Every working professional faces problems that textbooks never fully solve. A librarian notices footfall dropping. A teacher sees students struggling with a particular concept year after year. The usual response is to guess at a fix and hope it works. Action research offers something better: a structured way to study a problem while you are actively solving it. It turns practitioners into researchers of their own practice, blending investigation and improvement into a single ongoing process. This is why action research has become one of the most practical and democratic forms of inquiry in education, libraries, healthcare, and social work.

Understanding action research
Action research is a method that aims to investigate and solve a problem at the same time. As the name suggests, research and action happen together rather than one following the other. The goal is not to produce knowledge for its own sake but to bring about real, measurable improvement in a specific setting.
The term was first coined in the 1940s by social psychologist Kurt Lewin, then a professor at MIT. Lewin argued that research producing nothing but books would not suffice, and he proposed a cyclical approach involving planning, taking action, and finding out about the results. His ideas became one of the foundations of what we now call action research.
The Oxford Research Encyclopedia describes action research as a collaborative, democratic, and participatory approach to systematic inquiry into a problem of practice within a local context. Three features stand out here. It is collaborative because it involves the people affected by the problem. It is participatory because those people are active contributors, not subjects being studied. And it is local because the solutions are designed for one specific situation rather than for universal application.
How action research differs from fundamental and applied research
It helps to place action research alongside its siblings. Fundamental research seeks to build theory and expand general knowledge, often without any immediate practical use in mind. Applied research takes existing theory and applies it to solve a defined practical problem, usually conducted by professional researchers for a wider audience. Action research narrows the focus even further.
The key distinction is who does it and why. Action research is typically carried out by practitioners within the context of their own work, and it is focused on finding practical solutions to immediate problems rather than developing theoretical knowledge. A teacher studying her own classroom, or a librarian examining her own reference desk, is doing action research. The findings may not generalise to every library or every school, and that is acceptable. The aim is to improve this practice, in this place, right now.
The cycle of action research
The most distinctive feature of action research is its iterative, cyclical nature. Instead of being a one-off study with a beginning and an end, it follows a continuous loop. The widely used model developed by Stephen Kemmis and Robin McTaggart describes this as a self-reflective spiral made up of four linked moments: planning, acting, observing, and reflecting, where each cycle informs the next. One loop rarely produces a perfect solution. Instead, the insights from the first cycle shape a sharper plan for the second, and so on.
Planning
The cycle begins by identifying a problem and developing a plan to address it. This is where you gather initial information, define the issue clearly, and decide what change you will introduce. The plan should set out your objective, the question you are trying to answer, and how you will collect evidence. Good planning often involves input from stakeholders through surveys, interviews, or simple conversations, so the problem is understood from more than one angle.
Action
Next, you put the plan into practice. This means introducing the intervention or change you designed, whether it is a new teaching technique, a redesigned signage system, or an extended set of opening hours. The action stage is deliberate and observed closely, because everything that happens during it becomes data for the next stage.
Observation
While the action unfolds, you systematically collect evidence about what is happening. This can be quantitative, such as circulation figures or test scores, or qualitative, such as feedback forms, observation notes, or focus group comments. The observation stage is where action research earns the word “research.” Without careful, honest data collection, you are simply changing things and hoping.
Reflection
Finally, you analyse and interpret what you observed. What worked? What did not? What surprised you? Reflection is the meta-learning heart of the process, where you make sense of the evidence and decide what to do next. Crucially, reflection does not end the cycle. It feeds directly into a revised plan, and the loop begins again. This is what makes action research a tool for continuous improvement rather than a single experiment.
Action research in libraries
Libraries are constantly evolving to meet community needs, which makes them a natural home for action research. The method gives librarians a framework to identify weak points and test improvements that directly affect their users, instead of relying on assumptions about what people want.
Consider a common situation. A library notices that visits are falling. Rather than guessing the cause, a librarian could plan an inquiry by surveying users about why they come less often. The action might be extending evening hours or relocating popular collections. Observation would track footfall and gather user comments, and reflection would reveal whether the change helped or whether a different approach is needed in the next cycle.
A documented example comes from a university library in Italy, where librarians used action research to improve how users perceived public services. A working group coordinated by a researcher carried out a double inquiry combining quantitative and qualitative methods, repeatedly reading user feedback and adjusting services in response. Notably, some staff were skeptical at first, but once they saw improvements made as direct answers to their feedback, they became more engaged. This points to a hidden benefit of action research in libraries: it improves not just services but staff morale and professional growth.
School libraries benefit too. Research published through the Education Resources Information Center describes how school librarians used personal action research to pursue innovations in their practice, with projects aimed at increasing book circulation, encouraging teachers to use professional collections, and even improving student behaviour. When librarians document and report this work, they send a powerful message about the value the library adds to the wider institution.
Action research in education
Education is where action research is most widely practised. Teachers are uniquely placed to study their own classrooms, and the method lets them tackle everyday challenges like low engagement, weak performance in a subject, or ineffective lesson designs. Because the teacher is both the researcher and the practitioner, the findings translate immediately into changed practice.
In India, this approach has institutional backing. The Central Institute of Educational Technology, a constituent unit of NCERT, runs a dedicated course on action research as a teaching and problem-solving methodology, describing it as a process for both solving and verifying problems. A typical school-level example might examine whether regular dictation practice improves achievement in English among students of a particular class, with the intervention tested, observed, and refined over successive cycles.
The value here is twofold. First, students benefit from teaching that is constantly tested and improved rather than repeated out of habit. Second, teachers grow as reflective practitioners who base decisions on evidence from their own rooms. This aligns closely with the constructivist idea that meaningful learning, for teachers as much as students, comes from doing, observing, and reflecting on real experience. Action research turns professional development from something done to teachers into something done by them.
What unites the library and the classroom is the same simple promise. You do not have to choose between studying a problem and solving it. With a clear cycle of planning, action, observation, and reflection, you can do both, and improve a little more with every loop.
