For a researcher or postgraduate student today, the first step in any project is rarely a trip to the library stacks. It is a search query typed into a database, followed by the instant download of a full-text article. This shift toward digital scholarship has made electronic journals (e-journals) the backbone of academic research. But there is a catch that most students never see: a single international journal subscription can cost a library lakhs of rupees every year, and no institution can afford them all. The answer to this problem is the e-journal consortium, a collaborative model that has quietly transformed how academic communities access knowledge.

Why e-journals have become essential

An e-journal is the digital version of a scholarly periodical, delivered over the internet rather than in print. Researchers prefer e-journals for reasons that are practical and immediate. They offer instant access from anywhere, full-text searchability, the ability to download and share articles, and access to archives going back decades. Unlike a print copy that one person can borrow at a time, an e-journal can be read by hundreds of users simultaneously.

The demand has grown sharply alongside the expansion of higher education. India now has thousands of universities and colleges, and quality research increasingly depends on access to current, peer-reviewed literature. A faculty member writing a paper needs to read what others in the field have published recently. A research scholar needs citation databases to map existing work. Without reliable e-journal access, institutions risk producing research that is disconnected from the global conversation.

The problem of rising costs

Here lies the difficulty. The prices of scholarly journals have risen far faster than library budgets, a situation researchers call the serials crisis. Annual subscription prices for e-journal packages have historically climbed by around five to six percent each year, outpacing the funds available to most libraries. As one analysis of periodical pricing noted, the average rate of increase for e-journal packages was around 5.5 percent for 2019, continuing a long pattern of inflation in scholarly publishing.

Faced with shrinking real budgets and rising prices, individual libraries found themselves unable to purchase all the publications their users needed. Many were forced to cancel subscriptions year after year. Before collaborative solutions emerged, access to e-journals in India was restricted to a handful of premier institutions such as the IISc, the IITs, and a few central universities, while most others subscribed to almost nothing.

The rise of library consortia

A library consortium is a group of libraries that agree to act together to acquire and share resources. The term refers to an advanced stage of library cooperation, where homogeneous libraries pool their collective strength. The idea is simple but powerful: instead of each library negotiating alone with a publisher, many libraries negotiate as a single block.

This collective approach changes the economics entirely. When libraries combine their purchasing power, they gain stronger bargaining leverage and secure access to far more journals at a much lower cost per institution. Consortia became the most effective means for libraries to subscribe to e-journals precisely because they turn a weak individual buyer into a powerful collective one.

The “Big Deal” model

The dominant pricing arrangement that emerged with consortia is known as the “Big Deal”. In this model, a consortium pays a negotiated annual fee to access a publisher’s entire bundle of journals, rather than subscribing to individual titles. The “Big Deal” arrived around the turn of the millennium and offered libraries a way to dramatically expand the content available to their users, reversing the earlier trend of constant cancellations.

Publishers benefited too. By negotiating with one consortium instead of dozens or hundreds of separate libraries, they reduced administrative effort and were often willing to offer lower prices per package. For the academic community, the result was access to thousands of journals that no single library could have afforded on its own.

The model is not without criticism. Some scholars argue that “Big Deals” lock libraries into expensive multi-year commitments and force them to pay for many journals that are rarely used. A noted study found that the proportion of cited journals among all subscribed journals fell sharply over a decade, suggesting libraries were paying for large volumes of unused content. These debates continue, but for resource-scarce systems like India’s, the consortium model has been overwhelmingly beneficial.

Major e-journal consortia in India

India has developed several successful consortia tailored to different sectors of education and research. Each grew out of the same basic need: to bridge the gap between rising costs and limited budgets. Below are the most significant ones.

INDEST-AICTE Consortium

The Indian National Digital Library in Engineering Sciences and Technology (INDEST) Consortium was set up in 2003 by the then Ministry of Human Resource Development on the recommendation of an expert group. IIT Delhi was designated as the consortium headquarters to coordinate its activities. INDEST focused on technical and engineering education, serving core members such as the IITs, IISc Bangalore, NITs, IIITs, and the IIMs.

In December 2005, the consortium was renamed INDEST-AICTE when the All India Council for Technical Education joined to enroll its approved engineering colleges at discounted subscription rates. The government provided funds for subscriptions to a set of centrally funded government institutions, while other institutions could join as self-supported members. At its peak it became one of the largest consortia in Asia by membership, growing to well over a thousand technical institutes.

UGC-INFONET Digital Library Consortium

The University Grants Commission observed that most Indian university libraries subscribed to very few international peer-reviewed journals, and many subscribed to none at all. To fix this, the UGC launched the UGC-INFONET Digital Library Consortium in 2004, providing electronic access to scholarly literature across all disciplines to universities free of cost.

The consortium was managed by the INFLIBNET Centre, which handled subscription management, access control, and user training. It became the most popular consortium in terms of users and resources, providing current and archival access to thousands of core peer-reviewed journals and bibliographic databases from many publishers. Its greatest contribution was bridging the digital divide, bringing world-class research literature to universities in remote areas that had previously struggled to afford a single international subscription.

National Knowledge Resource Consortium (NKRC)

While INDEST and UGC-INFONET served education, the research laboratory sector developed its own model. The National Knowledge Resource Consortium (NKRC) was established in 2009 as a network of libraries and information centres belonging to the Council of Scientific and Industrial Research (CSIR) and the Department of Science and Technology (DST) institutes.

Its origins go back further. In 2001, CSIR set up an Electronic Journals Consortium to provide access to around 1,200 journals from a single major publisher to all its users. Over time, as more like-minded institutes joined, this initiative grew into NKRC. Today the consortium facilitates access to more than 5,000 e-journals from all major publishers, along with patents, standards, and citation and bibliographic databases. Notably, NKRC also acts as a single point of access to a large body of open access resources, supporting the wider movement to make research freely available.

The IIM and INFONET context

The Indian Institutes of Management benefited from this collaborative ecosystem as well. The IIMs were enrolled as core members within the INDEST-AICTE framework, gaining access to management, economics, and business databases at negotiated rates. This illustrates an important point: rather than each IIM running its own isolated subscription, they accessed premium resources through the collective strength of a national consortium.

The word “INFONET” itself points back to a foundational moment in Indian library history. The establishment of the Information and Library Network (INFLIBNET) Centre by the UGC in 1988 was a landmark for networking academic institutions, and it later became the operational engine behind UGC-INFONET. Various sector-specific consortia followed a similar logic, including those run by ICMR and CSIR for medical and scientific research.

From many consortia to one: e-ShodhSindhu

By the 2010s, India had several large, separately funded consortia that sometimes overlapped in coverage. To avoid duplication and strengthen the system, the Ministry of Education merged three major initiatives, the UGC-INFONET Digital Library Consortium, the INDEST-AICTE Consortium, and the N-LIST programme, into a single entity called e-ShodhSindhu: Consortium for Higher Education Electronic Resources, formed in 2015.

The unified consortium continues to provide current and archival access to more than 10,000 core peer-reviewed journals and a range of bibliographic, citation, and factual databases. It serves centrally funded technical institutions, universities, and colleges covered under Sections 12(B) and 2(f) of the UGC Act. Its core objective remains the same as the consortia that preceded it: to provide qualitative electronic resources to academic institutions at lower subscription rates by augmenting and combining their collective activities and services.

The lasting impact on Indian research

The cumulative effect of these consortia has been transformative. After the launch of INDEST and UGC-INFONET, the availability and accessibility of e-resources in technical institutions and universities increased dramatically, setting in a new culture of electronic access and browsing across Indian higher education. Studies of usage trends consistently show that the number of articles downloaded rises year after year, while the average cost per article download falls, exactly the outcome the consortium model was designed to achieve.

More importantly, consortia have democratized access. A research scholar at a regional university now reads the same journals as a faculty member at a premier institute. This levelling of access has raised academic standards broadly and encouraged collaboration, because resources are now shared rather than guarded. For a country with a vast and uneven higher education landscape, the e-journal consortium has proved to be one of the most effective tools for building a fairer and stronger research ecosystem.
