Imagine a student in a small college library needing a rare research paper that exists only in a university collection thousands of kilometres away. A few decades ago, getting that document could take weeks of letters, phone calls, and uncertainty. Today, a librarian can locate it, request it, and receive it digitally within days. The system that makes this possible on a global scale is the Inter-library Loan (ILL) service run by the Online Computer Library Centre, better known as OCLC. It is the backbone of how libraries share what they own with one another, removing the physical limits of any single collection.

What is OCLC inter-library loan service?

OCLC is a global library cooperative founded in 1971. Its inter-library loan service is the largest and most comprehensive resource-sharing network in the world. The basic idea behind ILL is simple: no single library can own everything its users will ever need, so libraries agree to lend materials to one another. OCLC takes this cooperative idea and runs it through a massive online platform connecting libraries across continents.

When a library cannot supply a book, article, or document from its own shelves, it can place a request through OCLC’s network. The system identifies which other libraries hold that item, and the request is routed to a library that can supply it. The borrowing library then receives the material, either as a physical loan or as a digital copy, depending on what is being shared. OCLC’s resource-sharing network has access to millions of bibliographic records and billions of holdings, which is why even hard-to-find materials can often be located somewhere in the system.

The OCLC ILL service first came online in 1979. In a single fiscal year by the late 1990s, nearly 6,200 libraries arranged over 8.2 million loans through the system. That scale has only grown since, making OCLC the central nervous system of global resource sharing.

How it works: the role of WorldCat

The engine that powers OCLC’s ILL service is WorldCat. WorldCat is the world’s most comprehensive database of library collections, and it acts as a shared catalogue that records what materials are held by participating libraries everywhere. Without a single, unified place to look up holdings, finding an item across thousands of separate libraries would be impossible. WorldCat solves that problem.

A catalogue built by libraries, for libraries

WorldCat began operation on 26 August 1971 as the OCLC Online Union Catalog. On its very first day, catalogers at Ohio University used a single terminal to catalog 133 books online. From that modest start, the database grew enormously. Today it represents collections from tens of thousands of libraries across more than a hundred countries, holding records in around 400 languages.

The way WorldCat is built matters. It is a cooperative effort. When one library catalogues a new item, that record becomes available for others to reuse rather than recreate from scratch. This cooperative cataloguing saves enormous staff time and ensures consistency. The same database that helps libraries catalogue their collections also becomes the map that ILL relies on to locate materials.

From search to shared resource

For inter-library loan, WorldCat performs a crucial function. When a library searches for an item, WorldCat shows not only that the item exists but also which specific libraries hold a copy. This is what allows a borrowing request to be directed to the right place. The system can display other libraries’ holdings, lending policies, and any fees before a request is even made, so library staff can make informed decisions about where to send a request. When one library cannot fulfil a request, it is automatically routed to the next library that can, reducing delays and the need for manual follow-up.

Efficiency and impact

The real value of OCLC ILL lies in how much faster and more reliable it makes resource sharing compared to older manual methods. Several features work together to achieve this efficiency.

Speed of request fulfilment

Modern OCLC resource sharing uses automation to cut down turnaround times. Automated routing means a request does not sit idle if the first library cannot supply it; it moves on to the next potential lender without staff having to intervene at every step. OCLC describes this as smart fulfilment functionality that sets dynamic, data-driven processes in motion to achieve faster delivery. For digital materials such as journal articles and book chapters, delivery can happen electronically, which removes shipping time altogether.

The scale of digital delivery is significant. Through OCLC’s Express digital delivery program, participating libraries filled more than 2 million copy requests since the program launched in January 2021. This shows how heavily libraries now rely on fast electronic document supply rather than slower physical loans.

Controlling costs

Sharing resources also involves managing costs, and OCLC builds tools to handle this. The Interlibrary Loan Fee Management feature lets libraries reconcile resource-sharing charges and payments through a single monthly OCLC invoice, which simplifies what would otherwise be a complicated web of transactions. Libraries can also join free reciprocal lending groups. For example, the Libraries Very Interested in Sharing (LVIS) group has around 2,200 participants lending for free, which keeps costs down for smaller institutions.

Integration with FirstSearch

Another piece that improves efficiency is FirstSearch, OCLC’s search interface for WorldCat. FirstSearch gives librarians and users a powerful, precise way to search the vast WorldCat database. It is described as a tool that navigates through WorldCat’s hundreds of millions of bibliographic records in seconds, connecting searchers to exactly what they need.

The connection between FirstSearch and ILL is direct. When a search in FirstSearch turns up an item the local library does not hold, that result links naturally into the inter-library loan workflow. OCLC notes that FirstSearch is a direct link to authoritative content that, among other uses, meets interlibrary loan demands. In other words, discovery and borrowing are joined together: a user finds the item, and the request to obtain it flows from the same system. This integration reduces duplicate work and the chance of errors.

OCLC ILLiad software

While WorldCat and FirstSearch handle discovery and the network connection, libraries also need a way to manage the day-to-day workload of processing many requests. This is where ILLiad comes in. ILLiad is OCLC’s inter-library loan management software, designed to streamline the entire borrowing and lending process inside a library’s ILL department.

Origins of ILLiad

ILLiad has an interesting history. It was developed by the interlibrary loan staff at Virginia Polytechnic Institute and State University and later expanded and enhanced by Atlas Systems, Inc., which remains the primary developer. In 2000, OCLC signed an agreement to license and distribute the software, becoming its sole licensor while Atlas Systems continued development and support. The product was distributed under the name OCLC ILLiad Resource Sharing Management Software.

What ILLiad does

The core purpose of ILLiad is automation. It allows a library to replace paper-based workflows, manage a high volume of requests, and automate routine functions for both borrowing and lending. Instead of staff manually tracking every request on paper, the software handles the repetitive tasks, freeing staff to focus on complex cases that genuinely need human attention.

ILLiad also empowers library users directly. It provides a web interface that lets end users submit their own ILL requests and check the status of those requests around the clock, without needing staff assistance. A user completes an initial profile once, and afterwards their details are automatically inserted into each new request. The software supports a range of authentication systems such as EZproxy, Shibboleth, CAS, and LDAP, which makes it easier to integrate with a library’s existing login systems.

Integration and document delivery

ILLiad is designed to work as part of the wider OCLC ecosystem rather than as an isolated tool. It connects the library to OCLC’s global resource-sharing network and can also send and receive requests through other systems such as the National Library of Medicine’s DOCLINE service and RapidILL. For delivering documents, ILLiad includes a feature called Odyssey, which lets staff send and receive electronic documents and post them directly to a patron’s account with a single click. Document delivery through Article Exchange is built into its workflows, allowing lending libraries to upload requested articles or book chapters for users to retrieve.

This software is trusted widely. According to its developer, ILLiad is used by over 1,100 libraries worldwide and distributed exclusively through OCLC. As library services have moved toward the cloud, OCLC has also developed cloud-based successors such as Tipasa, which takes the existing desktop-based functions of the ILLiad system and moves them to the cloud, but the underlying goal remains the same: making resource sharing as smooth as possible.

Why this matters for libraries today

Put together, these pieces form a complete resource-sharing ecosystem. WorldCat tells libraries what exists and who holds it. FirstSearch provides a precise way to discover those items. The OCLC ILL network moves requests efficiently between libraries. ILLiad manages the workflow so that staff can handle large volumes without drowning in paperwork. Each part supports the others, which is why the system reduces errors, speeds up delivery, and lowers costs.

For students and researchers, the practical effect is that a local library’s collection is no longer the boundary of what they can access. A modest library can effectively offer its users a window into the collective holdings of thousands of libraries worldwide. This is the cooperative idea at the heart of library science, scaled up by technology and made dependable enough to serve millions of requests every year.
