When a research scholar registers for a PhD, they ask a deceptively simple question: has someone already done this? Without a reliable way to find out, a researcher could spend years investigating a problem that another team solved last month. This is exactly the gap that announcement of research in progress fills. As a form of Current Awareness Service, it informs the scholarly community about projects that are still underway, long before any paper, thesis, or patent reaches publication. Let us look at how these services work, where the information comes from, and why they matter more than ever in a digital research environment.

Why announce research in progress?

The single biggest reason is to avoid wasteful duplication of effort. Across the country, thousands of new research projects begin every year, and there must be some system to maintain a record of ongoing work so that scholars do not unknowingly repeat what others are already doing. When two teams independently chase the same narrow question, the result is wasted time, duplicated funding, and a slower pace of discovery for everyone.

The problem is real and well documented. Theses and dissertations are often the only record of a piece of research, yet they remain an untapped and under-utilised asset, leading to unnecessary repetition that wastes both human and financial resources. Announcing research while it is still in progress lets a scholar discover an overlap early enough to change direction or refine their own focus.

Fostering collaboration

The second benefit is collaboration. When researchers can see who is working on a related problem, they can reach out, share data, and combine strengths instead of competing in isolation. A current awareness service tailored to a field can connect different research groups, government bodies, and non-governmental organisations working on the same broad challenge, which accelerates progress on complex problems. For a funding agency, a database of ongoing work is also a planning tool. It allows decision-makers to identify active projects and direct resources towards genuinely new efforts rather than redundant ones.

Sources of research announcements

Information about ongoing research does not appear in one neat place. A library or information centre has to gather it from several types of sources, each with its own strengths.

University and institutional records

Universities are the largest producers of formal research. Every research scholar who registers for an MPhil or PhD submits a synopsis or proposal that describes the planned work. These approved proposals are a primary source of “research in progress” information. Many Indian universities maintain their own lists of registered scholars and their research topics, though historically these lists were scattered and hard to access from outside the institution.

Government research bodies

The major funding councils keep detailed records of the projects they support, and these are an authoritative source of announcements. The Council of Scientific and Industrial Research publishes information on its ongoing R&D projects across categories such as Mission Mode Projects, Focused Basic Research, and the New Millennium Indian Technology Leadership Initiative. In the social sciences, the Indian Council of Social Science Research awards Major and Minor Research Projects every year through a formal call-for-proposals process, generating a continuous record of newly funded studies. Bodies like the Indian Council of Medical Research play the same role in biomedical research. Because these organisations fund and coordinate work nationally, their project lists are reliable and well-structured.

Online databases and repositories

The most significant development for India has been the creation of dedicated online repositories. The INFLIBNET Centre, an autonomous Inter-University Centre of the University Grants Commission, maintains ShodhGangotri, described as a repository of the synopses and research proposals of PhD programmes in Indian universities. It was built specifically to maintain a database of synopses of ongoing MPhil and PhD work. This sits alongside Shodhganga, the much larger repository of completed theses. Together they cover both ends of the research lifecycle: the proposal stage and the finished thesis.

What information should be included?

An announcement is only useful if it carries enough detail for a reader to judge relevance. A well-designed research-in-progress entry typically records a consistent set of fields.

Researcher details: The names of the principal investigator and any associate researchers, along with their institutional affiliation, so that interested readers can make contact.

Project title and subject: A clear title and the broad discipline or subject area, which is what most searches are based on.

Sponsoring body and funding: The laboratory or department where the work is being carried out, and the source and amount of funding, which signals the scale and seriousness of the project.

Timeline: The start date and expected duration of the project, helping readers understand how far along the work is.

Abstract or synopsis: A short summary of objectives and methods. According to descriptions of these services, a research-in-progress bulletin usually contains the laboratory at which the project is being done, the names of the researchers, funds and their sources, the duration of the project, and any special equipment in use.

Compilation and publication of research announcements

Pulling these scattered sources into a usable product is the core work of the service. The process has a recognisable shape regardless of whether it is done manually or digitally.

Collecting and structuring the data

The compiler first gathers proposals, registration records, and funding lists from universities and research bodies. The raw information is then organised under standard fields, the same ones listed above, so that every entry can be compared on equal terms. Consistency is what makes a directory searchable. When ShodhGangotri receives a synopsis, the scholar submits it for PhD registration, which means the database captures the work at the very moment it formally begins. As of one early count, over 1,100 scholars had ongoing research registered on the platform, a number that has grown substantially since.

Publishing and updating

Once compiled, the announcements are published as a directory or bulletin. Traditionally this meant a printed research-in-progress bulletin circulated periodically. Today, the dominant form is an online, searchable database that can be filtered by subject, author, or keyword. The defining feature of any such product is that it must be continually updated, because research moves on, projects finish, and new ones begin. A directory that is not refreshed quickly loses its value. This is why providing the service is treated as a continuous activity rather than a one-time publication.

For all its value, announcing research in progress faces persistent difficulties, and the way it is delivered is changing fast.

The coverage and consistency problem

The biggest challenge has always been incomplete coverage. For a long time, many Indian universities and institutions maintained their own electronic thesis repositories but had no database of research in progress at all. Some universities published lists of registered scholars, but these lists were inconsistent in format and difficult to consolidate nationally. A central platform like ShodhGangotri addresses this, but its usefulness depends entirely on universities actually submitting synopses promptly and completely. Where compliance is patchy, gaps remain. There are also genuine sensitivities: researchers and funders may be reluctant to reveal early-stage ideas before results are secured, which limits how much detail an announcement can carry.

The shift to real-time digital updates

The clearest trend is the move from periodic bulletins to real-time updates. With online platforms, researchers can now receive real-time updates on publications, events, and new developments, and can customise alerts by keyword, author, or topic so they receive only relevant items. RSS feeds, email alerts, and even social media are increasingly used to push announcements directly to interested scholars rather than waiting for them to search. Expert-profile systems such as INFLIBNET’s VIDWAN and IRINS now connect a researcher’s identity to their ongoing work, making it easier to map who is doing what across the country. The direction of travel is towards an integrated environment where registering a project, announcing it, and alerting interested peers all happen as part of a single digital workflow.

As these systems mature, the long-standing goal of avoiding duplicated research and encouraging collaboration becomes far more achievable than it ever was in the era of printed bulletins.
