Imagine you are a researcher in the 1960s who needs a single journal article that your library does not own. Today, you would download it in seconds. Back then, you might wait weeks for the physical volume to travel across the country and back. This gap between the need for information and the ability to access it shaped one of the most important services in library science: the Document Delivery Service (DDS). DDS is the supply of documents, such as journal articles, conference papers, or book chapters, to a user regardless of where the original material is physically located. Its story is a journey from slow, physical lending to instant digital access, and understanding this evolution explains how modern libraries actually function.

The early days: Lending as the only option

Before document delivery became a formal service, libraries solved the problem of missing materials through inter-library loan (ILL). This is a service that lets the user of one library borrow materials held by another library. The idea is simple. If your library does not have a book, it asks a partner library to lend it. The lending library ships the item, the borrowing library receives it, hands it to the user, and later returns it.

This model was the foundation of resource sharing for decades. The earliest formal systems date back over a century. After the First World War, the International Federation of Library Associations and Institutions (IFLA) was established, and it later published guidelines for international resource sharing and document delivery in 1954. In Britain, formalized inter-library lending began taking shape in the 1930s with regional library bureaus supported by Carnegie Trust funding.

The limitation of this early model was obvious. It revolved around lending physical objects. A book could only be in one place at a time. If a researcher in one city needed a volume that sat in another city, the entire physical item had to travel both ways. This was slow, expensive, and inefficient, especially when the user only needed a few pages from a large book or a single article from a thick journal.

The rise of photocopying and mass duplication

The single biggest shift in document delivery came not from libraries but from a machine. In 1959, the Xerox Corporation introduced the Xerox 914, the first commercially successful plain paper photocopier. It was the culmination of the xerographic process invented by Chester Carlson in 1938. Before this machine, copying a document meant tedious methods like hand-copying, carbon copies, or messy mimeograph supplies.

The Xerox 914 changed everything. It made copying as simple as pressing a button, producing sharp, permanent copies on ordinary paper at a low cost per copy. Its impact was so dramatic that the company’s revenues exploded from $32 million in 1959 to over $500 million by 1966. As the machine’s usefulness spread through the 1960s and 1970s, almost every business, office, and library wanted one.

Why photocopying transformed DDS

For document delivery, the photocopier solved the core weakness of the lending model. Instead of shipping a whole book or journal and waiting for its return, a library could now copy the exact pages a user needed and send the copy. The user kept the copy permanently, and the original never left its home shelf.

This shift moved the service away from lending and toward supply. The word “delivery” began to matter more than “loan.” A clear example of this transition is the British Library. When the National Lending Library for Science and Technology merged into the British Library system, it first became the British Library Lending Division in 1973. By 1985, it was renamed the British Library Document Supply Centre. This name change was not cosmetic. It reflected the reality that a growing share of requests were for copies of articles rather than loans of whole books. By 1988, the Boston Spa facility was handling around eight million photocopies a year.

Growing demand and the pressure on library budgets

As scientific research expanded after the Second World War, the volume of published literature grew at an astonishing pace. More journals, more articles, and more specialized fields meant that no single library, however large, could own everything its users might need. Researchers increasingly required materials that their home library simply did not hold.

At the same time, libraries faced a financial squeeze. Journal subscription prices rose steadily, while library budgets stayed flat or shrank. This created a painful problem. Libraries had to cancel subscriptions and buy fewer items, which in turn reduced the pool of materials available for sharing. Acquisitions budgets were hit by both cuts and rising subscription costs, leaving libraries with fewer resources to meet rising user demand.

Document delivery offered a practical escape from this trap. Rather than trying to buy everything, a library could subscribe to core materials and rely on DDS to supply the occasional article or chapter on demand. This “access versus ownership” approach became a financial necessity. It allowed libraries to stretch limited funds while still serving the expanding needs of their users. In India, this same financial pressure drove the formation of resource sharing networks, with the idea of sharing across institutions gaining emphasis precisely because of resource crunches in both the government and private sectors.

Inter-library cooperation: From isolation to networks

The early lending model treated each library as a largely independent unit that occasionally asked a neighbor for help. The growing demand for documents pushed libraries toward something more organized: formal cooperative networks. Instead of one-off requests between two libraries, groups of libraries built shared systems and pooled their resources.

A key tool in this shift was the union catalogue, a combined record of holdings across many libraries. With a union catalogue, a librarian could quickly see which partner library held a needed item, instead of guessing or sending blind requests. These cooperative arrangements turned scattered collections into a single, searchable resource that any member could draw upon.

Cooperation in the Indian context

India developed a strong network of cooperative systems, especially from the late 1980s onward. DELNET (Developing Library Network) was established in 1988, beginning as a Delhi-based network and later expanding nationally and internationally to connect thousands of member libraries. DELNET offers inter-library loan and document delivery services, allowing members to register requests online and receive journal articles and book copies through its system.

At the university level, the Information and Library Network (INFLIBNET), a centre under the University Grants Commission, plays a central role. INFLIBNET works to automate libraries, build union catalogues such as IndCat, and promote resource sharing across universities and research institutions. Its document delivery is supported through platforms like J-Gate, which provides article-level discovery and electronic delivery for journals subscribed by member institutions. Alongside these, regional networks such as CALIBNET in Kolkata, MALIBNET in Chennai, and others formed a layered web of cooperation across the country.

The role of database providers

The final major step in the evolution of DDS came from organizations that built large, searchable databases. Before a document can be delivered, the user must first find out that it exists and where it is indexed. Database providers solved this discovery problem and, in doing so, transformed document delivery into a more systematic service.

Chemical Abstracts Service (CAS)

The Chemical Abstracts Service (CAS), a division of the American Chemical Society, was a pioneer in using computers to organize and disseminate information. CAS had built the most comprehensive repository of chemistry research for over a century. Starting in 1967, it began capturing its data on magnetic tapes, which created a computer-readable database that could power entirely new kinds of services. The CAS Chemical Registry System, introduced in 1965, gave each chemical substance a unique registry number, making information retrieval far more precise. CAS demonstrated how a structured, machine-readable index could connect researchers to the literature they needed.

DIALOG and commercial online systems

While CAS built the content, other organizations built the systems to search it online. DIALOG, developed by Lockheed Missiles and Space Company, became one of the first commercial online database systems available in the United States. DIALOG and its competitor ORBIT (from System Development Corporation) allowed users to search large databases remotely through dial-up connections, a major leap enabled by improvements in telecommunications during the late 1960s and early 1970s.

These vendors eagerly sought access to databases like those from CAS and marketed them to libraries, corporate information centres, and individual researchers. The connection to document delivery was direct. Once a user identified an article through an online search, the system could be linked to a supply service to obtain the full text. The British Library Document Supply Centre, for example, supplemented its request forms with computer requesting and links through database operators such as DIALOG. Database providers thus closed the loop between finding a document and receiving it.

From physical copies to digital access

The combined effect of these developments was a complete transformation. The service that began as the lending of physical books evolved into the supply of photocopies, then into online discovery through databases, and finally into fully electronic delivery. Today, electronic document delivery (E-DDS) allows scanned copies and e-resources to reach users directly through email and web platforms. In India, services built on platforms like J-Gate deliver journal content electronically to universities across the country.

Yet the underlying purpose has never changed. Whether a document arrives by post in 1965 or by download in 2026, document delivery exists to do one thing: connect a user with the information they need, no matter where that information physically sits. The technology has advanced dramatically, but the mission remains the same.
