The world’s most valuable companies no longer trade primarily in steel, oil, or machinery. They trade in ideas, data, patents, and expertise. This shift toward an economy where intangible assets matter more than physical ones has a name: the Knowledge-Based Economy (KBE). For information institutions like libraries, archives, and documentation centres, this change is not a distant economic theory. It is a direct challenge to how they operate, what services they offer, and whether they remain relevant at all. The institutions that thrive will be those that stop seeing themselves as quiet storehouses of books and start acting as active engines of knowledge.

The shift towards a knowledge economy

A knowledge economy is an economic system where the creation, distribution, and use of knowledge becomes the main driver of growth and wealth. The concept was first described by management thinker Peter Drucker, and it later became central to development strategy. According to the World Bank’s framework, a knowledge economy rests on four pillars: an economic and institutional regime that encourages the efficient use of knowledge, an educated and skilled population, a strong information and communication infrastructure, and an effective innovation system.

In a traditional economy, labour costs and physical resources determined competitiveness. In a knowledge economy, those factors lose importance, and what matters most is the ability to create, evaluate, and apply knowledge. The World Bank has observed that in the most advanced economies, knowledge has become a more important determinant of living standards than land, tools, or labour itself.

This matters enormously for a country like India. With a young population and a growing services sector, India has positioned knowledge as a strategic asset for development. Government initiatives such as the National Digital Library of India, sponsored by the Ministry of Education, were built explicitly with the vision of supporting a knowledge economy by making learning resources freely accessible to all.

Why institutions must adapt

For information institutions, the implications are clear. When knowledge becomes the central economic resource, the bodies that organise and provide access to that knowledge move from the margins to the centre of economic life. But this only happens if they change. A library that simply lends books and maintains a catalogue is operating on an industrial-age model in a knowledge-age world.

The demands placed on institutions have multiplied. Users now expect instant digital access, customised information, and support for complex research rather than basic reference help. Funding bodies increasingly want to see measurable contributions to research output and innovation. Information institutions must therefore reorganise themselves to meet these new economic expectations, or risk being bypassed by commercial search engines and private data providers.

Organizational restructuring and new functions

Adapting to the knowledge economy is not a matter of buying a few computers. It requires structural change in how institutions are staffed and organised. The most visible shift is in the kind of people institutions employ and the roles those people perform.

From custodians to knowledge managers

The traditional image of the librarian as a custodian who protects and lends materials is being replaced. Information professionals are now expected to act as knowledge managers who actively capture, organise, share, and apply knowledge across the organisations they serve. Their existing expertise in searching, selecting, acquiring, organising, and disseminating information turns out to be precisely the skill set that knowledge management requires.

A knowledge manager does far more than maintain a collection. The role typically involves developing knowledge-sharing strategies, curating content, and ensuring information flows smoothly between departments. Importantly, this work includes managing tacit knowledge, which is the undocumented expertise that experienced staff carry in their heads. Without deliberate systems to capture it, this knowledge is lost when employees retire or move on, a problem that knowledge management directly addresses through documentation, mentoring, and repositories.

The rise of IT specialists and hybrid roles

Information technology is the starting point of knowledge management in any modern institution, because it expands the scope of knowledge acquisition while raising speed and reducing cost. This has created demand for IT specialists within institutions that once employed only librarians and clerks. These specialists maintain digital repositories, manage databases, and build the technical platforms on which services now depend.

The boundaries between roles have blurred as a result. The modern information professional is expected to combine technical, analytical, and management skills. As one industry study noted, it is no longer enough to be a competent records manager; professionals must evolve into information management professionals with the confidence to guide and advise others rather than simply enforce procedures.

Digital transformation as a continuous process

Digital transformation in information institutions is not a one-time project with an end date. It is an ongoing process of adopting new technologies, redesigning workflows, and shifting organisational culture. The transformation of libraries leads to changes in their activity systems, the definition of new boundaries for the information space they serve, and entirely new functions for both librarians and the institution as a whole.

New services and strategic partnerships

Restructuring is only meaningful if it produces better services. The knowledge economy pushes information institutions to move beyond standard lending and reference work toward services that add real value for researchers, students, and organisations.

Custom databases and institutional repositories

One of the clearest examples of value-added service is the institutional repository. This is a set of services an institution offers its community for managing and disseminating the digital materials its members create. Repositories allow researchers to self-archive their work, which improves the visibility, usage, and impact of research conducted at the institution. They also serve knowledge management and research assessment functions, making them central to how a modern university demonstrates its scholarly output.

Beyond repositories, institutions increasingly build custom databases tailored to the specific needs of their users. A medical college library, for instance, might curate a specialised clinical evidence database rather than relying only on generic catalogues. This kind of focused, repackaged information is exactly what distinguishes a knowledge institution from a general search tool.

Intranets and knowledge-sharing platforms

Within organisations, the intranet has become a primary piece of knowledge management infrastructure. A well-designed knowledge management intranet acts as a central source of truth, housing internal processes, training materials, and documentation so that knowledge is never lost when employees leave or change roles. The cost of poor knowledge access is significant; research has highlighted that employees can spend a large share of their working week simply searching for information they need to do their jobs.

Information professionals are well placed to design and manage these platforms because organising information for easy retrieval is their core competence. The intranet, in this sense, is a digital extension of the catalogue and the reference desk, applied to an organisation’s internal knowledge.

Collaborative networks and partnerships

No single institution can meet every information need alone, which makes strategic partnerships essential. Collaborative networks allow institutions to pool resources, share access, and reach far larger collections than any one of them could maintain. The National Digital Library of India illustrates this at a national scale. It works by linking existing digital repositories and educational institutions across the country, and partnering with collections worldwide, to create a single-window platform for educational needs.

These partnerships also help bridge the digital divide. By federating resources and providing access in multiple Indian languages, networked institutions extend the reach of knowledge to learners who would otherwise be excluded, directly supporting the educated-population pillar of the knowledge economy.

Indicators for institutional readiness

How does an institution know whether it is genuinely ready for the knowledge economy, or simply going through the motions of digitisation? Performance indicators help answer this question by measuring real capability rather than appearances.

Borrowing from national readiness frameworks

At the national level, the World Bank developed the Knowledge Assessment Methodology (KAM), a tool that lets countries benchmark their readiness for the knowledge economy against the four pillars. The KAM evaluates the quality, adaptation, and use of knowledge in an economy using a range of measurable indicators. Individual institutions can adapt this thinking by identifying which areas need the most policy attention and investment.

Practical metrics for institutions

For an individual library or information centre, readiness can be assessed across several measurable dimensions. Useful indicators include the following:

  • Infrastructure measures: the proportion of the collection available digitally, internet bandwidth, the number of access devices, and the existence of a functioning institutional repository.
  • Human capital measures: the share of staff trained in knowledge management and digital tools, and whether dedicated roles such as knowledge managers and IT specialists exist.
  • Service measures: the range of value-added services offered, usage statistics such as document views and downloads, and user satisfaction levels.
  • Innovation and partnership measures: participation in collaborative networks, the number of strategic partnerships, and contributions to research output.

These metrics matter because knowledge management maturity varies widely. Industry surveys suggest that a large proportion of organisations report their knowledge management practices are still only starting or developing, with the remainder having reached more advanced stages of standardising and optimising their systems. Measuring readiness honestly is the first step toward improving it.

Measuring the value of knowledge assets

A particularly important indicator is whether an institution can measure the value of its knowledge assets and the impact of its knowledge management efforts. This closes the loop between activity and outcome. Tracking how often a repository’s content is reused in new research, or how much time an intranet saves staff, turns abstract claims about value into concrete evidence that justifies continued investment.

Taken together, these four areas, namely economic adaptation, organisational restructuring, new services, and measurable readiness, describe an institution in motion. The knowledge economy does not reward institutions for what they hold. It rewards them for what they enable others to create. Information institutions that internalise this shift will find themselves not displaced by the digital age, but standing at its centre, supplying the educated population and information infrastructure that the entire economy depends on.
