Picture a research scholar in a university library who has just found the perfect journal article for her thesis. There’s only one problem: her library doesn’t subscribe to that journal. A few decades ago, this would have been a dead end. Today, she simply requests the article, and within hours or days, a copy lands in her email inbox. This is the quiet power of Document Delivery Service (DDS), one of the most practical and widely used services that modern libraries offer. As research grows more specialised and information multiplies faster than any single library can collect it, DDS has become the bridge between what a user needs and what a library physically holds.

What is Document Delivery Service (DDS)?

Document Delivery Service is a library service that supplies users with copies of documents that are not available in their own library’s collection. The document is delivered either physically or electronically from another library or information centre, directly to the user upon request. It is sometimes called Document Supply Service (DSS), and the two terms are used interchangeably.

The documents involved are usually non-returnable items such as journal articles, conference papers, book chapters, reports, theses, dissertations, standards, and patents. The defining feature is that the user receives a copy to keep, rather than the original that must be returned. This is one of the key reasons DDS is treated as distinct from a simple inter-library loan, where the borrowed item has to be sent back within a fixed period.

At its core, the service involves four steps: identification, location, retrieval, and delivery of a specific document a user has asked for. The process typically begins when a user finds a reference to a needed document, perhaps through a database search or a current awareness alert, but discovers it is unavailable locally. They submit a request to their library with citation details such as the author, title, and publication information. The library then sources the document from an external supplier and delivers it to the user.

How DDS differs from inter-library loan

People often confuse Document Delivery Service with Inter-Library Loan (ILL), and the two are closely related, but they are not identical. In an inter-library loan, a library borrows a physical item, like a book, on behalf of a patron, and that item must be returned after use. Document delivery, by contrast, supplies a copy that the user can retain, and it is much more commonly associated with electronic delivery of articles and chapters. In short, ILL lends; DDS supplies. Many libraries operate both services together, and the line between them has blurred as technology has made copying and electronic transmission routine.

The need and characteristics of DDS

The fundamental reason DDS exists is simple: no library can own everything. Even large university libraries with generous budgets cannot subscribe to every journal or stock every book their users might need. The volume of published research has grown enormously, subscription costs keep rising, and storage space is finite. DDS addresses this gap by giving users access to a far wider universe of documents than any single collection could hold.

This matters most for research and higher education. A student writing a dissertation or a scientist working on a problem cannot afford to be limited only to what sits on the local shelves. DDS ensures that access to information is not restricted by geography or local holdings, allowing users to obtain articles, reports, and patents from repositories around the world.

Key characteristics of a good DDS

An effective document delivery service tends to share a few important qualities:

  • Speed: Turnaround time is critical. Researchers often need material quickly, so the faster a document arrives, the more useful the service.
  • Accuracy: The exact document requested must be supplied, with correct citation details, so the user does not receive the wrong article or edition.
  • Wide coverage: The service should be able to source documents from many libraries, publishers, and databases, not just one.
  • Cost-effectiveness: Delivery should be affordable, whether free to the user or charged at a reasonable fee.
  • Copyright compliance: The service must respect copyright law, which shapes how many copies can be made and how they may be used.

It also helps to understand where DDS sits among related library services. A Current Awareness Service (CAS) alerts a user that a new and relevant article exists, while abstracting and indexing services help identify it. But knowing an article exists is not the same as being able to read it. DDS is the step that actually delivers the document into the user’s hands. This is why it is often described as the culmination of a library’s access services.

Sources libraries use for document delivery

To fulfil requests, libraries draw on several types of suppliers. Understanding these helps explain how a single requested article can travel from a distant collection to a user’s screen.

Other libraries and library networks

The most traditional source is another library, usually one within a cooperative network. When libraries agree to share resources, a request that cannot be met locally is forwarded to a partner institution that holds the item. This is the backbone of resource sharing.

National document supply centres

Some institutions specialise in supplying documents on a large scale. The most famous example is the British Library, whose document supply operation is based at Boston Spa in Yorkshire. Through its On Demand service, users can search and order from around 170 million items in the British Library’s published collection. For decades, the British Library Document Supply Centre served as a primary source of foreign documents for libraries across the world, including many in India.

Publishers and commercial vendors

Many publishers now run their own document delivery platforms, allowing users to buy individual articles directly from digital repositories. These offer immediate access but often at premium prices. Commercial document suppliers and print vendors also fill requests, supplying either electronic copies or physical materials for a fee.

Types and models of document delivery

Document delivery has evolved through distinct stages, shaped largely by the technology available at each point. Broadly, the models fall into traditional and electronic categories.

Traditional document delivery

In the traditional model, a requested document was located in a physical collection, photocopied using reprographic techniques, and then mailed or couriered to the requesting library or user. This was reliable but slow. Turnaround times could stretch to weeks, and posting physical copies, especially across borders, was expensive. Fax later sped things up but offered poor image quality for many documents.

Electronic Document Delivery Service (EDDS)

The arrival of scanning, the internet, and email transformed the service. In Electronic Document Delivery Service (EDDS), a document is scanned, converted into a digital file such as a PDF, and transmitted to the user over the internet. The advantage is obvious: a request that once took weeks can now be filled in hours. Beyond speed, it is the sheer convenience of receiving a document wherever you are that has made EDDS the preferred method over traditional delivery.

A landmark tool in this shift was Ariel, an internet transmission software introduced in 1991 by the Research Libraries Group. Ariel allowed staff to scan an article, compress it, and transmit the image over the internet to another workstation anywhere in the world, where it could be converted to PDF and emailed to the user. Compared to standard inter-library loan, Ariel was simpler, faster, and cheaper, and it was adopted by thousands of institutions. Other systems such as Odyssey followed, and in many libraries plain email became the most popular delivery channel of all.

Document delivery service in India

India has built a strong infrastructure for resource sharing and document delivery, largely through national networks and consortia. For students here, these are the systems most likely to fulfil a document request.

INFLIBNET and the J-Gate model

The Information and Library Network (INFLIBNET) Centre, an autonomous body under the University Grants Commission, coordinates document delivery for the university system. It has designated libraries to fulfil inter-library loan requests from the comprehensive collection of journals subscribed under its consortium. INFLIBNET facilitates discovery and delivery through its JCCC (J-Gate Custom Content for Consortia) service, which acts as a single access gateway to thousands of journals. When a user finds an article through JCCC that their own library does not hold, the system can route a request to a partner inter-library loan centre. INFLIBNET also maintains IndCat, a unified catalogue with millions of records of books and theses across Indian universities.

DELNET

The Developing Library Network (DELNET) is one of India’s largest resource-sharing networks, connecting thousands of institutions across the country and beyond. DELNET offers inter-library loan and document delivery services to its member libraries, with requests for books registered online and requests for journal articles sent through email. Its union catalogues and databases of theses, dissertations, and e-books make it possible for members to locate material held anywhere in the network.

NASSDOC and subject-specific centres

Specialised centres serve particular disciplines. The National Social Science Documentation Centre (NASSDOC), under the Indian Council of Social Science Research, provides document delivery and inter-library loan services for social science scholars. Articles from its subscribed or open-access resources are emailed to users, and documents not held in-house are obtained through arrangements with partners such as DELNET. Similar services exist for science and technology, ensuring that researchers in every field have a route to the literature they need.

Document delivery continues to change as technology and the publishing landscape evolve. Several trends are shaping its future.

Digital-first delivery and copyright control. Electronic delivery is now the default, but it has raised new questions about how copies are used. To balance fast access with copyright law, suppliers use secure delivery systems. The British Library’s Secure Electronic Delivery sends encrypted, copyright-compliant PDF files to a user’s email. These systems control how long a document can be accessed and how many times it can be printed, allowing libraries to deliver instantly while respecting publishers’ rights.

International cooperation and consortia. No country’s libraries can be self-sufficient, so cross-border resource sharing keeps growing. Consortia pool subscriptions and negotiate access collectively, and networks link with global suppliers so that a request placed in one country can be filled from a collection in another. This collaborative approach makes the world’s published output far more reachable than any single library budget would allow.

Open access and discovery. The rise of open-access journals and repositories means a growing share of requested documents can be supplied at no cost, simply by directing users to a freely available version. As more research becomes openly licensed, the role of DDS is shifting partly toward helping users find and verify these free copies, alongside sourcing paid ones.

Automation and faster fulfilment. The latest direction involves automation and artificial intelligence to improve the speed, convenience, and security of delivery. Automated request routing, integration with discovery systems, and digital preservation of supplied documents are steadily reducing the human effort and waiting time involved in getting a document from a shelf to a screen.

Taken together, these trends point to a service that is becoming faster, more global, and more deeply woven into how research actually happens. Document Delivery Service began as a way to photocopy and mail an article; it has grown into a sophisticated, networked system that quietly powers a great deal of modern scholarship.
