listing only their titles. The idea is simple. Instead of giving the user a full abstract or a detailed summary, the library shares a list of titles of recent books, articles, reports, or journal papers. The user scans this list and picks out what is relevant to their work.

The purpose is speed. In the world of research, timeliness matters more than detail. A user often does not need to know everything about a new document immediately. They only need to know that it exists. Once they spot a relevant title, they can request the full document or follow up later. Because the service strips away everything except the title, it can be compiled and distributed very quickly, which is the whole point of a current awareness service.

This service belongs to the broader family of CAS, which keeps users informed about new material entering the library or being published in their field. Other members of this family include the Selective Dissemination of Information (SDI), current awareness bulletins, and contents-by-journal services. The Title Announcement Service sits at the most basic end of this spectrum because it deals with titles alone.

Why titles are enough

A well-chosen title carries a surprising amount of information. In academic writing, titles are usually descriptive and specific. A title like “Soil Erosion Control in the Western Ghats” tells a reader almost everything they need to decide whether the document is worth pursuing. This is why a service built only on titles can still be effective. It relies on the fact that scholarly titles are designed to summarise content.

Current Contents type CAS and Eugene Garfield’s contribution

No discussion of title-based current awareness is complete without Eugene Garfield, one of the most influential figures in information science. Garfield understood the same problem we started with: researchers could not keep up with the flood of published literature. His solution became one of the most famous information products in history.

While working on the Welch Medical Library indexing project in the early 1950s, Garfield developed a publication called Contents in Advance. This was a current awareness publication that reproduced the contents pages of journals, allowing users to browse a wide range of journals for relevant articles in one place. This was the prototype for what would later become Current Contents.

In 1960, Garfield established the Institute for Scientific Information (ISI) in Philadelphia. Through ISI, he published Current Contents, which reproduced the tables of contents of key scientific journals and delivered them to researchers around the world. Garfield went on to invent the Science Citation Index, the Social Sciences Citation Index, and the Arts and Humanities Citation Index, all of which shaped how we measure scholarly impact today.

What is Current Contents type CAS?

A Current Contents type CAS is a service that reproduces and circulates the contents pages of journals received by a library. Instead of the library staff retyping each title, they photocopy or scan the actual contents page of a journal and compile these pages into a bulletin. This is sometimes called a Contents-by-Journal service. Each entry shows the article titles exactly as they appear in the original journal, arranged journal by journal.

This approach has a clear advantage. Because the library copies the existing contents page, there is very little manual effort, and the chance of typing errors falls. The user gets the full list of titles from a journal issue, which helps them judge the scope of that issue at a glance.

Modern relevance

You might think a print-era idea like Current Contents would be obsolete today. It is not. The concept lives on in every Table of Contents (TOC) alert you receive by email. When you subscribe to a journal and get an email each time a new issue is published, you are using a digital descendant of Garfield’s idea. University libraries today offer these alerts through database vendors. For example, Cornell University Library describes TOC alerts that automatically notify users when a new journal issue appears, along with RSS feeds for new books by subject. The format has changed from paper to pixels, but the logic of announcing titles to keep researchers current is exactly the same.

Subject-based and class number-based arrangements

A raw list of titles is not very useful if it is unorganised. If a chemistry researcher has to read through agriculture and history titles to find one relevant paper, the service fails its purpose of saving time. This is why arrangement matters. There are two common ways to organise a title announcement list.

Subject-based arrangement

In a subject-based arrangement, titles are grouped under broad subject headings such as Physics, Economics, or Botany. The library staff scans the new documents, decides which subject each one belongs to, and places the title under the matching heading. The user simply jumps to the section that matches their field.

This method is intuitive and easy for users to understand. It does not require any knowledge of classification systems. The drawback is that subject grouping can be vague. A paper on environmental economics could fit under both Economics and Environmental Science, and the staff member’s choice may not match where the user expects to find it.

Class number-based arrangement

In a class number-based arrangement, titles are organised using a formal library classification scheme such as the Dewey Decimal Classification or the Colon Classification. Each title is assigned a class number, and the list is arranged in the order of those numbers. This means related topics naturally sit next to each other, just as books on the same subject sit together on a shelf.

The advantage here is precision and consistency. Classification moves from the general to the specific and groups concepts that share common characteristics, so a user who knows the class number of their area can go straight to it. The disadvantage is that this method takes more skill and time, because someone has to assign a correct class number to each title before the list can be published. It also assumes the user understands the classification scheme, which not every reader does.

Advantages and disadvantages

Like any service, the Title Announcement Service involves trade-offs. Understanding these helps a librarian decide when it is the right tool and when something more detailed is needed.

Advantages

The biggest strength is speed. Because the service deals only with titles, a librarian can compile and circulate a list quickly, often within a day or a week of receiving new material. Speed and currency are the essence of any current awareness service, and a title list delivers both.

The second advantage is low cost and low effort. There is no need to write abstracts, prepare summaries, or create detailed index entries. This makes the service affordable even for small libraries with limited staff. The third advantage is broad coverage. Since each entry is short, a single bulletin can cover a large number of documents across many subjects, giving users a wide view of what is new.

Disadvantages

The main weakness is the lack of indexing and detail. A title alone does not always reveal what a document is about. A clever or vague title can mislead a user into ignoring a relevant paper or chasing an irrelevant one. Without an abstract or keywords, the user cannot judge the depth or quality of the work.

The second problem is the potential for errors. When staff retype titles manually, spelling mistakes and missing words creep in. A wrong title can make a document impossible to locate later. This is one reason the Current Contents method of photocopying actual contents pages became popular, since it removes the retyping step. The third drawback is the burden on the user. The service tells users that a document exists, but it is then up to them to track down the full text, which can take additional effort.

Implementing a title announcement service

Setting up a library-based Title Announcement Service does not require expensive technology. It requires a clear routine and consistency. Here are the practical steps a library can follow.

Step 1: Identify the user community and their interests

Before listing a single title, find out who your users are and what subjects they work on. In a special library or a college department, this is easier because the user group is well defined. Build a simple user profile that records the broad subject areas of interest. This profile decides what gets included in the list and how it is arranged.

Step 2: Scan newly received material

Establish a daily or weekly routine where a staff member reviews every new item that arrives, whether it is a book, journal, report, or electronic resource. This scanning step is the heart of the service. The goal is to capture every new title soon after it arrives so the information stays current.

Step 3: Select and record the titles

From the scanned material, select the titles that match the user community’s interests and record them accurately. For journals, the easiest method is to copy the contents page directly, following the Current Contents model. This saves time and reduces errors. For books and reports, note the title, author, and basic publication details.

Step 4: Arrange the list

Decide whether to use a subject-based or class number-based arrangement, based on your users. A general college library may prefer broad subject headings that everyone understands. A specialised research library may prefer class numbers for precision. Keep the arrangement consistent across every issue so users learn where to look.

Step 5: Distribute on a fixed schedule

Publish and circulate the list at a regular interval, such as weekly, fortnightly, or monthly. Regularity builds the habit of use. Today distribution is easy and cheap through email, library websites, and messaging tools. A printed copy on a notice board still works in many institutions. The key is reliability, because a current awareness service that arrives late loses its value.

Step 6: Collect feedback and refine

Ask users whether the titles are relevant and whether the arrangement helps them. Use this feedback to adjust the subject coverage and the format. Over time, this turns a basic list into a service that genuinely fits your community. As needs grow, the library can layer more detailed services such as abstracting bulletins or SDI on top of the simple title list.

A Title Announcement Service is proof that a simple idea, executed consistently, can solve a real problem. It does not try to do everything. It does one thing well: it tells users what is new so they can decide what to read. From Garfield’s contents pages to today’s email alerts, this principle has stayed the same for over seventy years.
