Libraries have never worked in isolation. Long before the internet, librarians realised that no single collection could meet every need, and that sharing resources was smarter than duplicating them. Out of this idea grew library and information networks: organised systems that link multiple libraries so they can pool catalogues, lend materials, and offer services together. These networks come in different shapes and sizes, ranging from a cluster of libraries within one city to global cooperatives spanning a hundred countries. Understanding how they are classified helps make sense of how modern information flows from one institution to another.

What library and information networks actually do
A library network connects two or more libraries through communication technology so they can share resources and services. The connection can be physical infrastructure, shared software, or simply an agreement to cooperate. The goals are consistent across all of them: reduce duplication of effort, save money, create combined catalogues, and remove the barriers of distance and time that once limited access to information. Networks are usually described by their geographic scope (how far they reach) and by their activities (what services they perform). Both lenses are useful, and we will look at each.
City and metropolitan networks
The smallest geographic category links libraries within a single city or metropolitan area. In India, several of these were set up in the late 1980s and early 1990s, often sponsored by the National Information System for Science and Technology (NISSAT). Many carry the name of their host city, such as ADINET in Ahmedabad, MALIBNET in Chennai, MYLIBNET in Mysore, and PUNENET in Pune.
CALIBNET
The Calcutta Library Network (CALIBNET) was one of the earliest, initiated by NISSAT in 1986 and later registered as a society under the West Bengal Societies Registration Act. Its purpose was to provide access to materials and build databases reflecting the intellectual assets of West Bengal. CALIBNET is notable for developing its own in-house software packages, including SANJUKTA and PARAPAR, which were created to support its centralised database and remote access, as described in IGNOU’s study material on library networks.
DELNET
The most successful Indian example began as a city network. DELNET started in 1988 as the Delhi Library Network and was registered as a society in 1992, initially sponsored by NISSAT. Over time it outgrew its city roots and renamed itself the Developing Library Network, reflecting a far wider membership that now includes libraries from across India and abroad. DELNET offers products such as a union catalogue of books, a database of periodicals, and inter-library loan services. It shows how a metropolitan network can evolve into something national, and even international, in scope.
Regional and national networks
The next level up serves a region, a state, or an entire country. These networks tend to be larger, more formally funded, and built around shared technology platforms that allow many libraries to operate almost as one.
The South Australian public library network
A clear regional example comes from Australia. The South Australian public library network, branded as the One Card Network, connects the systems of more than 130 public libraries across the state. As explained by the State Library of South Australia, members use a single shared card to borrow and return items at any participating library, giving them access to over four million items. The network is managed by Public Library Services on behalf of local councils and the Libraries Board of South Australia, and it runs on a shared library management system. This model demonstrates how a region can deliver a seamless, unified service while individual libraries still meet the needs of their local communities.
INFLIBNET
India’s flagship national network is the Information and Library Network (INFLIBNET). It was set up by the University Grants Commission in 1991, became an autonomous inter-university centre in 1996, and is headquartered in Gandhinagar, Gujarat. Its core mission is to modernise university and college libraries through automation and to provide access to scholarly electronic resources. According to the INFLIBNET Centre, its services include IndCat, an online union catalogue of books, theses, and journals held in major Indian university libraries, and e-ShodhSindhu, a consortium that provides access to thousands of full-text journals, e-books, and databases. INFLIBNET also develops SOUL (Software for University Libraries), runs the Shodhganga repository of theses, and operates plagiarism-detection and research-information services. Its reach extends across hundreds of universities and thousands of colleges nationwide.
CALIS
China offers a striking national parallel. The China Academic Library and Information System (CALIS) was approved in 1998 as one of the public service systems under the country’s “Project 211” and is headed by the Ministry of Education. As an ERIC record describes, it is a nationwide academic library consortium funded primarily by the government to support resource sharing functions such as online searching, interlibrary loan, document delivery, and coordinated purchasing and cataloguing. CALIS is organised in a tiered structure of national and regional centres and is often described as one of the world’s largest university library consortia, serving over a thousand academic libraries. Reporting from IOP Publishing noted that the consortium serves more than 1,250 academic libraries and hundreds of journal content users, illustrating the scale a centrally funded national network can achieve.
International networks
At the broadest level sit networks that operate across national borders. The defining example is OCLC.
OCLC and its global reach
The Online Computer Library Center (OCLC) is a nonprofit global library cooperative that provides shared technology services, research, and community programmes to libraries worldwide. Its best-known creation is WorldCat, a vast database of information about library collections. As the OCLC website explains, member libraries copy-catalogue the great majority of their items from WorldCat rather than creating records from scratch, saving an average of ten minutes per title. The WorldCat.org service draws on the collections of more than ten thousand libraries in over a hundred countries. For libraries in developing regions, including many in India, this means a researcher at a small college can locate and request materials from major institutions across the world, dramatically widening the universe of accessible resources. OCLC is governed cooperatively by its member libraries, which keeps it responsive to the institutions it serves.
Activity-based classification
Geography is only one way to sort networks. Another approach groups them by the kind of work they do. A single network often performs several of these activities at once.
Bibliographic utilities
A bibliographic utility is a service that maintains a large shared database of catalogue records, which member libraries use for cooperative cataloguing and to build union catalogues. WorldCat is the classic example, and IndCat performs a similar role within India. These utilities save enormous amounts of duplicated cataloguing effort because one library’s record can be reused by thousands of others.
Online search services
Online search services let users query databases of journal articles, abstracts, and references from a central point. Historically these were dial-up search hosts; today they take the form of discovery platforms and subject gateways. INFLIBNET’s InfoPort subject gateway and the search interfaces over IndCat fall into this category, allowing users to find materials held across many institutions through a single search.
Electronic resource subscriptions
The third activity is cooperative subscription to electronic resources, where libraries band together to negotiate access to journals and databases at a fraction of the individual cost. This consortium-based model is now central to academic libraries. INFLIBNET’s e-ShodhSindhu, which merged earlier consortia such as UGC-INFONET, N-LIST, and INDEST-AICTE, is described by research in Library Progress International as a national consortium delivering thousands of peer-reviewed journals to universities and colleges. By bargaining as a group, member libraries gain access they could never afford alone.
Why these classifications matter
Sorting networks by geography and by activity is not just an academic exercise. It explains how a student in a small town can read a journal licensed nationally, find a book catalogued on another continent, and request a loan from a library hundreds of kilometres away. Each layer, from a city network like CALIBNET to a global cooperative like OCLC, plugs into the others. Together they form an interconnected ecosystem in which information moves freely, cost is shared, and no library has to stand alone.
