Walk into almost any university library today and you’ll notice something: the most valuable resources often aren’t sitting on the shelves in front of you. A researcher in Kolkata might need a specific article published in a journal held only by a library in London or Delhi. In the past, getting that article meant weeks of waiting, photocopying, and postal delays. Electronic Document Delivery Systems (EDDS) have rewritten this entire process, turning a multi-week ordeal into something that can happen in hours. For students of library and information science, understanding how these systems work is essential, because they sit at the intersection of resource sharing, copyright, and the digital transformation of libraries.

What is electronic document delivery?

Electronic Document Delivery (EDD) refers to the supply of documents, usually journal articles, book chapters, conference papers, or research reports, from a library’s collection to a user in digital form, upon request. The broader concept of document delivery service covers the physical or electronic supply of a document from a library collection to a user’s home or workplace. EDDS is simply the version of this service that uses electronic means, such as scanning, secure servers, and email transmission, to fulfil the request.

The significance of EDDS comes from a basic reality of modern libraries: no single library, however large, can own everything. Journals are expensive, storage space is limited, and the volume of published research grows every year. EDDS allows a library to offer its users access to materials it does not physically hold, by drawing on the collections of partner libraries and commercial suppliers. This shift is often described as a move from an “ownership” model, where a library tries to buy and store everything, to an “access” model, where a library focuses on getting users what they need, when they need it. This is the same thinking behind the well-known “just-in-time versus just-in-case” debate in collection management.

How EDDS differs from interlibrary loan

EDDS and Inter-Library Loan (ILL) are closely related and often run together, but they are not identical. ILL traditionally involves borrowing a physical item, such as a book, that must be returned within a set period. Document delivery, in its narrower sense, refers to the supply of material that the user can keep, such as a scanned copy of an article. In practice, libraries like IIT Ropar describe EDD as working almost like ILL, where one library requests electronic copies of articles or chapters from member libraries when it has not subscribed to those resources itself. The line between the two has blurred as more delivery happens electronically.

How EDDS works

While different systems have their own interfaces and rules, almost all electronic document delivery follows a similar sequence of steps. Understanding this workflow is the clearest way to grasp how the service functions.

Request receipt and verification

The process begins when a user submits a request, usually through an online form or a library’s resource-sharing platform. The user provides bibliographic details: the article or chapter title, author, journal name, volume, issue, and page numbers. Many systems require the user to have active borrowing privileges, the same authorisation needed for ILL, because document supply is a labour-intensive service. At Columbia University Libraries, for example, the scan-and-deliver service is restricted to faculty, students, and staff with library borrowing privileges, and requests are delivered through the user’s ILL account.

Location and processing

Once the request is verified, library staff locate the document. If the holding library owns the item, staff retrieve the physical or digital copy and scan the relevant portion. If it does not, the request is routed to a partner library or a commercial supplier that does hold the material. This routing is what makes large networks so powerful: they link the holdings of many member libraries and direct each request to wherever the item is available. Copyright compliance is checked at this stage, since most systems only supply portions of a work, such as a single article or a chapter, in line with fair-use provisions in copyright law.

Electronic delivery

The final step is the actual delivery, and this is where “electronic” matters most. Instead of posting a photocopy, the supplier transmits the document digitally. A common method is secure electronic delivery, used by the British Library’s Secure Electronic Delivery service, which sends encrypted, copyright-compliant PDF files to a personal email address. The user typically receives an email with a secure link, logs in with credentials, and downloads the file within a limited window. The British Library’s process, as described by the University of Leeds library, makes the order available for 30 days, after which access expires, with restrictions on how many times the document can be printed. These controls exist to satisfy copyright requirements while still giving users genuine digital access.

Benefits over traditional document delivery

The advantages of EDDS over older, physical methods are significant and explain why libraries have adopted it so widely.

Speed: This is the most obvious gain. Traditional document supply relied on photocopying and postal or courier delivery, which could take days or weeks, especially across borders. Electronic delivery compresses this dramatically. Express services such as Germany’s Subito process orders within one to three days, and some commercial systems deliver articles almost instantly.

Efficiency and reach: EDDS removes the geographic limits of physical delivery. A document held in one city can reach a user in another country without anything physically travelling. The British Library’s On Demand service, for instance, lets users access an enormous range of content from the library’s collections regardless of where the user is located.

Cost and space savings: For smaller and remote libraries, EDDS is transformative. Instead of subscribing to every journal a user might one day need, a library can rely on document delivery to fill gaps, freeing both budget and shelf space. This is particularly valuable for institutions that cannot afford comprehensive collections.

Ease of access: Users no longer need to visit a library to collect their material. They submit a request online and receive the document on whichever device they choose, often with order tracking so they can monitor the status of their request in real time.

These benefits come with an important caveat. Because electronic copies are so easy to duplicate and share, suppliers build in strict copyright controls. Documents are often encrypted, available for a limited time, and restricted in how often they can be printed or copied. Subito, for example, explicitly states that delivered documents must not be further distributed, whether commercially or non-commercially, in paper or electronic form. For LIS students, this tension between convenient access and copyright protection is one of the defining features of electronic document delivery, and a topic worth following closely as copyright law evolves.

Several systems around the world illustrate how EDDS operates at scale, and a few examples are essential reading for anyone studying information services.

British Library On Demand

Formerly known as the British Library Document Supply Service, British Library On Demand is one of the most prominent document supply services globally. It draws on the British Library’s vast collections and licensed content, giving users access to tens of millions of items. It supplies content at cost and at speed, including instant download options, and supports order tracking and mobile ordering. Its Secure Electronic Delivery system is a textbook example of how encrypted, copyright-compliant delivery works in practice.

Subito

Subito is a fee-based, fast document delivery service serving academic libraries in Germany, Austria, Switzerland, and China. Registered users can order scans of journal articles and book chapters, with delivery by email, fax, or post. As the Berlin University of the Arts notes, the service focuses on individual articles and chapters rather than whole volumes, with typical delivery within around 72 hours. Subito is a useful example of a national consortium-based model where many libraries pool their holdings.

CCC Get It Now

Run by the Copyright Clearance Center, Get It Now provides immediate, around-the-clock access to full-text articles from journals a library does not subscribe to. It was developed in partnership with university systems and publishers, and it works by integrating directly into library discovery and resource-sharing platforms. With tens of millions of articles and use by hundreds of universities, it represents the commercial, copyright-cleared end of the EDDS spectrum.

DELNET in the Indian context

For Indian libraries, the most important example is DELNET (Developing Library Network). Established in 1988 and registered as a society in 1992, DELNET is a major resource-sharing network connecting thousands of institutions across India and several other countries. It offers Inter-Library Loan and document delivery services to member libraries, where requests for books can be registered online and requests for journal articles can be sent through email. As described in resources hosted on INFLIBNET’s e-content platform, DELNET routes ILL and document delivery requests across its member libraries, making materials available that smaller libraries could never afford on their own. Alongside DELNET, INFLIBNET, established in 1991 under the University Grants Commission, plays a parallel role in connecting university and college libraries for resource sharing.

Why EDDS matters for the future of information access

Electronic document delivery is more than a convenience feature. It reflects a fundamental rethinking of what a library is and does. As digital licensing through consortia expands and content moves online, the role of the library shifts from owning collections to connecting users with information wherever it lives. EDDS embodies this access-driven philosophy. It also keeps the librarian central to the process, because someone still has to verify requests, manage copyright compliance, and route documents through the right channels. The technology has changed the speed and the medium, but the underlying mission, getting the right information to the right person, remains the same.
