The practical solution is collaboration: libraries pooling their collections so a reader in one institution can access materials held by another. Library networks make this collaboration systematic, turning isolated collections into a shared pool of knowledge that members can draw on. This article explains what these networks are, how technology powers them, the major examples operating today, and the concrete benefits they deliver.

What are library networks?
A library network is a group of libraries that agree to cooperate and share their resources, services, and infrastructure. Instead of working in isolation, member libraries connect with one another to extend what each can offer its users. The connection happens through two complementary means: physical and digital.
The physical dimension involves moving actual materials between institutions. A book that one library owns but another lacks can be borrowed and delivered through inter-library loan (ILL), a long-standing practice formalised within networks. The digital dimension involves shared electronic systems: online catalogues, bibliographic databases, and access to e-journals and e-books that members can search and use remotely.
The driving force behind these networks is a recognised set of pressures that no library can escape alone. As the volume of published information grew and user needs diversified, libraries faced financial crunches and the simple impossibility of being self-sufficient. The realisation that resources had to be shared, and that mechanisms for coordination had to be built, prompted information professionals to organise formal networks rather than rely on ad-hoc arrangements.
Core functions every network performs
Most library networks carry out a similar set of activities regardless of their size. These typically include resource optimisation through shared collections to avoid duplicate purchases, maintenance of a union catalogue that records the holdings of all members in one searchable database, document delivery to move materials quickly between institutions, and training programmes that help library staff adopt new technologies. The union catalogue is especially important: it tells a librarian exactly which member library holds a needed item, making the whole sharing process possible.
The role of technology in resource sharing
Resource sharing existed before computers, but it was slow and labour-intensive. A librarian had to know or guess which institution might hold a title, then send a written request and wait. Information technology transformed this process by making holdings instantly visible and requests easy to route. In India, the need for resource sharing was well recognised for decades, but the technology options to act on it were limited until networking became practical.
Databases and union catalogues
The single most important technological tool is the shared database. When every member library contributes records of its holdings to a common union catalogue, searching becomes a matter of seconds rather than days. India’s main academic union catalogue, IndCat, was built exactly this way: universities contribute the bibliographic records of documents in their libraries, creating a unified online catalogue of books, theses, and journals available across major university libraries. Such databases also support shared cataloguing, where one library’s careful record of a book can be copied by another rather than recreated from scratch, saving enormous staff effort.
The internet and standardised software
The internet turned local networks into national and international ones. High-speed connectivity allows a library in one city to search and request from collections anywhere. Educational backbones like the Education and Research Network (ERNET) provided the connectivity that linked academic institutions, while networks built gateways to access national and international databases online.
Standardised library management software is the other essential ingredient. The INFLIBNET Centre developed SOUL (Software for University Libraries), an integrated system that automates everyday library operations such as acquisition, cataloguing, and circulation while promoting standardisation. When member libraries use compatible systems and agreed standards, their records and requests can flow between institutions without friction. Modern systems even use automated request routing, so that when one library cannot fulfil a request, the system automatically passes it to the next.
Digital delivery and e-resources
Technology has also changed what gets shared. Increasingly, the shared item is not a physical book but a journal article delivered as a digital file, or access to an entire database of e-journals. This document delivery service can fulfil a request in hours rather than the days that physical transport requires. The shift toward electronic resources has made consortium-based purchasing, discussed below, a central activity of modern networks.
Examples of library networks
Library networks operate at metropolitan, national, and global levels. Looking at a few major examples shows how the same cooperative idea scales from a single city to the entire world.
DELNET
The Developing Library Network began in January 1988 as a city-based network for Delhi libraries, originally named the Delhi Library Network. It started at the India International Centre Library with support from the National Information System for Science and Technology (NISSAT) and the Government of India, and was registered as an independent society in 1992. Its purpose was to address the limitations of financial resources and shelf space by promoting resource sharing through automation and networking. What makes DELNET notable is its growth: from a single-city initiative it expanded into a major operational network across India and South Asia, connecting libraries in many states and several neighbouring countries. It maintains union catalogues, runs inter-library loan services, and coordinates collection development to reduce unnecessary duplication among members.
INFLIBNET
The Information and Library Network (INFLIBNET) was initiated by the University Grants Commission (UGC) in 1991 and became an autonomous Inter-University Centre in 1996, headquartered in Gandhinagar, Gujarat. While DELNET grew from a city outward, INFLIBNET was designed from the start to connect university and research libraries across the country. Its goals include automating academic libraries, creating union catalogues, promoting digitisation, and providing access to scholarly electronic resources. INFLIBNET runs several well-known programmes: Shodhganga, a national repository of theses and dissertations; ShodhShuddhi, a plagiarism-detection service for institutions; and the e-ShodhSindhu consortium for e-resources.
CALIBNET and other metropolitan networks
India developed a family of metropolitan networks alongside the national ones. CALIBNET in Kolkata was the earliest, established in 1986, and it initially connected several libraries to provide database creation and online bibliographic access. Other city networks followed the same pattern, including MALIBNET in Chennai, ADINET in Ahmedabad, PUNENET in Pune, MYLIBNET in Mysore, and HYLIBNET in Hyderabad. These were complemented by sector-specific and countrywide networks for research and education.
OCLC and WorldCat: the global level
At the international scale, the Online Computer Library Center (OCLC) is a global library cooperative serving libraries worldwide. Its foundation is WorldCat, a bibliographic database containing hundreds of millions of records representing billions of physical and digital items from libraries across the globe. WorldCat lets a librarian see which institutions anywhere hold a particular item, then place a request through OCLC’s WorldShare Interlibrary Loan system, described as the world’s largest interlibrary loan network. For Indian libraries that participate, this means readers can reach materials held by institutions on other continents, dramatically widening the pool of accessible knowledge.
Advantages of library networks
The benefits of joining a library network fall into a few clear categories, all rooted in the basic logic that cooperation achieves what isolation cannot.
Cost-effectiveness
The financial argument is the strongest. No library can afford to subscribe individually to thousands of expensive journals or buy every book its users might request. Through consortium-based purchasing, networks negotiate access to electronic resources at far lower rates than any single institution could secure. The e-ShodhSindhu consortium, formed by the Ministry of Education by merging earlier consortia, provides member universities, colleges, and technical institutions with access to thousands of peer-reviewed journals and a large collection of e-books and databases at subscription rates negotiated collectively. The savings from such collective bargaining are substantial compared with each institution purchasing on its own.
Improved accessibility
Networks expand what a user can reach far beyond the walls of their home library. A student at a small college gains access to resources held by large national institutions and, through global cooperatives, by libraries abroad. The union catalogue and digital delivery mean that a researcher does not need to travel to consult a rare item; the location of every resource is visible, and the material can be requested and delivered. This addresses one of INFLIBNET’s stated aims: enabling users dispersed across the country, regardless of location or distance, to access information by locating sources wherever they are available.
Efficiency and reduced duplication
Networks make the whole library system work more efficiently. Shared cataloguing means a book need only be catalogued carefully once before others copy the record, saving repeated effort across many institutions. Coordinated collection development lets member libraries plan their purchases together, so that instead of several nearby libraries all buying the same expensive title, they can divide acquisitions and rely on sharing to fill gaps. This avoids duplication in acquisition and ensures that limited budgets buy a wider overall range of materials.
Preservation and scholarly communication
Beyond day-to-day sharing, networks support longer-term goals. Repositories such as Shodhganga preserve and disseminate Indian scholarly output, ensuring that theses and dissertations remain accessible rather than locked in a single institution. By connecting researchers and making their work visible, networks strengthen scholarly communication across the academic community as a whole.
