No library, however well-funded, can ever own everything its readers might need. This simple truth has shaped the way libraries operate for more than a century. The story of how institutions moved from lending each other books by post to negotiating multi-crore digital subscriptions as a single bargaining bloc is the story of resource sharing itself. It is a journey driven by scarcity, accelerated by technology, and reshaped by the economics of academic publishing. Understanding this evolution helps explain how a student in a small college today can read the same expensive research journals as a scholar at a premier university.

Early library cooperation

The idea that libraries should help one another is surprisingly old. Discussions about library cooperation appeared in the professional press as far back as the 1880s, and the American Library Association even formed a Cooperation Committee in that decade. The motivation was practical. Collections were growing faster than budgets and shelf space, and librarians realised that pooling resources was the only sensible response. Two activities formed the backbone of this early cooperation: interlibrary loan and shared cataloging.

Interlibrary loan as the foundation

Interlibrary loan (ILL) is the most fundamental form of cooperation. When a reader needed a book or article that the home library did not hold, the library would request it from another institution that did. In India this practice became formalised in the 1940s. The early process was entirely manual. A librarian filled out paper request forms, posted them, and then waited. Materials travelled by post, fax, or courier, and a single request could take weeks to fulfil. It was slow, but it worked, and it established a culture of mutual reliance that everything else was built on.

The principle behind ILL has never really changed, even as the mechanics have. A library borrows what it cannot afford or does not need to own permanently, while lending out the items others lack. This reciprocal arrangement allowed even modest libraries to offer their users access to a far larger universe of material than their own walls contained.

Shared cataloging and union catalogues

For interlibrary loan to function, libraries first had to know who held what. This is where shared cataloging and union catalogues became essential. A union catalogue is a consolidated list of the holdings of several libraries, combined into a single searchable record. Instead of writing to a dozen institutions hoping one had the needed title, a librarian could consult the union catalogue and identify the exact location of a resource.

Shared cataloging also reduced duplicated effort. Cataloguing a book is skilled, time-consuming work. If one library created a high-quality catalogue record and shared it, others could reuse it rather than describing the same edition from scratch. This cooperative approach saved labour across the entire system and improved the consistency of records. Together, interlibrary loan and shared cataloging defined the first phase of resource sharing, a phase that was cooperative in spirit but limited by the speed of paper and postage.

The rise of library networks

The 1970s and 1980s brought a transformation that the earlier generation of librarians could only have dreamed of. Computers and telecommunications made it possible to connect libraries electronically, and this changed both the scale and the speed of cooperation. Informal, occasional sharing gave way to formalised library networks, organised systems that connected member libraries through technology for resource sharing and collaborative services.

How networking changed collaboration

Networking solved the biggest weaknesses of the earlier model. Paper request forms gave way to electronic systems that could submit and track interlibrary loan requests automatically. Union catalogues moved online, becoming web-accessible databases that any member could search in real time. Libraries adopted shared technical standards so their computer systems could communicate, and they began coordinating their purchasing through cooperative collection development to avoid buying the same expensive items unnecessarily. What had once taken weeks could now happen in days or even hours.

In India, the foundations for this networking era were laid by the National Information System for Science and Technology (NISSAT). As documented in the history of Indian library networks, NISSAT supported the creation of city-based networks beginning with CALIBNET in Kolkata in 1986, followed by DELNET in 1988. Other metropolitan networks such as ADINET in Ahmedabad and BONET in Mumbai followed, each aiming to bring cooperation, shared databases, and reduced duplication to libraries in their region.

DELNET and INFLIBNET

Two networks stand out in the Indian story. DELNET (Developing Library Network) began in 1988, initially serving libraries in Delhi before expanding across the country. Today it connects thousands of institutions and maintains union catalogues of books, periodicals, theses, and other materials. DELNET continues to offer interlibrary loan and document delivery services to its members, allowing requests to be registered online and articles to be supplied electronically.

The other landmark was the establishment of INFLIBNET (Information and Library Network) by the University Grants Commission in 1991. INFLIBNET was a national-level effort that connected university libraries across the country, enabling them to share resources, automate their operations, and build national bibliographic databases. Its creation is widely regarded as a major turning point in the evolution of library networks. By linking universities into a single infrastructure, INFLIBNET created the technical and organisational platform on which the next stage of resource sharing would be built.

The emergence of library consortia

By the late 1990s, a new problem had emerged that even networks could not solve on their own. Scholarly content was moving from print to electronic form, and publishers were charging steep subscription rates for access to journals. Library budgets simply could not keep pace. The solution was the library consortium, which the literature describes as an advanced stage of library cooperation. A consortium is a formal agreement among several libraries to subscribe to electronic resources collectively at negotiated, economical rates.

From sharing books to bulk purchasing of digital access

This represented a genuine shift in thinking. Earlier cooperation was about circulating physical items that already existed in someone’s collection. A consortium, by contrast, is about purchasing power. Publishers increasingly offered electronic journals on consortia-friendly terms, recognising that selling access to a large group of institutions at once was efficient for them too. When dozens or hundreds of libraries negotiate as a single bloc, they can secure access to expensive databases and e-journals at a fraction of the per-institution cost. As research on Indian consortia notes, the advent of electronic journals pushed both libraries and national governments toward this model as a way to cope with limited funds and the high cost of internationally produced scholarly literature.

Major consortia in India

India’s first consortia-like arrangements appeared around the turn of the millennium. The Tata Institute of Fundamental Research adopted a multi-site licensing model with a publisher in 2000, and the Council of Scientific and Industrial Research became the first major formal national consortium when it signed a licence for journal access in 2001. The UGC then launched the UGC-INFONET Digital Library Consortium in 2004 to provide electronic access to scholarly literature for universities, managed through the INFLIBNET Centre. Parallel efforts served other sectors, including the INDEST-AICTE Consortium for technical institutions and the NLIST programme for colleges.

The most significant consolidation came in December 2015, when the Ministry merged three of these initiatives, namely the UGC-INFONET Digital Library Consortium, NLIST, and INDEST-AICTE, into a single body called e-ShodhSindhu. This merger aimed to end the duplication and overlapping negotiations that had developed when separate consortia served universities, technical institutes, and colleges independently. Operated by the INFLIBNET Centre, e-ShodhSindhu provides current and archival access to more than 10,000 core and peer-reviewed journals along with bibliographic and factual databases, delivering them to member institutions at subscription rates far lower than any single library could negotiate alone.

Impact of consortia on libraries

The consortium model has reshaped what academic libraries in India can offer. Its effects reach from institutional budgets all the way down to the individual student preparing for an examination or writing a dissertation.

Cheaper access to expensive journals and e-books

The clearest benefit is cost. Subscriptions to international journals and databases are expensive enough to consume a large share of any library’s acquisition budget. Through collective bargaining, consortia secure these at reduced rates and spread the cost across many members. This has been especially important for institutions in remote areas or with limited infrastructure, which would otherwise be unable to afford such resources at all. A consortium effectively bridges the digital divide, ensuring that a college in a small town can offer the same scholarly databases available at a metropolitan university.

Access also became broader and faster. Members of e-ShodhSindhu can reach tens of thousands of journals and millions of articles through a single gateway, with built-in document delivery and interlibrary loan facilities. The growth of these networks and consortia has meant that researchers no longer need to wait weeks for a borrowed article. They can download what they need almost instantly, from their own campus.

Challenges that remain

The model is not without difficulties. Consortia depend on continued government funding, and access can be disrupted when budgets are uncertain or negotiations stall. There are also technical hurdles, such as authenticating users at colleges that lack static IP addresses, a problem that has required dedicated off-campus access systems. And the underlying tension persists: publishers of peer-reviewed journals hold considerable pricing power, which continues to strain library budgets even with collective bargaining. Consortia ease this pressure but do not eliminate it, which is why discussions about national licensing and open access continue to shape the field.

Seen as a whole, the journey from interlibrary loan to library consortia is one of the most significant developments in modern library science. Each stage answered the limitations of the one before it. Cooperation overcame the limits of individual collections, networks overcame the limits of paper and distance, and consortia overcame the limits of budgets in a digital age. The destination is a system where access matters more than ownership, and where the strength of many libraries acting together far exceeds what any one of them could achieve alone.
