The internet you use today-where you post photos, edit a Wikipedia article, leave a product review, or get notified the moment your favourite blog publishes something new-did not always work this way. In the early years of the World Wide Web, most people were simply readers. Websites were like printed brochures: you opened a page, read what the owner had published, and that was it. The shift from that quiet, read-only web to the loud, interactive, user-driven web we now take for granted has a name: Web 2.0. Understanding its core characteristics helps you see exactly how ordinary users moved from being passive viewers to active creators of the digital world.

What Web 2.0 actually means

Web 2.0 refers to the second stage of the World Wide Web, one that emphasises user-generated content, ease of use, participatory culture, and interoperability for everyday users. The term was first used by designer Darcy DiNucci in 1999 and later popularised by Tim O’Reilly and Dale Dougherty at the first Web 2.0 Conference in 2004.

It is important to clear up one common misconception. Web 2.0 is not a new technical version of the web with a fresh set of rules or protocols. There was no official software update. Instead, it describes a general change in how developers and end-users started using the web, as interactive websites grew and began to overshadow the older, static sites of the original era.

To appreciate the change, it helps to recall Web 1.0. The earliest web consisted mostly of static HTML pages where a small number of producers published information and a large number of users simply consumed it. Information flowed in one direction-from creator to reader. Web 2.0 reversed this by inviting users into the process of creating, sharing, and shaping content. The sections below break down the three characteristics that made this transformation possible.

The web as a platform

The single most important idea behind Web 2.0 is the notion of the web as a platform. This was the central argument in Tim O’Reilly’s influential 2005 essay, What Is Web 2.0. Earlier, software was something you bought, installed, and ran on your own computer. The web was just a place to find documents. O’Reilly proposed that the network itself could become the platform on which software runs.

In O’Reilly’s words, Web 2.0 is the network as platform, spanning all connected devices, and its best applications deliver software as a continually updated service that improves the more people use it. The contrast he drew was between Netscape and Google. Netscape treated the web browser as a desktop product to sell, while Google began life as a native web application, never packaged or sold, but simply delivered as a service.

Why browser-based applications matter

Think about how you use Google Docs, Gmail, or an online banking dashboard. You do not install these on your machine. You open a browser, log in, and the application runs right there. Your documents are saved on remote servers, accessible from any device with an internet connection. This is the web-as-platform idea in everyday practice.

This model brought clear advantages. Updates happen automatically on the server side, so you always use the latest version. Your data follows you across a laptop, a phone, or a shared computer. And because the application lives on the web, developers can improve it constantly rather than waiting to ship a new boxed version once a year.

Interoperability and mashups

A platform is only powerful if its parts can connect to one another. Interoperability-the ability of different systems, products, and devices to work together-is a defining feature of Web 2.0. This is what allows services to share and combine data freely.

A practical result of this is the mashup, an application that pulls data from several sources and combines it into something new. A property website that displays listings on an embedded map is a simple example: the listing data comes from one source and the map from another, brought together through open interfaces called APIs. O’Reilly described this as fostering innovation through the assembly of systems and sites composed by pulling together features from distributed, independent developers. The web stopped being a collection of isolated pages and became a set of building blocks that anyone could recombine.

The participatory web

If the platform was the foundation, participation was the spirit of Web 2.0. This is why the era is also widely known as the participatory web or the social web, distinguished from the earlier web by its embrace of user-generated content and a culture of participation.

In the Web 1.0 model, a handful of professionals produced content and the rest of us read it. Web 2.0 demolished this divide. The crucial mechanism here is what O’Reilly called an architecture of participation-a design that encourages users to add value to a service simply by using it. Researchers note that within these environments, users moved from being passive consumers of content to having capabilities for participatory and active engagement.

From reading to writing

The clearest sign of participation is the explosion of platforms built entirely on user contributions. Users add value through blogs, consumer review platforms like Amazon and eBay, comment sections on news sites, social networks, media-sharing sites such as YouTube and Instagram, and collaborative writing projects. Each comment, upload, rating, and edit becomes part of the product itself.

Blogs are a good illustration. Personal web pages existed since the web began, but blogs were different. They let anyone publish entries quickly, in reverse chronological order, and-crucially-they allowed readers to comment and respond. The conversation became two-way.

Harnessing collective intelligence

When millions of people contribute small pieces, the combined result can be enormously valuable. O’Reilly called this harnessing collective intelligence. Wikipedia is the textbook example. It is essentially written and edited by its users, and its success shows how Web 2.0 enables knowledge to be built collaboratively. Unlike a traditional printed encyclopedia, a wiki is open, dynamic, and constantly updated by a global community.

Even hyperlinking embodies this principle. As one analysis of the participatory web explains, hyperlinks grow organically as users add content that others link to, and these associations become stronger and more numerous as more individuals use them. The web, in this sense, gets smarter and richer purely through collective use. Platforms like YouTube and Flickr extended the same logic to video, images, and audio, opening new avenues for education, activism, and community building.

User control and personalisation

The third pillar of Web 2.0 is the power it handed to individual users to control, organise, and personalise their own online experience. The web was no longer something done to you; it was something you could shape around your own needs. Three tools capture this shift especially well.

Social bookmarking and tagging

Traditional browser bookmarks were private and tied to a single device. If you switched computers, your carefully saved links were gone. Social bookmarking services such as the pioneering del.icio.us, launched in December 2003, changed this. They let users store, tag, organise, and share bookmarks of web pages collaboratively, with public access that encouraged community interaction and shared knowledge building.

This is where tagging enters. A tag is simply a freely chosen keyword you attach to a piece of content. When many users tag content in their own words, the combined set of tags forms a folksonomy-a user-driven system of classification. As one academic overview explains, folksonomies comprise freely chosen tags used by individuals to classify content for later retrieval, and although these tags are often created for personal use, they are usually made public so others can locate and retrieve related content. This put the power of organising information directly in the hands of ordinary users rather than professional cataloguers.

RSS feeds and alerts

Before alerts existed, keeping up with a website meant visiting it repeatedly to check for updates. RSS-which stands for Really Simple Syndication or Rich Site Summary-solved this. It is a technology that enables users and applications to access changes and updates to websites automatically.

With a feed reader, you subscribe to your favourite blogs, news sites, or journals, and new content is delivered to you the moment it is published. You no longer chase information; it comes to you. This represents a real transfer of control. The user decides which sources matter, and the technology assembles a personalised stream around those choices. Email alerts and update notifications, now standard across almost every platform, descend directly from this idea.

Personalised, dynamic experiences

All of these features point to a deeper characteristic: Web 2.0 delivers a rich, dynamic, and personalised user experience. According to a frequently cited summary, the characteristics of Web 2.0 include rich user experience, user participation, dynamic content, metadata, web standards, and scalability, alongside openness, freedom, and collective intelligence.

Content is no longer fixed. It updates in real time, adapts to your behaviour, and remembers your preferences. The tags you create, the feeds you subscribe to, and the data you generate all feed back into a service that gets better the more you use it. This is what it means to say Web 2.0 empowered users: it gave each person tools to curate their own slice of the web.

Why these characteristics still matter

For students of information products and services, Web 2.0 is more than a chapter in the history of the internet. Its principles directly shaped how libraries, educational platforms, and information services operate today. Library catalogues now offer RSS feeds for new arrivals, allow patron reviews and tagging, and use social tools to engage their communities. The move toward user participation, shared metadata, and platform-based services has become the baseline expectation for any modern information service.

It is worth noting that scholars have also raised important critiques. The same architecture of participation that empowered users also evolved into a data-mined, always-on environment, raising real concerns about privacy, surveillance, and the concentration of power in a few large platforms. Understanding Web 2.0 fully means holding both its genuine empowerment and its later complications in view.
