We often hear that we live in the “information age.” But information alone does not build a better society. A person can have access to thousands of articles and still not know how to use them to solve a problem. This gap between having information and using it wisely is exactly what separates an information society from a knowledge society. As nations and libraries move into a future shaped by data and digital tools, understanding this shift becomes essential. It tells us why some economies grow faster, why certain skills are valued highly, and why policies around education and access matter so much. This post explains what a knowledge society really means, what defines it, and how it connects to economic growth.

From information society to knowledge society

To understand a knowledge society, we first need to be clear about what came before it: the information society. An information society is one where creating, storing, distributing, and using information becomes a central economic and cultural activity. It is built on the back of information and communication technologies (ICT) such as computers, the internet, and mobile networks. The focus here is on the raw movement of data, how quickly it is produced, and how widely it spreads.

A knowledge society goes a step further. A knowledge society transforms information into resources that allow people to take effective action, while an information society mainly creates and circulates raw data. In simple terms, information is the raw material, and knowledge is what you build with it. The American sociologist Daniel Bell made a useful distinction back in 1973, separating raw data, information organised into patterns, and knowledge used to make judgments and decisions.

The most authoritative articulation of this idea came from UNESCO. According to its landmark 2005 report, while the information society is based on technological breakthroughs, knowledge societies encompass broader social, ethical and political dimensions. The technology is only the foundation. What you build on top of it, the social structures, the freedoms, and the ethics, defines whether a society is truly a knowledge society.

A senior UNESCO official, Abdul Waheed Khan, put it clearly when he described the information society as the building block for knowledge societies, with the knowledge society adding a layer of social, cultural, economic, political, and institutional transformation. Notice that UNESCO deliberately uses the plural “societies” rather than the singular. This signals that there is no single uniform model. Different communities build knowledge in different ways, shaped by their own cultures and needs.

Characteristics of a knowledge society

If technology alone does not make a knowledge society, what does? Several defining characteristics set it apart. These features explain why a knowledge society is harder to build than simply rolling out internet connections.

Open access to knowledge

A knowledge society depends on knowledge being available to everyone, not just a privileged few. UNESCO identifies four principles essential for an equitable knowledge society: cultural diversity, equal access to education, universal access to information, and freedom of expression. Open access means that research, public information, and learning materials are not locked behind paywalls or restricted to elite institutions. Libraries play a direct role here, acting as public gateways that make knowledge available across income levels and geographies.

This principle also recognises a serious obstacle. The digital divide, the gap between those who have reliable access to digital tools and those who do not, can prevent a genuine knowledge society from forming. If only some people can reach information, knowledge stays concentrated, and inequality grows rather than shrinks.

Skill development and lifelong learning

Knowledge changes quickly, so the skills people learn in school are rarely enough for an entire career. This is why lifelong learning sits at the heart of a knowledge society. UNESCO places lifelong learning at the centre of its work to build inclusive knowledge societies, covering formal, non-formal, and informal learning across all stages of life. The influential 1996 Delors Report described learning as resting on four pillars: learning to know, learning to do, learning to live together, and learning to be.

Skill development is not only about employment. It is about giving people the ability to question, evaluate, and apply what they learn. A society where citizens can think critically and adapt is far more resilient than one that simply consumes information passively.

Innovation and a culture of inquiry

A knowledge society actively generates new knowledge rather than only consuming existing knowledge. This requires a culture of innovation, where research, experimentation, and creativity are encouraged and rewarded. The 2005 UNESCO report listed the formation of a network of knowledge and a culture of innovation among the characteristics of a knowledge-based society, alongside free access to knowledge, participatory democracy, lifelong learning, and the preservation of linguistic and cultural diversity.

Innovation also depends on collaboration. In a knowledge society, individuals and communities work across disciplines, sharing ideas so that new knowledge builds on what others have created. This cooperative, interdisciplinary approach is what allows knowledge to keep growing.

Establishing a knowledge-based society

A knowledge society does not appear on its own. As experts note, building a knowledge-based economy does not occur spontaneously; it requires an integrated system of policies and institutions working together. This is where political decisions and deliberate policy-making become decisive. Governments shape education systems, fund research, protect intellectual property, and decide how widely information is shared.

The role of policy and political will

UNESCO stresses that realising the potential of lifelong learning requires political commitment and cross-sectoral, multi-level policies. A government must invest in schools, libraries, broadband, and research institutions over the long term, often without immediate returns. It must also create legal frameworks, such as intellectual property protection, that encourage people to innovate while still allowing knowledge to spread.

India’s National Knowledge Commission

India offers a clear example of a policy-driven push towards a knowledge society. In 2005, then Prime Minister Manmohan Singh constituted the National Knowledge Commission (NKC), a high-level advisory body chaired by Sam Pitroda, to advise on policies that would make the country competitive in the knowledge economy. Its overarching aim was the development of a vibrant knowledge-based society with greater participation and more equitable access to knowledge across all sections of society.

The Commission organised its work around five strategic areas: access to knowledge, knowledge concepts, knowledge creation, knowledge application, and knowledge services. Over its term, it submitted around 300 recommendations across 27 focus areas, covering school education, research, public libraries, e-governance, and open learning. Importantly, the NKC recognised libraries as community knowledge hubs and recommended a national mission to revitalise them, directly linking the institution of the library to the larger project of nation-building.

The NKC’s influence outlived the body itself. Several of its ideas, including a focus on multidisciplinary higher education and research, were later reflected in the National Education Policy 2020. This shows how policy decisions made years earlier continue to shape a nation’s path towards becoming a knowledge society.

The knowledge-based economy (KBE)

The economic side of a knowledge society is the knowledge-based economy. This is a system where knowledge, innovation, technology, skills, and intellectual assets become the main drivers of growth, replacing the traditional reliance on land, labour, and raw materials. Value is created through ideas rather than only through physical resources.

The shift is significant. As the World Bank observed, for the most advanced economies, the balance has shifted so far that knowledge has become perhaps the most important factor determining the standard of living, more than land, tools, or labour. Knowledge-intensive activities now contribute a large share of output in developed economies.

The four pillars of the knowledge economy

The World Bank developed a widely used framework that identifies four pillars needed to support a successful knowledge economy. Understanding these pillars helps explain why some countries pull ahead while others lag behind.

The first pillar is an economic and institutional regime that provides incentives for the efficient use of existing and new knowledge and encourages entrepreneurship. The second pillar is an educated and skilled population able to create, share, and use knowledge effectively. The third pillar is a strong information and communication infrastructure that allows knowledge to flow and be processed. The fourth pillar is an effective innovation system of firms, research centres, universities, and other organisations that can tap into the growing stock of global knowledge and adapt it to local needs.

India’s policy push connects directly to these pillars. The country’s emphasis on education reform, research institutions, digital infrastructure, and intellectual property management mirrors the World Bank framework. India’s large young population is often described as a demographic dividend, a potential workforce that, if well educated, can power a thriving knowledge economy. The government is also developing a framework to measure the contribution of knowledge and knowledge products to the Indian economy, signalling that knowledge is now treated as a measurable economic asset.

Why this matters for the future

The move towards a knowledge economy reshapes employment and competitiveness. It creates high-skill jobs for researchers, engineers, IT professionals, and data scientists, and it rewards continuous learning. Countries with strong innovation ecosystems gain lasting strategic advantages, which is why nations invest so heavily in education and research. For students entering the workforce, this means that the ability to learn, adapt, and apply knowledge will matter far more than memorising fixed facts.

For the field of library and information science, the knowledge society places libraries and information professionals at the centre of national development. They are not just keepers of books; they are the institutions that make open access real, support lifelong learning, and help bridge the digital divide. The transition from an information society to a knowledge society is, in many ways, a transition that information professionals help lead.
