A library can own a brilliant book on rural water management, a rare collection of Tagore’s lesser-known essays, or a niche technical manual on solar engineering. But if these books sit unnoticed on a shelf, gathering dust, they serve no purpose. This is exactly the problem that S.R. Ranganathan tackled with the third of his Five Laws of Library Science. The law states simply: every book its reader. The emphasis shifts to the book itself, insisting that each item in a collection has someone, somewhere, who would find it useful. The job of the library is to actively connect the two.

Understanding the third law: every book its reader

Ranganathan formulated his five laws in 1928 and published them in 1931. While the second law, “every reader his or her book,” focuses on the user and their right to find what they want, the third law turns the lens around and looks at the item. It argues that each book deserves to reach the individual or individuals who would benefit from it, no matter how small or specialised that audience may be.

This is a powerful idea. A library is not a graveyard for books. It is a service institution whose excellence is measured by how efficiently it meets user needs. Ranganathan often pointed out that patrons frequently do not know enough about a collection to ask for the right resource. They cannot request a book whose existence they are unaware of. So the library cannot wait passively for requests. It must take deliberate steps to push books towards their potential readers. As one interpretation neatly puts it, under the third law, resources actively look for people.

This responsibility falls on several shoulders, including the state, the library authority, the staff, and even the reader. Below, we look at the four main strategies a modern library uses to honour this law.

The importance of open access

The single most direct method Ranganathan prescribed for fulfilling the third law was open access, the practice of placing books on open shelves where readers can walk up, browse, and handle them freely. Before this idea took hold, many libraries kept books locked in cupboards or chained to shelves, with staff retrieving each item on request. This created long waits and, more importantly, killed discovery.

Open access changes everything because it enables serendipity. Consider a common experience: you go to the shelf looking for one specific title, and on the way you notice a book beside it that turns out to be exactly what you needed. Ranganathan himself measured a large increase in circulation after libraries adopted open access. When readers can physically browse, books that would never be requested by name suddenly find an audience.

The duties that come with open shelves

Open access is not a free-for-all. It places clear obligations on both staff and readers. The classified arrangement of books, meaning the placement of titles in the order of their subject relationships, must be constantly maintained. When readers pull books out and reshelve them carelessly, items end up in the wrong place and effectively become invisible. To counter this, staff must perform regular shelf rectification, restoring misplaced books to their correct positions. A misshelved book is, for all practical purposes, a lost book, so this routine work directly serves the third law.

Library promotion strategies

Open shelves alone are not enough. A library must actively market its collection so that books announce their presence. This is where promotion strategies come in, turning a quiet store of titles into a lively space of discovery.

Book displays and exhibitions

A well-designed display is one of the simplest yet most effective promotional tools. By pulling selected titles off the shelf and presenting them prominently, libraries highlight underused collections, serve casual browsers, and increase circulation. Displays are fundamentally about discovery, helping readers stumble upon great books they were not actively seeking. A display themed around a festival, an anniversary, or a current event gives books a context that a plain shelf cannot.

Exhibitions and book fairs work on a larger scale. In India, the National Library in Kolkata regularly organises book exhibitions and cultural programmes to draw the public towards its collections. Such events reshape the public image of a library from a mere repository into a dynamic community hub.

Reader engagement programmes

Beyond static displays, libraries run programmes that bring people and books together through shared activity. Author talks, book discussions, storytelling sessions for children, and reading challenges all create direct touchpoints between readers and resources. In India, National Library Week is celebrated in November to mark the birth anniversary of Ranganathan, and libraries across the country host special events, exhibitions, and demonstrations to attract new users and showcase what they offer.

Community-driven reading movements show how powerful engagement can be. The Cubbon Reads initiative that began in Bengaluru reclaimed a public park as a shared reading space and has since spread to several other cities. These programmes prove that connecting a book with its reader is often a social act, not just a transaction at a counter.

The active role of library staff

Staff are central to the third law. Their duty is not limited to issuing and returning books. They must make an effort to understand their readers and the books those readers need, offering reference help and pointing users towards relevant materials they might not know about. This professional practice of suggesting titles to readers is known as readers’ advisory, and it remains a fundamental library service. A knowledgeable librarian who guides a hesitant student to the right resource is the third law in human form.

Cataloguing and discovery tools

Promotion brings readers to the door, but they still need to locate specific items quickly. This is the work of classification, cataloguing, and metadata, the organisational backbone that allows any book to be found.

Classification systems and metadata

A library with thousands of books needs a logical method to arrange them so related subjects sit together. Schemes like the Dewey Decimal Classification and Ranganathan’s own Colon Classification organise materials so that users can quickly locate books related to their topics of interest. Good arrangement supports the browsing that open access makes possible, since a reader looking for one subject finds neighbouring titles on the same theme.

Cataloguing adds another layer. A catalogue entry rich with subject headings and references guides users to materials they had no idea existed. Ranganathan stressed that catalogues should include subject-based references precisely so that a book can be discovered through many different paths, not just by its title.

From card catalogues to discovery layers

The catalogue has evolved dramatically. The web-based Online Public Access Catalogue (OPAC) let users search remotely, and modern discovery layers go further with relevancy ranking and faceted search, allowing readers to narrow results by author, date, format, or subject. These features depend heavily on quality metadata, which is why accurate cataloguing matters so much. A book with poor or missing metadata is hard to surface, no matter how relevant it may be to a searcher.

Digital transformation

Ranganathan’s third law was written for a world of physical books, yet it has proved remarkably durable. The principle now applies to all information resources, not just physical objects, from e-books and journal articles to digital archives. The core mission is unchanged: help every resource find the people who need it most. Technology has simply given librarians powerful new tools to do this at scale.

Search engines and semantic discovery

Traditional catalogue searching demands precision. The user must know more or less what to type. Newer AI-enhanced systems relax this constraint by interpreting the meaning behind a query and surfacing related materials even without exact keyword matches. This reduces search friction and broadens discovery, helping a reader who only vaguely knows what they want. Researchers are even proposing smart OPAC frameworks that use knowledge graphs and semantic search to combat information overload and support exploratory browsing in digital collections.

AI and recommendation systems

Recommendation engines are perhaps the clearest digital expression of the third law. By analysing patterns of use, these systems suggest resources that patrons might never have encountered otherwise, much as a thoughtful librarian once did across a reference desk. AI is also being applied behind the scenes to generate metadata such as subject headings and keywords automatically, which directly boosts how discoverable a resource is in the catalogue. Chatbots and virtual assistants extend readers’ advisory beyond opening hours.

It helps to keep one distinction clear. Long before generative AI, libraries already used structured metadata, controlled vocabularies, and editorial curation to power recommendation and relevance ranking. The arrival of generative systems is a newer shift that adds summaries and contextual explanations. Both old and new tools serve the same Ranganathan goal.

These powerful tools carry responsibilities. Recommendation systems often require access to patron data, so libraries must prioritise user privacy and data security with robust policies. Connecting a book with its reader should never come at the cost of that reader’s trust.

Why the third law still matters

Across nearly a century, the methods have multiplied, but the philosophy has held firm. Open shelves, attractive displays, engaging programmes, thoughtful cataloguing, and intelligent search all answer the same question Ranganathan posed in 1928: how do we make sure no book is wasted? A library that takes this law seriously treats every title, however obscure, as a resource waiting for the right person. In a country where public libraries supported by bodies like the Raja Rammohun Roy Library Foundation are working to widen access, this law remains a practical guide, not just a historical one. The tools will keep changing, but the duty to connect knowledge with knowledge seekers endures.
