Academic journals are expensive. A single annual subscription to a major international science journal can cost a library lakhs of rupees, and a research university may need hundreds of them. No single college or university can afford every resource its students and faculty need. The solution that libraries worldwide have settled on is simple but powerful: instead of buying alone, they buy together. This collective approach is called a library consortium, and it has quietly reshaped how millions of students and researchers access knowledge.

What is a library consortium?

A library consortium is a group of libraries that join together to share resources and negotiate purchases as a single body. Rather than each library approaching a publisher separately and paying full price, the consortium bargains on behalf of all its members. This gives the group far greater bargaining power than any individual institution could ever have.

The logic is the same as bulk buying anywhere else. A publisher would rather sign one large contract covering 200 institutions than chase 200 separate small deals. In return for that guaranteed volume, the publisher offers a deeply discounted price. Studies on Indian academic libraries have found that consortia can reduce subscription costs by as much as 60 to 99 percent for participating members compared to buying individually.

This model became essential because of two pressures that hit libraries at the same time. First, the price of scholarly journals kept rising year after year. Second, library budgets stayed flat or shrank. The gap between what libraries needed and what they could afford forced them to cooperate. Resource sharing through consortia emerged as the most practical way to keep collections strong without breaking the budget.

How the consortium model works in practice

When libraries form a consortium, they typically pool their requirements and identify which databases and journals their members use most. The consortium then negotiates a single license with each publisher. That license usually allows every member institution to access the full collection of resources, often far more titles than any one library could have subscribed to alone.

Most consortia today focus on electronic resources: e-journals, e-books, and online databases. Digital content is ideal for this model because it can be accessed by thousands of users at many institutions at once, without the cost of printing and shipping physical copies. A consortium license simply opens the door for every member to use the same online platform.

Benefits of library consortia

The advantages of joining a consortium go well beyond saving money, although cost reduction is the most obvious gain. The benefits touch nearly every part of how a modern library serves its community.

Lower costs and better bargaining power

The clearest benefit is financial. By combining demand, consortia secure prices that individual libraries simply cannot get on their own. Collective purchasing also gives libraries greater financial control and predictability over their spending on electronic resources, since terms are negotiated centrally and shared across all members. A smaller college that could never afford a premium database on its own can suddenly offer it to students because the cost is spread across the whole group.

Wider access to journals and databases

Consortia dramatically expand the range of material available to users. Before consortia took hold in India, access to e-journals was largely restricted to elite institutions such as the IISc, the IITs, and a handful of central universities. Smaller universities and colleges were left behind. Consortia changed this by extending the same high-quality content to a much wider circle of institutions, including those in remote and under-resourced regions.

This is often described as bridging the digital divide. A student in a small town now has the same access to international research that a student in a metro city enjoys. That equality of access has a direct effect on the quality of education and research across the country.

Driving digital transformation

Consortia have also pushed libraries to modernise. Negotiating and managing electronic licenses requires libraries to invest in digital infrastructure, train staff in new systems, and shift their services online. The arrival of consortia coincided with a broader move from print collections to round-the-clock digital access, where users expect to find resources from any device at any time. By making large digital collections affordable, consortia accelerated this shift and helped libraries become genuinely digital institutions.

Other practical gains

There are several quieter benefits too. Consortia reduce duplication of effort, since one central team handles negotiations that would otherwise be repeated at every library. They standardise license terms, so members are not stuck with confusing or unfair conditions. They also enable services like inter-library loan and document delivery, where a member can request an article that its own library does not hold from another library in the network.

Examples of library consortia in India

India has built one of the most active consortia ecosystems in the world. The country has been described as one of the largest subscribers of consortia-based electronic resources globally. Several major initiatives shaped this landscape, and understanding their history helps explain where the system stands today.

INDEST-AICTE Consortium

The Indian National Digital Library in Engineering Sciences and Technology, known as INDEST, was set up in 2003 by the then Ministry of Human Resource Development on the recommendation of an expert group. Its focus was technical education. INDEST negotiated subscriptions to specialised databases and e-journals for engineering and technology institutions, including the IITs, the IISc, the NITs, and other technical colleges. It later worked closely with the AICTE to widen its reach, becoming the INDEST-AICTE Consortium.

UGC-INFONET Digital Library Consortium

Launched in 2004, the UGC-INFONET Digital Library Consortium was set up by the University Grants Commission to provide subsidised access to scholarly e-resources for universities. It built on the internet connectivity that had been extended to universities under the earlier UGC-INFONET programme. This consortium became a front-runner in India, eventually providing access to thousands of e-journals across all subject disciplines to hundreds of universities. It was especially important for institutions in remote areas that had limited library infrastructure.

N-LIST and other specialised consortia

The N-LIST programme (National Library and Information Services Infrastructure for Scholarly Content) extended e-resources to colleges, which had often been excluded from earlier schemes. It opened access to thousands of journals and e-books for colleges across the country.

Beyond these large national efforts, India developed several subject-specific consortia. The Consortium for e-Resources in Agriculture (CeRA) serves agricultural research institutions under the Indian Council of Agricultural Research. FORSA (Forum for Resource Sharing in Astronomy and Astrophysics) serves the astronomy community. HELINET serves health sciences libraries, and the CSIR and ICMR run their own consortia for their research networks. Each addresses the specific needs of its discipline.

The merger into e-ShodhSindhu

Running several overlapping consortia was inefficient. To reduce duplication and streamline operations, the government merged three major initiatives. In December 2015, e-ShodhSindhu was formed by combining the UGC-INFONET Digital Library Consortium, the N-LIST programme, and the INDEST-AICTE Consortium into a single body. Operated by the INFLIBNET Centre in Gandhinagar, e-ShodhSindhu provided current and archival access to over 10,000 core, peer-reviewed journals along with bibliographic and factual databases. It served universities, colleges, and centrally funded technical institutions through a single, coordinated framework, and remained one of India’s most successful resource-sharing initiatives.

The future of library consortia

The consortium model continues to evolve. The clearest sign of where it is heading in India is the move from many separate consortia toward a single national subscription.

One Nation One Subscription

In its most ambitious step yet, India launched the One Nation One Subscription (ONOS) scheme on 1 January 2025. The scheme essentially scales the consortium idea up to the level of the entire country. Instead of separate consortia negotiating separate deals, the government negotiates one national license covering major publishers.

The numbers show the scale of the ambition. ONOS provides access to journals from 30 major international publishers for nearly 1.8 crore students, faculty members, and researchers across more than 6,300 government-funded higher education and research institutions. The scheme has a budget of around 6,000 crore rupees for the three years from 2025 to 2027, and access is coordinated by the INFLIBNET Centre, the same body that ran e-ShodhSindhu. Under this arrangement, the earlier e-ShodhSindhu programme has been subsumed into ONOS.

ONOS is being rolled out in phases. The first phase covers government institutions, with later phases planned to bring in private institutions and, eventually, public library access for individuals across the country. The scheme is aligned with the National Education Policy 2020 and is supported by the Anusandhan National Research Foundation, which periodically reviews usage and the research output of participating institutions. Major publishers have already signed multi-year agreements; Wiley alone enabled access to nearly 2,000 journals under its ONOS license.

Two broader trends will shape consortia in the coming years. The first is the steady move toward fully digital, remote access. ONOS, for example, provides off-campus access to researchers through national login credentials, so users are no longer tied to a campus network. As discovery tools improve, finding the right article across thousands of journals becomes faster and more intuitive.

The second trend is the growing role of international coalitions and the open access movement. Consortia worldwide are increasingly negotiating not just for reading access but also for the right of their researchers to publish in open access journals, sometimes covering the article processing charges. ONOS itself includes funding to support open access publishing by Indian authors. Global bodies that coordinate consortia, such as the International Coalition of Library Consortia, help member organisations share negotiating strategies and push for fairer terms from publishers.

The direction is clear. Libraries are moving from isolated buyers to participants in ever-larger cooperative networks, and from print collections to seamless digital access. The consortium, which began as a practical answer to tight budgets, has become the foundation of how a nation provides knowledge to its people.
