Every time you edit a Wikipedia article, post a reel, leave a product review, or click “like,” you are doing something that was simply not possible on the early internet. The web you use today is built around your participation. But this was not always the case. The journey from a “read-only” internet to today’s interactive, social, and dynamic web is one of the most important shifts in information history. This shift is captured in two terms you will encounter often in information science: Web 1.0 and Web 2.0. Understanding how one evolved into the other explains why the modern internet feels less like a library you visit and more like a workshop you contribute to.

From a read-only web to a read-write web
The first generation of the World Wide Web, now called Web 1.0, lasted roughly from the early 1990s to the early 2000s. It was largely a collection of static pages built with basic HTML, where content was served from a server’s file system and pages were linked together through hyperlinks. A handful of organisations and skilled webmasters produced content, and everyone else simply consumed it. Think of it as a digital brochure or an online encyclopedia: useful for reading, but offering almost nothing in the way of interaction.
The roles were fixed. There were producers, and there were readers, and the line between them rarely blurred. If you wanted to publish something, you needed technical skill, server space, and time. The ordinary user had no easy way to talk back, contribute, or collaborate.
Web 2.0 changed this completely. The term was coined by Darcy DiNucci in 1999 and later popularised by Tim O’Reilly and Dale Dougherty at the first Web 2.0 Conference in 2004. It describes websites that emphasise user-generated content, ease of use, participatory culture, and interoperability between different products and devices. In short, Web 2.0 turned the audience into authors. The internet became a “read-write” space where the same person could both consume and create.
It is important to note that Web 2.0 was never a new technical standard or a fresh version of any software. It was a shift in how websites were designed and used, and a shift in user behaviour and business models. The underlying protocols of the web stayed largely the same. What changed was the philosophy of how the web should work.
The characteristics that defined Web 2.0
In his influential 2005 essay, “What Is Web 2.0,” Tim O’Reilly laid out a set of core principles that separated this new generation from the old. Three of these are especially useful for understanding the transformation.
The web as a platform
The central idea of Web 2.0 is that the web itself becomes the platform, spanning all connected devices. In the Web 1.0 era, software lived on your desktop or laptop. You bought a program, installed it from a disc, and upgraded it every few years. With Web 2.0, applications began to run inside the browser instead. Email, photo editing, document writing, and storage all moved online.
This changed the nature of software. Instead of a finished product shipped in boxes, software became a continuously updated service that improves the more people use it. There was no longer a fixed “release cycle.” A platform like a webmail service or a maps application gets refined quietly and constantly, with users rarely noticing the updates. The web stopped being just a tool you used and became the foundation on which other tools were built.
The participatory web
Web 2.0 is often simply called the participatory web or the social web. This is its most visible feature. Users are no longer passive viewers; they are active contributors who add value to a platform every time they use it. O’Reilly called this an “architecture of participation,” where the design of a site naturally encourages people to contribute.
This participation feeds something larger that O’Reilly described as harnessing collective intelligence. When millions of people contribute small actions, the combined result becomes valuable in ways no single contributor could achieve. A search engine treating links as a kind of “vote” for the best page, a shopping site recommending products based on what other buyers chose, and an encyclopedia edited by anyone are all examples of intelligence emerging from a crowd. The platforms that learned to capture this collective contribution became the dominant players of the era.
This is also where the idea of network effects matters. A participatory platform becomes more useful as more people join and contribute. A social network with ten users is almost worthless; the same network with ten million users is hard to leave. This self-reinforcing growth is why a few Web 2.0 platforms grew so large so quickly.
User control and the cost of data
Giving users control over content was the great promise of Web 2.0. Anyone with an internet connection could publish a blog, upload a video, share a photo, or join a discussion without asking permission from a gatekeeper. This democratised content creation and gave ordinary people a voice and a platform they never had before.
But there is a quieter side to user control. As users generate enormous amounts of data, that data becomes a core business asset. O’Reilly noted that database management is a key competency of Web 2.0 companies, summing it up in the phrase “data is the next Intel Inside.” The more people contribute, the more valuable the underlying data becomes. This raises real questions about who actually owns user data, how it is used for advertising, and how much privacy users trade away in exchange for free services. The tools that shaped the modern internet
Abstract principles become clearer when matched to real examples. O’Reilly explained Web 2.0 partly by contrasting old-style companies with their newer counterparts. Three tools in particular show how the participatory web worked in practice.
Google AdSense and the long tail
To explain the platform mindset, O’Reilly contrasted the older advertising service DoubleClick with Google AdSense. DoubleClick was built to serve a small number of large advertisers and big publishers at the centre of the web. AdSense took the opposite approach. It allowed even the smallest blog or niche website to display relevant ads automatically, without any negotiation or sales contract.
This reached what is called the “long tail” of the web, the millions of tiny sites that individually attract little traffic but collectively represent a huge audience. AdSense worked as a self-service platform that got more powerful as more publishers and advertisers joined. It is a clear example of software delivered as a service, designed to harness participation at scale rather than serve only the head of the market.
Wikipedia and the wisdom of crowds
Perhaps no tool captures the spirit of Web 2.0 better than Wikipedia. The Web 1.0 model of reference was the printed or online encyclopedia, written by paid experts and published as a finished work. Wikipedia replaced this with a radical idea: an encyclopedia where any entry can be added by any user and edited by any other.
On paper this should produce chaos. In practice, the collective effort of millions of contributors, combined with community editing and review, produces a vast and continually updated resource. Wikipedia is collective intelligence working as a filter, where errors are gradually corrected because, as the open-source saying goes, enough eyes make most flaws visible. For students of information science, it is a living case study in how user participation can build and maintain a knowledge resource without a traditional central authority.
Facebook and the social platform
Social networking sites turned the participatory web into a daily habit for billions of people. Facebook, launched in 2004, became the model for a platform whose entire value comes from what its users contribute. The company does not write the posts, take the photos, or form the friendships. Users do all of that, and the platform organises it, connects it, and makes it searchable.
This is the architecture of participation in its purest form. Every profile update, comment, and shared link adds value for other users and strengthens the network. Facebook also demonstrates the data question vividly: the platform is free to use because user data and attention are what power its advertising business. The rise of such platforms reshaped communication, commerce, and even how news and information spread, especially in a country with as many internet users as India.
Why this evolution matters for information professionals
For anyone working with information, the move from Web 1.0 to Web 2.0 is more than a history lesson. It changed how information is created, who creates it, and how its quality is judged. When content can come from anyone, the skills of evaluation, verification, and curation become more important, not less. Libraries and information centres now operate in a world where users expect to interact, contribute, and access services through the browser rather than over a counter.
The participatory web also blurred the old boundary between the information provider and the information user. A library website that lets users tag resources, write reviews, or build reading lists is applying Web 2.0 principles directly. Understanding these ideas helps information professionals design services that meet the expectations of users who have grown up contributing rather than just consuming.
