Walk into a university library today and you can search the holdings of thousands of institutions, request a book held a thousand kilometres away, and download a research paper in seconds. None of this happened by accident. It is the result of more than a century of libraries slowly learning to work together, first by exchanging printed cards and lending books, and later by linking their catalogues through computers and the internet. The story of library networks is a story of how isolated collections gradually became a connected system of knowledge.

Early cooperation: the roots of resource sharing

Long before computers, librarians understood a simple truth: no single library can own everything. The cost of acquiring, processing, and storing every book and journal is impossible for any one institution to bear. This realisation pushed libraries toward cooperation, the earliest form of what we now call resource sharing.

The instinct to share is ancient. Historians note that even classical collections like the libraries of Alexandria and Pergamum exchanged materials to satisfy each other’s needs. But systematic, organised cooperation is much more recent. Formalised efforts to improve resource sharing among libraries took shape in the 19th century, when libraries in Europe and the United States began forming associations to exchange books and periodicals.

Interlibrary loan and shared cataloguing

Two activities anchored this early cooperation. The first was interlibrary loan (ILL), where one library borrows an item on behalf of its user from another library that owns it. The second was shared cataloguing, where libraries pooled their effort in describing books so that the same title would not be catalogued from scratch in hundreds of separate places.

An important step came in 1923 with the first International Interlibrary Loan Code, which set common standards for lending materials across borders. These standards mattered. Cooperation only works when libraries agree on how to describe, request, and return materials. Without shared rules, every exchange becomes a negotiation.

Union catalogues

Cooperation also produced the union catalogue, a combined list of the holdings of several libraries in one place. A union catalogue answers a basic but powerful question: which library owns this book? In the print era, these catalogues were maintained on cards or in printed volumes, and they were laborious to keep current. Still, they were the conceptual ancestor of every online catalogue we use today, because they treated a group of libraries as a single searchable collection.

Technological advancement: computers enter the library

For decades, cooperation was limited by a stubborn problem. Sharing meant moving paper, whether that was catalogue cards, printed lists, or the physical books themselves. Communication was slow, and keeping shared records up to date was exhausting. The arrival of the computer changed everything.

In the 1960s, libraries began experimenting with automating routine tasks such as cataloguing, circulation, and acquisitions. The breakthrough that made true networking possible was the development of a standard machine-readable format for bibliographic records. In 1970, the American National Standards Institute approved a standard for exchanging bibliographic information on magnetic tape, building on the MARC format pioneered at the Library of Congress. Wide acceptance of this standardisation for the content, format, and structure of records gave libraries a solid foundation for creating, storing, and exchanging databases.

Why standards changed the game

Standardisation is the unsung hero of library networking. When every library records a book’s author, title, and subject in the same coded format, a record created once can be downloaded and reused by every other library. This eliminated enormous duplication. Instead of cataloguing the same book thousands of times, libraries could catalogue it once and share it. The computer supplied the speed; the standard supplied the common language.

Key milestones in the growth of library networks

Several landmark developments turned the idea of a computerised library network into a working reality. These milestones, mostly from the late 1960s and 1970s, set the template that networks around the world, including in India, would later follow.

The Warrenton Conference of 1970

A turning point in thinking about networks came at a conference held in 1970 at Airlie House in Warrenton, Virginia, in the United States. Convened to examine the future of library networking, the meeting brought together librarians and information scientists to define what a national network of libraries could look like. Figures such as Joseph Becker, who was deeply involved in early information-network planning, helped shape the conceptual groundwork. The conference is remembered as an early, deliberate attempt to plan library networks as a coordinated system rather than a collection of separate local experiments. It pushed the profession to think about networking in terms of policy, standards, and shared infrastructure.

The birth of OCLC

The most influential network of all began as a regional project. OCLC was founded in 1967 as the Ohio College Library Center, created through a collaboration of Ohio university leaders who wanted a cooperative, computerised network for the state’s libraries. They hired Frederick G. Kilgour, a former Yale medical librarian, to design a shared cataloguing system.

Kilgour’s idea was elegant. He wanted to merge the newest information technology of the era, the computer, with the oldest, the library. The plan was to link the catalogues of Ohio libraries electronically so that operations could be streamlined and costs controlled. In July 1967 the Ohio College Association formed the centre and housed it at Ohio State University.

The vision became real in 1971. Ohio University’s Alden Library became the first in the world to generate an electronic library record through OCLC’s online system. This was the first instance of online shared cataloguing anywhere. As the organisation expanded far beyond Ohio, it was renamed the Online Computer Library Center, and today its cooperatively built WorldCat is the largest online public access catalogue in the world, used by tens of thousands of libraries across more than a hundred countries.

The Research Libraries Group

OCLC was not the only model. In 1974, four major research institutions, namely the New York Public Library and the university libraries of Columbia, Harvard, and Yale, founded the Research Libraries Group (RLG). RLG was incorporated as a not-for-profit membership organisation in 1975, partly out of dissatisfaction among large research libraries with existing arrangements.

In 1978 RLG moved to Stanford University and adopted Stanford’s BALLOTS processing system, which evolved into the Research Libraries Information Network (RLIN). RLG specialised in the needs of research and cultural institutions, adding support for non-Latin scripts and creating shared databases for specialised materials such as art sales catalogues. Over time it grew to include archives, museums, and historical societies. In a sign of how the network landscape consolidated, RLG merged with OCLC in 2006. The existence of two competing models, OCLC and RLG, shaped decades of debate about how libraries should organise their shared infrastructure.

Library networks in India

The global milestones set the pattern, but networking took root locally according to each country’s conditions. Owing to limited telecommunication facilities, organised library networks were largely absent until the late 1980s. The push then came through national initiatives.

Growth can be traced to the National Information System for Science and Technology (NISSAT), which spurred network development from 1986. CALIBNET was established in 1986 and DELNET in 1988, both with early funding support from NISSAT. DELNET began as the Delhi Library Network, focused on connecting libraries in the capital before expanding nationally, and offered union catalogues, database access, and electronic interlibrary loan facilitation.

INFLIBNET as a national turning point

The most significant development was the Information and Library Network (INFLIBNET). Launched as a programme of the University Grants Commission in 1991, INFLIBNET became an independent autonomous Inter-University Centre in 1996. Its aim was to build a national computer-communication network linking libraries in universities, colleges, UGC information centres, institutions of national importance, and research bodies.

The committee that led to INFLIBNET was convened to address very practical pressures: rising costs of information services, shrinking library budgets, limited storage space, and the need for efficient resource sharing. By promoting shared cataloguing and coordinated access, INFLIBNET aimed to pool scarce resources and avoid wasteful duplication of expensive journals and databases. Its later programmes extended internet connectivity and access to electronic resources across university libraries nationwide, making it the backbone of academic library networking in the country.

Modern library networks: the shift to digital

The networks built in the 1970s solved the problem of sharing catalogue records. Modern networks go much further. The collection-based library, defined by what it physically owns, has given way to the access-based library, defined by what its users can reach.

Several shifts mark this modern phase. Paper interlibrary loan request forms have been replaced by automated electronic request and tracking systems. Card-based union catalogues have become web-accessible online public access catalogues (OPACs) that anyone can search from a browser. Most importantly, libraries now provide access to vast digital databases and online search services, where users retrieve full-text articles, e-books, and datasets directly rather than waiting for a physical item to arrive.

This is where the concept of the consortium matters. A consortium is a group of libraries that negotiates and subscribes to electronic resources collectively. By bargaining as a group, member libraries secure access to expensive journal packages and databases at a fraction of what each would pay alone. In this sense, modern networking has returned to the original motive of cooperation, the sharing of cost and access, but applied to digital content at a scale the early pioneers could never have imagined.

From documents to information

The deepest change is in what is being shared. Early cooperation shared documents, the physical books moving between buildings. Modern networks share information, delivered digitally and increasingly available without any physical transfer at all. Telecommunications, the internet, and digital publishing have allowed libraries to transcend geography. A student in a small college can now consult resources that were once locked inside a handful of elite research libraries.

Why this evolution matters

The journey from cooperation to digital connectivity is not just administrative history. It reflects a change in what a library fundamentally is. A library was once a place that held a collection. Today it is increasingly a gateway to a connected system of collections. The card catalogue, the union list, the shared online catalogue, and the consortium each represent the same enduring idea expressed through better technology: that knowledge is most useful when it is shared.

Each milestone built on the last. Print-era interlibrary loan established the habit of sharing. Standardised machine-readable records made automation possible. OCLC and RLG proved that computerised networks could work at scale. National efforts such as INFLIBNET adapted the model to local needs. And digital databases turned the network from a tool for librarians into a service that reaches every user directly.
