Imagine a single international research journal costing a university library lakhs of rupees every year. Now multiply that across the thousands of journals students and researchers actually need. For most academic libraries in India, subscribing to all of them individually is simply impossible. This is the exact problem that library consortia were created to solve. By joining hands and negotiating as a group, libraries gain access to far more scholarly content than any one of them could ever afford alone. This post explains what library consortia are, looks at the major consortia operating in India, weighs their advantages, and examines where this model is heading next.

What are library consortia?

A library consortium is a group of libraries that come together to share resources, services, and expertise in order to achieve goals that no single member could reach on its own. In the context of e-journals, this means the collaborative acquisition of access rights to electronic databases and journals. Instead of each library negotiating separately with a publisher, the consortium negotiates collectively on behalf of all its members.

The logic behind this model is straightforward. The price of e-journals, databases, and e-books has climbed steadily, while library budgets have stayed flat or shrunk. The situation is made harder in India by the devaluation of the rupee against major foreign currencies, which pushes the cost of international subscriptions even higher. When 50 libraries approach a publisher together, they hold far more bargaining power than any one library acting alone. The publisher gains a large, guaranteed customer base, and in return offers a much lower price per institution along with better licensing terms.

How the model works in practice

Consortia operate on a few core principles. Members pool their funds, which allows the group to negotiate bulk discounts. The consortium signs a single license agreement that covers all participating institutions. Access is then provided to members, typically through their campus IP addresses or through a federated login system for institutions that lack static IP ranges. Many consortia also run a common search gateway so that users across all member libraries can discover and reach the subscribed content from one interface.

Major library consortia in India

India has seen a number of consortia emerge since the early 2000s, each serving a particular community of institutions. Understanding the major ones helps explain how academic libraries across the country actually deliver e-journals to their users today.

INDEST-AICTE Consortium

The Indian National Digital Library in Engineering Sciences and Technology (INDEST) Consortium was set up in 2003 by the Ministry of Human Resource Development on the recommendation of an expert group, with IIT Delhi designated as its headquarters. In December 2005 it was renamed the INDEST-AICTE Consortium, with the All India Council for Technical Education playing a central role in enrolling its approved engineering colleges as members.

The consortium had a three-tier membership structure: core members funded directly by the ministry, AICTE-supported members, and self-supported institutions that joined on their own. At its peak it served IITs, IISc Bangalore, NITs, IIMs, and hundreds of engineering colleges, subscribing to over 12,000 electronic journals and several bibliographic databases. It became the largest consortium in Asia in terms of member institutions, which is precisely why it could secure such favourable terms from publishers.

UGC-INFONET Digital Library Consortium

The University Grants Commission noticed that very few Indian universities could afford international peer-reviewed journals, and many subscribed to none at all. To fix this, the UGC launched the UGC-INFONET Digital Library Consortium, which provided thousands of international journals to universities over the internet free of cost to the institutions themselves. Managed by the INFLIBNET Centre, it transformed access to scholarly content for the general university system, much as INDEST did for technical institutions.

A related programme, N-LIST (National Library and Information Services Infrastructure for Scholarly Content), extended these benefits to colleges, which had previously been left out of the university-focused scheme.

e-ShodhSindhu

In December 2015, the government consolidated these efforts. The Ministry of Education formed e-ShodhSindhu by merging three consortia: the UGC-INFONET Digital Library Consortium, N-LIST, and the INDEST-AICTE Consortium. The aim was to bring centrally funded technical institutions, universities, and colleges under a single umbrella rather than running three parallel systems.

e-ShodhSindhu provides current and archival access to more than 10,000 full-text journals along with e-books and databases to institutions covered under sections 12(B) and 2(f) of the UGC Act. It also runs a document delivery service through a J-Gate gateway, which lets users request individual articles from journals not directly subscribed by their library. For colleges without static IP addresses, access is managed through a federated off-campus login system based at the INFLIBNET Centre.

Discipline-specific consortia

Beyond these large initiatives, several consortia serve specialised communities. The National Knowledge Resource Consortium (NKRC), established in 2009, links the libraries of CSIR and DST institutes and traces its roots back to the CSIR Electronic Journals Consortium of 2001. The Electronic Resources in Medicine (ERMED) Consortium, set up by the Directorate General of Health Services, supplies medical journals to government medical colleges and AIIMS. Other examples include the DAE Consortium for atomic energy institutions, DeLCON for biotechnology institutes, and CeRA for agricultural universities.

Advantages of consortia-based access

The consortium model has reshaped how Indian academic libraries function. Its benefits go well beyond the obvious one of saving money.

Significant cost savings

This is the headline advantage. Subscription fees for journals from publishers like Elsevier, Springer, or Wiley can run into lakhs of rupees per title. By pooling funds and negotiating collectively, a consortium drives down the cost per library dramatically. A subscription that would be unaffordable for a single college becomes manageable when the cost is shared across dozens or hundreds of members. This frees up budget for other library needs while still expanding what users can access.

Expanded collections

The core philosophy of a consortium is that cooperation benefits everyone, because pooling resources lets libraries gain access to far more material than they could afford individually. A small regional college suddenly offers its students the same thousands of journals available at a major research university. This levelling effect is especially valuable for institutions in smaller towns that have historically been starved of quality scholarly content.

Stronger negotiating power and better terms

A consortium does not just secure lower prices. It also negotiates better licensing terms, more simultaneous users, and clearer policies on archival access, meaning members retain rights to content they have already paid for even after a subscription ends. A single library has little leverage in these discussions, but a consortium representing hundreds of institutions can hold publishers to far more favourable conditions.

Shared infrastructure and expertise

Consortia typically provide a common access gateway, usage statistics, training, and technical support. Member libraries benefit from shared technical know-how and standardised systems rather than each having to build their own. This reduces administrative burden and helps smaller libraries that lack specialised staff.

For all its strengths, the consortium model faces real difficulties, and the landscape is shifting quickly.

Persistent challenges

Several issues hold consortia back. Training and infrastructure gaps mean that even when content is available, users may not know how to find or use it effectively. Many smaller colleges lack static IP addresses or reliable internet, complicating access. There is the ongoing problem of pricing models that often bundle journals into large packages, forcing libraries to pay for titles they do not need. Long-term archiving and preservation of subscribed content also remains a concern, since access often depends on continued payment rather than ownership. Finally, sustaining funding across budget cycles is a constant worry, particularly for consortia that depend on government grants.

One Nation One Subscription

The most significant recent development is the One Nation One Subscription (ONOS) scheme, which became operational on 1 January 2025. ONOS takes the consortium idea to its logical conclusion: instead of multiple separate consortia each negotiating with publishers, the government negotiates a single national licence centrally.

Under Phase I, ONOS provides access to more than 13,000 journals from 30 major international publishers, including Elsevier, Springer-Nature, Taylor & Francis, and Wiley, to over 6,300 government-managed higher education and R&D institutions. This reaches nearly 1.8 crore students, faculty, and researchers. The scheme carries a budget of ₹6,000 crore for three years (2025-2027) and is coordinated by the INFLIBNET Centre, which also manages a fund for article processing charges to support open-access publishing by Indian authors.

One reason ONOS matters is that it aims to reach institutions in tier-2 and tier-3 cities that earlier schemes often overlooked. Commentators have noted that e-ShodhSindhu primarily served elite institutions like IITs and NITs, leaving many smaller colleges with limited access. Later phases of ONOS plan to bring in private institutions and eventually extend access to the public through libraries.

The road ahead

ONOS does not necessarily mean the end of discipline-specific consortia, which still serve specialised needs that a general scheme may not cover. The broader trend, however, is clearly toward larger, more centralised negotiation and a stronger push for open-access publishing. As open-access models mature, the question of whether to keep paying subscription fees or to invest in making research freely available will increasingly shape how consortia evolve. For now, library consortia in their various forms remain the backbone of how Indian students and researchers reach the scholarly content they depend on.
