India runs on more than twenty official languages and hundreds of dialects, yet the bulk of the world’s scientific, technical, and academic knowledge is produced in English and a handful of other foreign tongues. This gap between where knowledge is created and the languages in which most Indians actually read and think is exactly what translation centres exist to close. From defence laboratories to literary academies, a network of institutions quietly works to move information across this linguistic divide, making research, literature, and learning accessible far beyond their original language.

What translation centres do and why they matter

A translation centre is an organised facility that converts documents from one language into another in a systematic, reliable way. Unlike a casual translation, these centres maintain trained translators, subject experts, and terminology databases so that a chemistry paper, a patent, or a novel keeps its precise meaning when it changes language.

In India, the demand splits broadly into two streams. The first is scientific and technical (S&T) translation, where a researcher needs to read a study published in German, Russian, Japanese, or Chinese. The second is humanities and literary translation, where a novel written in Bengali deserves to be read in Tamil or Malayalam. Both streams are served by dedicated institutions, and understanding them gives you a clear map of how knowledge actually flows across the country.

Government initiatives and in-house translation facilities

Many large research organisations cannot afford to wait for outside translators. Their scientists routinely need foreign-language reports translated quickly and accurately, so these institutions build translation capacity into their own information units.

DESIDOC and the defence sector

The Defence Scientific Information and Documentation Centre (DESIDOC) is the information wing of the Defence Research and Development Organisation (DRDO). It collects, processes, and disseminates technical information for DRDO scientists spread across laboratories throughout the country. As the publication arm of DRDO, it produces specialised bulletins, monographs, and journals, including periodicals brought out in Hindi, reflecting the need to make defence research available in the national language alongside English. DESIDOC manages the well-stocked Defence Science Library, which holds over 2.6 lakh documents and serves as a nerve centre for defence science and technology information.

Research and public sector undertakings

Other major scientific bodies maintain similar in-house arrangements. Establishments such as the Bhabha Atomic Research Centre (BARC) and the Oil and Natural Gas Corporation (ONGC) deal with a constant stream of foreign technical literature, equipment manuals, and research findings. Translating this material in-house allows their scientists and engineers to access the latest global developments without depending entirely on external agencies. These facilities are usually attached to the organisation’s library or documentation department, where information specialists handle both the retrieval and the language conversion of documents.

NISCAIR and national-level scientific translation

For organisations without their own translation units, the central resource has long been NISCAIR. The National Institute of Science Communication and Information Resources (NISCAIR) came into existence on 30 September 2002, formed by merging the National Institute of Science Communication (NISCOM) with the Indian National Scientific Documentation Centre (INSDOC). Both were premier institutes of the Council of Scientific and Industrial Research (CSIR), devoted to documenting and spreading S&T information.

Translation in twenty languages

The translation tradition here runs deep. INSDOC, established in 1952 with technical assistance from UNESCO, offered translation as a core service from its earliest days. That legacy continues at NISCAIR, which provides translation of scientific and technical documents from around twenty foreign languages into English. The list covers languages such as Chinese, Czech, Danish, Dutch, French, German, Hungarian, Italian, Japanese, Norwegian, Polish, Portuguese, Russian, Spanish, and Swedish.

The service is not one-directional. NISCAIR also handles reverse translation, converting English text into foreign languages. Short English texts of up to one page can be translated into languages including French, Russian, and Spanish, while full English documents can be rendered into Japanese on request. The institute even undertakes interpretation and consultancy work in Japanese.

Who uses the service

The clientele tells you how important this work is. Users include national laboratories, S&T institutes, research and development organisations, corporate and public sector undertakings, universities, and individual research scholars. A scientist in a state university who finds a crucial Russian paper on her topic can have it translated into English rather than abandoning a valuable source simply because of language.

Translation in humanities and social sciences

Scientific translation keeps research moving, but a country’s culture lives in its literature, history, and social thought. A separate set of institutions handles translation in the humanities, and their work is just as vital for national integration.

Sahitya Akademi and literary translation

The Sahitya Akademi, India’s National Academy of Letters, was established in 1954 under what is now the Ministry of Culture. It recognises twenty-four languages, comprising the twenty-two languages listed in the Eighth Schedule of the Constitution plus Rajasthani and English. Promoting translation between these languages is one of its central missions.

To encourage quality work, the Akademi instituted the Sahitya Akademi Translation Prize in 1989, awarded for outstanding translations of creative and critical works across its recognised languages. The prize, carrying a cash award and a plaque, rewards translators who carry a novel, a play, or a poem from one Indian language into another. This matters because a celebrated Bodo or Manipuri novel can, through translation, reach readers in Kerala or Punjab who would otherwise never encounter it. The Akademi also confers the Bhasha Samman to honour contributions to lesser-known languages, ensuring smaller language communities are not left behind.

NCERT, SCERT, and educational translation

Education is where translation reaches the largest number of people. The National Council of Educational Research and Training (NCERT) develops textbooks and learning materials that are translated so students across different linguistic regions can study the same curriculum. At the state level, the State Councils of Educational Research and Training (SCERTs) adapt and translate educational content into regional languages, tailoring it to local needs. Because school education is delivered in many mediums of instruction, this translation work is what allows a child studying in a regional-language school to access the same concepts as one studying in English.

Why regional language translation is essential

The case for multilingual translation in India is not abstract. It is rooted in a practical reality: most higher knowledge is locked in English, while most learners are far more comfortable in their mother tongue.

The knowledge gap in regional languages

The scale of this problem prompted a major government response. The National Translation Mission (NTM) was set up on the recommendation of the National Knowledge Commission to make knowledge texts accessible in all twenty-two scheduled languages. The Ministry of Human Resource Development designated the Central Institute of Indian Languages as the nodal organisation to run it.

Surveys conducted for the Mission revealed how serious the shortage is. Even though the medium of instruction in many rural institutions is the local language, there are often not enough texts available in regional languages. The assessment found instances where courses had to be scrapped entirely because study materials simply did not exist in the regional language. In one case, papers on management and computer science introduced at a Sanskrit university were discontinued for want of suitable texts.

Translation as a tool for equality

This is why translation is more than a convenience. By converting the vast body of higher-education material from English into Indian languages, the NTM aims to widen access to knowledge and help build an inclusive knowledge society. A student who struggles because of a language barrier is far better equipped when the same material is available in a language she reads fluently.

Translation also creates livelihoods. The Mission deliberately set out to establish translation as a respectable and viable profession, training translators, certifying them, and offering work to educated youth who are skilled in regional languages. It works alongside the Commission for Scientific and Technical Terminology to coin consistent technical vocabulary in the scheduled languages, which is the unglamorous but necessary groundwork that makes accurate knowledge translation possible at all.

Holding a diverse country together

Finally, translation strengthens the cultural fabric. When a Tamil reader can enjoy an Assamese novel, or a Marathi student can study a history text originally written in English, the distance between regions shrinks. In a country with such enormous linguistic diversity, this exchange of ideas and stories is a quiet but powerful force for unity. Translation centres, whether they handle particle physics or poetry, are all working on the same fundamental task: making sure that no one is shut out of knowledge simply because of the language they speak.
