Every time a researcher in India locates a rare manuscript held in a library halfway across the world, or a student finds that a textbook unavailable locally can be borrowed through interlibrary loan, there is often a single organisation quietly working behind the scenes. That organisation is OCLC, the Online Computer Library Center. It runs the largest library cooperative on the planet, connecting tens of thousands of libraries into one shared network. What is OCLC and why it matters
OCLC is a non-profit, membership-based cooperative of libraries. Its core purpose is to further access to the world’s information while reducing the costs that libraries face. Rather than each library cataloguing the same book independently, OCLC allows them to share that work through a common database. One library catalogues a title once, and thousands of others can reuse that record. This simple idea of shared cataloguing has saved the library world enormous amounts of time and money over five decades.
Today, OCLC provides shared technology services, original research, and community programs so that libraries can better support learning, research, and innovation. It serves more than 60,000 libraries in over 100 countries, which is why it is described as the largest library cooperative in the world.
The history and establishment of OCLC
OCLC began in 1967 in the American state of Ohio. The presidents of colleges and universities there founded the Ohio College Library Center to develop a computerised system in which Ohio academic libraries could share resources and reduce costs. The driving force behind this vision was Frederick G. Kilgour, a library automation pioneer who became OCLC’s first president. The cooperative started modestly, linking 54 academic libraries in a single state.
The organisation grew quickly. In 1977, the Ohio members changed the governance structure so that libraries outside Ohio could join, and the body became OCLC, Inc. By 1981 the legal name had become Online Computer Library Center, Inc., keeping the familiar acronym even as the words behind it changed. What began as a regional experiment had, by the 1990s, become a truly global network. In 2017 the name was formally shortened to OCLC, Inc.
The objectives that guide OCLC
OCLC’s articles of incorporation set out a clear mission. The primary objectives are to establish, maintain, and operate a computerised library network, to promote the evolution of library use and of librarianship, and to provide processes and products for the benefit of library users. In practical terms, this translates into a few consistent goals: increasing the availability of library resources, slowing the rise of library costs through shared work, improving library productivity, and enhancing the services that patrons receive. Every product OCLC builds is meant to serve one or more of these aims.
Key services and products
OCLC offers a wide portfolio of services. Some have existed for decades, while others have been added, sold, or transformed over time. The following are the most important ones for understanding the cooperative’s role.
WorldCat: the heart of the network
If OCLC has one defining product, it is WorldCat. WorldCat is the world’s largest union catalogue, a single database that combines the holdings records of libraries across the globe. Member libraries cooperatively produce and maintain it, contributing records in the standard MARC (Machine-Readable Cataloguing) format. When you search WorldCat, you are searching the collective holdings of thousands of institutions at once.
The scale is remarkable. WorldCat contains hundreds of millions of bibliographic records, and it is used both by professional librarians for cataloguing and by the general public for research. A version is freely searchable online at WorldCat.org, which lets anyone discover which nearby library holds a particular item. WorldCat is what makes most of OCLC’s other services possible, because it provides the underlying data that powers discovery and resource sharing.
FirstSearch: precision searching of WorldCat
FirstSearch is the subscription service that gives library staff and researchers a powerful, full-featured way to search WorldCat. While WorldCat.org serves casual public searches, FirstSearch is built for serious, precise research. It navigates WorldCat’s massive record set in seconds, connecting searchers to exactly what they need across formats and worldwide library collections. It also supports outbound linking, which means a record can link directly to the full text of an item available through other services a library subscribes to. For reference work, collection development, and interlibrary loan, FirstSearch remains a trusted tool.
NetLibrary: an early e-book venture
NetLibrary was one of OCLC’s early ventures into electronic books and audiobooks. It allowed libraries to offer digital content to their users at a time when e-books were still a novelty. NetLibrary is an instructive example of how OCLC’s offerings evolve with the market. In 2010, OCLC sold the NetLibrary Division, including its e-book and audiobook platform, to EBSCO Publishing. The cooperative chose to focus on its core strengths in shared cataloguing and network services rather than competing directly in the e-book content business.
QuestionPoint: collaborative virtual reference
QuestionPoint was a 24/7 virtual reference service. It allowed students and researchers to ask questions directly to library professionals, drawing on a cooperative of participating libraries spread across time zones. Because libraries in different parts of the world were awake at different hours, the network could offer round-the-clock help that no single institution could provide alone. QuestionPoint shows OCLC’s cooperative philosophy applied to reference work rather than cataloguing. In 2019, OCLC sold QuestionPoint to Springshare, and the service migrated to Springshare’s LibAnswers platform. OCLC continues to support virtual reference through its broader service set.
WorldShare: the modern cloud platform
Beyond these named products, much of OCLC’s current work centres on WorldShare, a complete set of cloud-based library management applications. WorldShare lets libraries access OCLC’s data sets, APIs, and web services on an open platform. The WorldShare Management Services system integrates cataloguing, acquisitions, circulation, and licence management into one cloud-based environment. This is especially useful for libraries that lack heavy local technical infrastructure, because the system runs in the cloud rather than on local servers.
Impact on libraries worldwide
OCLC’s influence on the profession is hard to overstate. Its services touch nearly every routine task that a modern library performs.
Library automation and shared cataloguing
The single biggest contribution is shared cataloguing. Before OCLC, every library catalogued every item from scratch, a slow and repetitive process. With a shared database, a library can search WorldCat, find an existing record, and reuse it in seconds. This dramatically reduces duplication of effort and lets staff focus on higher-value work. OCLC even printed catalogue cards for members for decades, before producing its last cards in 2015 as the world moved fully online. This shift from physical cards to shared digital records is one of the clearest stories of library automation in history.
Global resource sharing and interlibrary loan
OCLC also runs the world’s largest interlibrary loan network. Through WorldShare Interlibrary Loan and related services such as Tipasa and ILLiad, libraries connect through the largest resource sharing network of its kind, processing requests through thousands of libraries worldwide. When a user needs an item their own library does not hold, the request can be routed automatically to an institution that does. For Indian researchers, this opens the door to materials held in collections far beyond what any single local library could offer.
The Dewey Decimal Classification connection
Many students are surprised to learn that OCLC also maintains the Dewey Decimal Classification system, the familiar scheme used to arrange books on shelves in libraries everywhere, including across India. OCLC acquired the trademark and copyrights associated with the Dewey Decimal Classification when it purchased Forest Press in 1988. This means the cooperative shapes not just how libraries share records, but also how they organise their physical collections.
The future of OCLC in the digital era
OCLC is not standing still. Two technologies in particular are shaping its direction: linked data and artificial intelligence.
Linked data and the next evolution of metadata
For decades, library records have been built on the MARC format. OCLC is now moving towards linked data, which represents library metadata in a form that machines across the web can connect and understand. Evolving library data into linked data allows valuable library metadata to be represented in other sources on the web, through smart devices, and for use in technologies like artificial intelligence. The aim is to connect a library’s collection to materials well beyond the usual scope of library resources, making discovery richer for users.
A key tool in this effort is OCLC Meridian, which lets librarians create and curate linked data entities and the relationships between them. Importantly, OCLC has stated that any move away from MARC-based cataloguing will be gradual, with parallel MARC services maintained for the foreseeable future so libraries can transition at a comfortable pace.
Artificial intelligence in cataloguing and resource sharing
OCLC is applying AI carefully across its services, guided by the principle that AI works best when paired with human expertise. In cataloguing, OCLC has added AI features to WorldShare Record Manager and Connexion that automatically suggest classification numbers and subject headings, including Dewey Decimal and Library of Congress options. Catalogers stay in full control, accepting or ignoring suggestions, and their choices help train the system to improve over time.
AI is also transforming resource sharing. OCLC uses AI to predict the best fulfillment pathways for interlibrary loan requests, reducing processing time by half and improving delivery speed. By predicting which lender is most likely to fulfil a request on the first attempt, the network becomes faster and more efficient for everyone.
What this means for libraries in India
For libraries here, OCLC’s cloud-based and AI-driven direction is significant. Cloud platforms like WorldShare require less local hardware and technical staff, which suits institutions building up their digital infrastructure. Participation in WorldCat and the resource sharing network gives Indian students and researchers a window into collections worldwide. As OCLC continues to invest in linked data and AI, the gap between a small local library and the global knowledge network keeps narrowing.
