Every PhD thesis submitted in an Indian university today eventually finds its way into a single, freely accessible digital archive. Behind that quiet revolution sits an organisation that has spent over three decades connecting fragmented university libraries into one searchable national network. INFLIBNET, short for Information and Library Network, transformed how academic institutions store, share, and access knowledge. This post explains what INFLIBNET is, the services it runs, the repositories it maintains, and why it matters so much to higher education and research.

What is INFLIBNET and why it was created
INFLIBNET is an autonomous Inter-University Centre of the University Grants Commission (UGC), functioning under the Ministry of Education. It was launched as a major national programme by the UGC in March 1991, initially as a project under the Inter-University Centre for Astronomy and Astrophysics (IUCAA). In June 1996 it became an independent Inter-University Centre, and it is headquartered at Infocity, Gandhinagar, Gujarat.
The idea took shape under Prof. Yash Pal, then Chairman of the UGC, who believed that India’s scattered library resources could be far more useful if they were connected. Before INFLIBNET, university libraries operated in isolation. A rare journal in a Delhi library was effectively invisible to a researcher in Chennai. Expensive subscriptions were duplicated across institutions while many students still struggled to access basic material. INFLIBNET was designed to fix exactly this problem.
The core objectives
The objectives, as set out in its Memorandum of Association, give a clear picture of its mission. The primary goals include establishing a computer communication network that links libraries and information centres across universities, colleges, and research institutions while avoiding duplication of effort. INFLIBNET also aims to promote computerisation of library operations using uniform standards, evolve common guidelines for techniques and software, and optimise resource use through shared cataloguing and inter-library loan services. Training human resources in computerised library operations is another key objective.
In simple terms, INFLIBNET wanted to modernise libraries, connect them, and make the entire pool of academic knowledge accessible to any user, from any location, in the country.
Key services provided by INFLIBNET
Over the years, INFLIBNET has grown from a networking project into a multi-service body that supports nearly every stage of the academic research process. Its services span library automation, resource sharing, document delivery, and open access publishing.
SOUL: Software for University Libraries
One of INFLIBNET’s most significant contributions is SOUL (Software for University Libraries), an integrated library management software designed and developed in-house. The current version, SOUL 3.0, was built around the practical requirements of colleges, universities, and other academic libraries. It handles the everyday operations of a modern library, including acquisition, cataloguing, circulation, serials control, and online public access.
What makes SOUL particularly suited to the Indian environment is its affordability and its support for multiple languages, which matters in a country with such linguistic diversity. The software is compliant with international standards, using MARC 21 for bibliographic formats and Unicode-based character sets for multilingual records. INFLIBNET also provides continuous technical support and training. SOUL has been adopted by thousands of libraries across the country, making it one of the most widely used library management systems in India.
Resource sharing and document delivery
Resource sharing sits at the heart of INFLIBNET’s purpose. Through the Union Catalogue of Indian Universities (IndCat), libraries contribute bibliographic records of the books and journals they hold. This creates a single searchable catalogue, so a student or librarian can quickly find which institution holds a particular title. IndCat is essentially a by-product of the library automation activity, and it forms the backbone for inter-library loan and document delivery services that allow institutions to borrow and share material rather than buying everything separately.
The e-ShodhSindhu consortium
Access to expensive electronic journals was once a luxury only a few institutions could afford. INFLIBNET addressed this through consortia-based subscriptions. The earlier UGC-INFONET Digital Library Consortium, the N-LIST programme, and the INDEST-AICTE consortium were eventually merged into e-ShodhSindhu, a single initiative under the Ministry of Education. It provides access to thousands of full-text journals, e-books, and databases to universities, colleges, and centrally funded technical institutions. By negotiating collectively, the consortium secures content at far lower rates than any single institution could achieve on its own.
Databases and digital repositories
INFLIBNET runs a suite of repositories and databases that together form a national knowledge infrastructure. These platforms have reshaped how Indian research is stored, discovered, and shared.
Shodhganga: a reservoir of Indian theses
Shodhganga is perhaps INFLIBNET’s most well-known initiative. The name combines the Sanskrit word for research with the river Ganga, and the platform is a national digital repository of doctoral theses and dissertations. It was created after the UGC made it mandatory, through regulations issued in 2009, for all universities to submit soft copies of PhD theses and MPhil dissertations for hosting in the repository.
The scale is striking. In May 2025, Shodhganga crossed the milestone of 6,00,000 theses, with contributions from hundreds of universities across the country. Every document is available in open access to read and download, free of cost, to the worldwide academic community. The repository is built using DSpace, an open-source digital library platform, which lets it capture, index, store, disseminate, and preserve electronic theses and dissertations using internationally recognised standards.
The impact goes beyond simple access. Because researchers know their work will be openly available for scrutiny, the system encourages higher standards of scholarship and helps reduce duplication of research. For students beginning their own projects, Shodhganga is an invaluable window into existing methodologies and literature.
Shodhgangotri: research in progress
While Shodhganga holds completed theses, Shodhgangotri captures research as it begins. Under this initiative, scholars deposit the approved synopsis of their research proposal at the time they register for a PhD programme. The scope has since expanded to include items like minor research projects, post-doctoral fellowships, and PG dissertations.
This serves two purposes. It reveals the trends and directions of ongoing research in Indian universities, and it helps scholars avoid duplication of work by showing what is already being studied. Once a scholar completes the work, the synopsis in Shodhgangotri is mapped to the full-text thesis in Shodhganga, linking the proposal to the finished output.
InfoPort and IR@INFLIBNET
InfoPort is INFLIBNET’s subject gateway for Indian electronic resources. Launched in 2012, it was designed to serve as a comprehensive gateway to Indian scholarly content available online. It pulls together material scattered across the internet into a single integrated interface that supports searching and browsing, and it organises resources using the Dewey Decimal Classification. Librarians and scholars collaborate in identifying and selecting the resources it lists.
Alongside these, INFLIBNET maintains IR@INFLIBNET, an institutional repository also built on DSpace. It hosts papers presented at INFLIBNET’s own conventions, CALIBER and PLANNER, along with course materials and other documents. Other notable platforms include the Vidwan database of experts, which helps regulatory bodies and institutions identify researchers by their area of expertise.
INFLIBNET’s role in higher education
The influence of INFLIBNET on higher education and research has been substantial. By connecting university libraries and standardising their operations, it removed many of the barriers created by geography and budget limitations. A research scholar in a small-town college can now access the same body of theses and journals as someone at a metropolitan central university.
Strengthening research quality and visibility
The mandatory submission of theses to Shodhganga has done more than build a large archive. It has improved transparency and made Indian research globally visible. Academic work that once sat unread on departmental shelves is now searchable worldwide. This open availability discourages plagiarism and encourages original contributions, an effort reinforced by INFLIBNET’s plagiarism detection service, Shodh Shuddhi.
Supporting teaching, learning, and skill development
INFLIBNET also contributes to teaching and learning beyond the library. It manages the technical backbone for projects like e-PG Pathshala, which develops postgraduate-level e-content across dozens of subjects. Through regular training programmes and its national conventions, it builds the capacity of librarians and library staff to run modern, automated, and digitally connected libraries. This human resource development is often overlooked but is essential, since technology is only as useful as the people who can operate it.
For universities, the combined effect is significant. Institutions save money through shared subscriptions and free or low-cost software, students gain access to vast scholarly resources, and the research ecosystem as a whole becomes more open and collaborative. Studies examining INFLIBNET’s services have noted both this positive impact and the need for continued training and wider access to its tools so that every institution can benefit fully.
The bigger picture
What began as an ambitious networking project in 1991 has become a foundation of academic life. INFLIBNET sits quietly behind the searches, downloads, and submissions that millions of students and researchers perform every year. It demonstrates how a coordinated, standards-based, and open approach can turn isolated libraries into a single national resource. As artificial intelligence, regional language tools, and richer data analytics enter the picture, INFLIBNET continues to evolve, extending its reach further into the everyday work of scholarship.
