Walk into any college campus and you will find a library full of books, journals, and bound volumes. Now picture a busy research laboratory, a pharmaceutical company, or a government policy office. The people working there rarely have time to flip through entire books. They need a precise answer, a summarised report, or a curated set of findings, and they need it fast. That gap between owning documents and delivering usable information is exactly where the information centre steps in. To understand what makes it distinct, we need to look closely at how it treats information itself, what functions it performs, and how it differs from the library we all know.

What is an information centre?
An information centre is an organisation, or a unit within a larger organisation, that is built specifically to collect, process, retrieve, and deliver information in response to the needs of its users. Most standard descriptions define it as a body charged with the collection, organisation, retrieval, and dissemination of information in any format. The key word in that definition is information, not documents. A library is happy to hand you a book and let you find the relevant paragraph yourself. An information centre is designed to locate that paragraph, extract its essence, and present it in a form you can act on immediately.
This focus also shapes how these centres are described in the broader field. Information science itself deals with the collection, organisation, storage, retrieval, and transmission of information, and the information centre is the practical institution where these ideas are put to work for a defined community of users.
Shifting from documents to information
The most important idea behind an information centre is a change in the unit of service. A traditional library deals with whole documents: a book, a report, a journal volume. An information centre deals with the specific facts, figures, or conclusions contained inside those documents. This is often called the move from the document level to the information level.
The document level versus the information level
Scholars studying information institutions point out that modern systems can deliver content at a micro level, the “information-level” rather than the “document-level”. The same source notes that documentation centres which appeared in the 1950s and 1960s, performing exactly this kind of focused work, are now commonly called information centres or knowledge centres. In other words, the information centre is the natural successor to the documentation centre, carrying forward the job of digging into documents to surface what actually matters.
Consider how this plays out in practice. A document is a container. Inside it may sit a single statistic, one experimental result, or a paragraph of policy guidance that a user urgently needs. In an information centre, trained staff read through these documents to distil that specific content, so the user receives an answer rather than a reading list.
Core functions of an information centre
The work of an information centre can be grouped into a clear cycle: acquire, store, process, retrieve, and disseminate. Each stage adds value, and together they explain why these institutions are treated as more than storage spaces.
Acquisition and storage
An information centre first builds a collection suited to a defined subject field, often a specialised one such as science, medicine, law, or industry. Rather than aiming for broad public coverage, it gathers databases, technical reports, standards, patents, and research literature relevant to its users. Storage is organised so that content can be pulled out quickly, frequently using structured files and databases rather than open shelves alone.
Processing: abstracting and indexing
This is where the information centre truly distinguishes itself. Through abstracting, it condenses a long document into a short summary of its main findings. Through indexing, it tags content with subject terms so that relevant material can be located in seconds. These techniques have long been central to such institutions. India’s premier documentation body, originally INSDOC and now part of a larger national institute, was historically engaged in providing scientific and technical information through activities such as abstracting and indexing, database development, and translation. Abstracting and indexing convert a heap of raw documents into a navigable, searchable system.
Retrieval and dissemination
Once content is processed, the centre must retrieve the right piece on demand and deliver it to the user. Dissemination is not an afterthought; it is a defining function. A widely used description states that an information centre is designed for storing, processing, and retrieving information for dissemination at regular intervals, on demand, or selectively, according to the express needs of users. Two service models are especially important here. Current awareness services (CAS) keep users updated on newly published material in their field. Selective dissemination of information (SDI) goes further by matching new content to each user’s stored interest profile.
SDI itself is a recognised method for notifying users about newly available documents that match their stated interests, first proposed by Hans Peter Luhn of IBM in the late 1950s. Special libraries and documentation centres expanded their basic activities by adding SDI as a value-added service that saves users time and protects them from information overload. This proactive, personalised delivery is something a conventional lending library rarely attempts.
Research support and value-added services
Beyond delivering content, information centres often analyse and consolidate it. They may compile state-of-the-art reviews, prepare bibliographies, run literature searches for a researcher, or even interpret data for decision-makers. Some specialised bodies, known as data centres, collect, organise, and disseminate mainly numerical data and provide measurement services for a defined subject field. The common thread is that staff add intellectual effort to the raw material, so the output is closer to a finished answer than a mere reference.
How information centres differ from libraries
It would be wrong to treat libraries and information centres as rivals. Both serve the larger goal of connecting people with knowledge. The difference lies in emphasis and in how each institution defines its product.
Macro-documents versus micro-information
A library typically provides the whole document and trusts the reader to extract value. An information centre provides not only the document but also the details of its contents, often delivering analysed or summarised information. Put simply, a library hands over the macro-document, while an information centre delivers the micro-information drawn from it. This single shift in the unit of service explains most of the other differences between the two.
Users and service style
Libraries, especially public and academic ones, serve a broad community for general study and reading. Information centres usually serve a narrower group of specialists such as scientists, engineers, doctors, or policymakers who need precise, field-specific support. As a result, the service style is more personalised and analytical. Where a library reference desk points you to a shelf, an information centre may run the search, summarise the results, and route fresh findings to you automatically through SDI. Both manage knowledge resources, but the information centre places far more weight on processing and delivering the information itself.
Information centres in the Indian context
India offers strong examples of this model in action. The country’s national documentation and science communication efforts grew out of bodies that combined library functions with intensive information work. The legacy organisation INSDOC, established in the early 1950s, hosted the National Science Library and built services around collecting, organising, and disseminating science and technology information generated in India and abroad. Its publications, including long-running abstracting services that index research from Indian scientific journals, show the information centre philosophy at scale: take a flood of scholarly output and turn it into organised, retrievable, summarised intelligence for the research community.
Such national bodies sit at the apex of a wider network that includes departmental information units, specialised data centres, and information analysis centres serving particular sectors. Each applies the same logic of acquisition, processing, and targeted dissemination, scaled to its own audience.
Why information centres matter today
The volume of published material now grows faster than any individual can read. In this environment, simply storing documents is not enough; the real challenge is evaluating quality and presenting content in a usable form. Information centres answer that challenge directly. They reduce the time professionals spend searching, cut down information overload, and supply analysed material that supports faster, better-informed decisions. As collections shift increasingly to digital databases and electronic publishing, the processing and dissemination skills at the heart of these centres become more valuable, not less. The institution that began as a documentation unit has quietly become a model for how knowledge work is done in a data-rich world.
