Imagine a brilliant piece of research locked away simply because it was written in a language you cannot read. For decades, this has been a real problem in science, technology, and the humanities, where critical findings appear in German, Russian, Japanese, French, and dozens of other languages. Translation services exist to solve exactly this problem. They form a quiet but essential information service that helps libraries and information centres connect users with knowledge that would otherwise stay out of reach. Let us explore why these services matter, how they actually work, and how the world keeps track of the millions of translations produced every year.

Why translation services are needed

Knowledge does not respect language boundaries. A significant share of the world’s scientific and technical literature has historically been published in languages other than English. After events like the launch of Sputnik in 1957, research output surged across the Soviet Union, Germany, Japan, and many other countries, and a large portion of this science and technology literature appeared in languages most readers could not access. This created an urgent demand for translation so that researchers everywhere could keep up.

The need is especially sharp for researchers and scientists. A scientist working on a problem cannot afford to ignore a relevant study just because it was published in a language they do not know. Most people are proficient in only one or two languages, so translation services become the bridge that lets them use the full body of global scholarship. In academic libraries, translating research papers, theses, and journal articles is treated as a core service precisely because scholars routinely need access to foreign-language studies.

This challenge is particularly visible in a multilingual society. With 122 major languages and more than 1,500 other languages spoken across the population, the gap between the language a document is written in and the language a reader understands is enormous. Translation services help close that gap, supporting education, research collaboration, and equitable access to information for diverse user communities.

What translation contributes to information work

Beyond individual research support, translation services strengthen the entire information ecosystem. They enable resource sharing between institutions across borders, support international research collaboration, and help preserve and circulate knowledge regardless of the language it was first recorded in. When libraries translate metadata or catalogue records, they make their collections discoverable to users worldwide. In this sense, translation is not a luxury add-on but a service that keeps knowledge genuinely accessible.

The translation process and its types

An important point, often credited to S. R. Ranganathan, is that the librarian is usually not the translator. Ranganathan regarded translation as lying on the “fringe” of documentation work rather than at its core. A librarian cannot be expected to know every language and every subject in the world, and they already have many other duties. Instead, the librarian’s real role is liaison work: acting as the link between the user who needs a translation and the person or agency who can produce it.

So who actually does the translating? The work may be handled by several types of people and agencies. These include the researcher or reader themselves, occasionally the librarian, a professional staff translator employed by the institution, a professional freelance translator, or an outside translation agency. When the volume of demand is continuous and heavy, an institution may appoint full-time staff translators. When demand is occasional, it makes more sense to maintain a panel of freelance translators who can be contacted as needed. Importantly, mere knowledge of a language does not make someone a good translator; subject understanding and cultural awareness matter just as much.

Manual and machine translation

Translation today happens along a spectrum from fully manual to fully automated. Manual or human translation relies on a skilled translator who understands the nuances, cultural context, and idiomatic expressions of both the source and target languages. This approach offers high accuracy and is preferred for sensitive, legal, technical, or publication-quality material. Its drawback is that it is slower and more expensive.

Machine translation (MT) uses software to convert text from one language to another. There are three broad types of machine translation: rule-based, statistical, and neural machine translation. Neural machine translation, which uses artificial intelligence to learn language patterns, now produces the most fluent results. Machine translation is extremely fast and can process huge volumes of text almost instantly, which makes it ideal for getting the general sense of a document quickly or for handling large, low-stakes content.

In practice, the best results often come from a hybrid approach. Here, a machine produces an initial draft, and a human translator then reviews, edits, and refines it, a step usually called post-editing. This combines the speed of the machine with the precision and judgement of a human. Tools like translation memory, which store previously translated terms and phrases, further improve consistency and efficiency on future projects.

Within institutions, several machine translation initiatives have been developed for Indian languages. Organisations like the Centre for Development of Advanced Computing (C-DAC) and academic groups at IITs and universities have worked on machine-aided translation, supported by the Technology Development for Indian Languages (TDIL) programme launched by the government in the early 1990s.

Forms of translation service

Translation services also differ in scope. Cover-to-cover translation means translating an entire periodical issue from the front cover to the back cover. This is a notable development for micro-documents and ensures that important scientific journals become fully available irrespective of language. Selective translation covers only the portions a user actually needs, such as a single article or section, which saves time and cost. Oral or summary translation involves a translator quickly conveying the gist of a document verbally or providing a short written summary, which is useful when a user only needs to judge whether a full translation is worthwhile.

Bibliographical control of translations

With millions of translations produced over the years, a serious problem arises: how do you find out whether a document has already been translated? Without coordination, the same article could be translated independently many times over, wasting effort and money. Bibliographical control solves this by registering, indexing, and listing translations so they can be located and reused. This is where translation pools, centres, and international indexes come in.

Translation pools and centres

A translation pool is a shared collection of translations that member institutions deposit and draw from through mutual cooperation. One of the earliest was the SLA Translation Pool, founded in 1953 and located in the John Crerar Library in Chicago. As research output grew, it was renamed the SLA Translation Center in 1957 and expanded to cover translations from commercial agencies and professional societies as well. It later became part of the Library of Congress, and its important publication, the Translations Register-Index, appeared from 1967. To help users locate translations quickly, such centres maintain printed indexes and bring out union lists of translations.

At the international level, the International Translations Centre (formerly the European Translations Centre) in Delft, the Netherlands, centralised translation announcements from participating agencies. It published the World Translations Index, which covered both cover-to-cover translated journals and ad-hoc translations of periodical articles, patents, standards, books, and regulations. This kind of registry meant that a researcher anywhere could check whether a needed translation already existed before commissioning a new one.

The Index Translationum

The most famous tool for the bibliographical control of translations is the Index Translationum, an international bibliography of translated books. It was created in 1932 by the League of Nations, and after the United Nations superseded the League, UNESCO took over the Index in 1946. Its records were computerised in 1979, and the database now holds well over a million entries covering translations published in roughly a hundred UNESCO member states, spanning literature, the natural and exact sciences, the social and human sciences, history, and art.

The Index works through international cooperation. Every year, national libraries or bibliography centres in participating countries send UNESCO bibliographical data on the books translated and published in their territory. Each entry typically records the author’s name, the original and translated titles, the languages involved, the translator, the publisher, and the year. Users can search this database by author, title, language, or country, which makes it a powerful tool for tracking what has been translated worldwide.

Translators’ associations and standardisation

Professional associations of translators play a quiet but important role in standardisation and quality. They help set professional standards, maintain directories of qualified translators, and represent the profession. For libraries, these directories are valuable because they let an information worker quickly identify a competent translator for a particular language and subject combination.

In India, the National Translation Mission (NTM) has taken on much of this coordinating role. Conceived in 2008 and implemented through the Central Institute of Indian Languages (CIIL) in Mysore, the NTM aims to make knowledge texts accessible across the country’s 22 scheduled languages. It maintains a National Register of Translators, a searchable directory where translators, evaluators, and discipline experts can register, and it works on certifying translators, building glossaries, and developing machine-aided translation tools. By acting as a clearing house for translation activity, the NTM strengthens both access and standardisation, much as international indexes do at the global level.

Taken together, translation pools, international indexes, and translators’ associations form the backbone of bibliographical control. They ensure that translation effort is not duplicated, that existing translations can be located, and that the quality of translated work can be trusted. For the information professional, knowing these sources and keeping them up to date is part of the liaison role that makes translation services genuinely useful.
