Between the producer and the user sits a third party that collects, filters, repackages, and delivers what is actually relevant. These connectors are called information intermediaries, and they range from human experts like reference librarians and information brokers to fully automated systems running quietly behind your favourite apps. Understanding the different types helps explain how knowledge really moves through society, especially in a country as diverse as ours.

What is an information intermediary?
An intermediary is a person, group, or system that stands between two parties and adds value to the exchange. In the information world, that value comes from solving the problem of information overload. Not everything that exists is useful to a given person, so someone must search, evaluate, and customise content before it reaches the user. An information intermediary partners users with the right sources, filters out irrelevant material, and presents knowledge in a digestible form.
These roles were traditionally handled by librarians and other information professionals. As the information society grew more complex, new specialists emerged alongside them. A useful way to study these specialists, suggested by research on information distribution, is to sort them by institutional form: the for-profit firm, the non-profit organisation, and the government agency.
Profit and non-profit information intermediaries
The clearest dividing line among intermediaries is whether they charge for their service. This distinction shapes who they serve, how they operate, and what they prioritise.
Commercial intermediaries
Profit-making intermediaries treat information as a marketable commodity. The classic example is the information broker, an independent professional who locates, retrieves, and supplies information to clients for a fee. Brokers do not usually own large collections themselves. Instead, they know where to search, how to query databases efficiently, and how to package the findings for a paying customer such as a law firm, a market-research team, or a corporate strategy unit.
Information consultants form a closely related group. Rather than simply fetching documents, a consultant advises organisations on how to design, manage, and improve their information systems. The objectives of a consultant typically include providing requested information and offering expert guidance on solving information problems. Both brokers and consultants thrive in competitive sectors where timely, accurate information directly affects profit.
Non-profit intermediaries
Non-profit intermediaries provide access without a direct commercial motive. The reference librarian is the most familiar figure here, helping users frame their questions, navigate sources, and locate answers free of charge. Public libraries, academic libraries, and government information centres all operate on this service model.
A more subtle non-profit channel is the invisible college. Coined to describe the informal networks through which scholars share ideas, the idea was developed in detail by sociologist Diana Crane in her study of how knowledge spreads through scientific communities. Within an invisible college, researchers working on similar problems exchange preprints, data, and feedback long before findings appear in formal journals. The network is invisible because it has no official membership or building, yet it powerfully shapes which ideas gain traction.
Key types of human intermediaries
Beyond the profit divide, several specialised roles deserve a closer look because each handles a distinct stage of the information flow.
Online vendors
Online vendors are organisations that host large databases and sell access to them. Historically reached through dedicated dial-up search services, these vendors are now accessible over the internet through subscription platforms. They supply the raw searchable content that brokers, librarians, and researchers depend on, covering everything from scientific literature to patents and business intelligence.
Technological gatekeepers
A technological gatekeeper is an individual within an organisation who reads widely, attends conferences, and maintains contacts outside the firm, then channels useful information to colleagues inside. Studies of the role of gatekeepers in technical professions show they are exposed to professional literature far more frequently than their peers. They link internal teams to external sources, acting as a human bridge that keeps an organisation aware of developments it might otherwise miss. Unlike an invisible college, which spreads knowledge across institutions, a gatekeeper concentrates on importing it into one.
Emerging automated intermediaries
The most significant shift in recent decades is that intermediation no longer requires a human at all. Computer-based systems now perform filtering and advisory tasks at a scale no individual could match.
Collaborative filters
Collaborative filtering is the engine behind most recommendation systems you use daily. It predicts what a person will like by analysing the preferences of many other people with similar behaviour. When a shopping site suggests a product or a streaming service queues up a film, a collaborative filter is acting as your automated intermediary, narrowing an overwhelming set of options down to a manageable few.
Expert systems
An expert system captures the knowledge of human specialists in a set of rules so that a computer can offer expert-level advice. In libraries, expert systems have been applied to tasks like reference work and information retrieval, guiding users to the right resources through a series of structured questions. These systems represent an early form of artificial intelligence applied to information service, and they pave the way for the chatbots and virtual assistants now common on e-governance and learning platforms.
Vital intermediaries in rural India
In rural areas, where digital infrastructure and literacy levels vary widely, the most important intermediaries are often people who carry information physically to communities. They translate official schemes, scientific advice, and health knowledge into terms villagers can act on.
Extension workers
Extension workers advise, demonstrate, instruct, and train rural populations, most visibly in agriculture. The flagship institutions here are Krishi Vigyan Kendras (KVKs), district-level farm science centres linked to the Indian Council of Agricultural Research. According to the National Portal of India, a KVK places special emphasis on training farmers, farm women, and extension functionaries. Staffed by subject-matter specialists, KVKs convert research from agricultural universities into practical, local guidance on crops, soil health, and pest management, bridging the gap between laboratory and field.
Paramedical professionals
In rural health, frontline workers serve as critical information intermediaries. The Accredited Social Health Activist (ASHA) is a prominent example. Research on community health workers in rural India describes how ASHAs are selected from the very communities they serve and trained to raise awareness about health and its social determinants. They function as service extension workers and as activists who mobilise villagers towards better use of existing health services, carrying medical knowledge into homes that formal systems struggle to reach.
Block development officers
At the administrative level, the Block Development Officer (BDO) is a key node in the rural information chain. As described by the Rural Development department, BDOs work at the taluka or block level as administrative heads overseeing development work. They supervise extension officers and coordinate the flow of government schemes, subsidies, and official information between the district administration and the village panchayats. For many rural citizens, the BDO’s office is the practical point of contact with the state.
The changing role of intermediaries
Across all these categories, one pattern stands out: intermediaries reduce the distance between knowledge and need. A broker compresses a week of searching into a single report. A reference librarian turns a vague query into a precise answer. A collaborative filter sifts millions of options in milliseconds. An extension worker carries a research finding the last mile to a farmer’s field. As digital tools spread, the line between human and automated intermediaries is blurring, but the underlying purpose stays the same.
