A technical enquiry service is a specialised form of reference and information service aimed at users in business, industry, research, and development. Instead of helping a student locate a textbook, it helps an engineer, a manager, or an entrepreneur find exact answers to technical, developmental, and regulatory questions that affect their work.

The defining feature is the nature of the query. A technical enquiry is rarely a simple factual question. It usually demands accurate, current, and reliable information that can directly influence a product, a process, or a commercial decision. For example, the Institute of Materials, Minerals and Mining runs a service where an information team taps into technical networks to help users select the right materials and processes, locate suppliers, and even investigate why a component failed in service.

These services are most commonly found in corporate libraries, research and development institutions, professional associations, and government documentation centres. The companies that maintain such libraries are heavily dependent on fast retrieval of information, which is why law firms, finance institutions, and high-tech firms invest in them.

How it differs from ordinary reference service

Ordinary reference work in a public or academic library deals with a broad mix of users and a wide range of general questions. A technical enquiry service is narrower and deeper. The user is typically a specialist who already understands the subject and needs a specific data point, a standard, a specification, or a piece of evidence. The librarian here functions less like a guide and more like a research partner who must understand the technical context of the question before answering it.

The term itself reflects this professional focus. In British and Commonwealth library practice, the word enquiry is often used in place of reference, with the phrase historically tied to industrial-era demands for practical, applied knowledge rather than purely academic study.

Purpose and scope of technical enquiries

Technical enquiry services exist to convert raw information into usable answers for people who must act on them. The scope is wide, but the purposes tend to fall into a few clear categories.

Solving technical problems

The most direct purpose is troubleshooting. An enquiry may concern why a material is failing, which process is suitable for a new product, or what the correct specification is for a particular component. Getting material and process selection right is fundamental to a product’s success, and a good enquiry service helps a firm avoid the costly consequences of getting it wrong. The information supplied is meant to be impartial and geared solely towards helping the user solve the problem at hand.

Supporting research and development

Industrial and scientific research depends on knowing what has already been done. A technical enquiry service helps researchers avoid duplicating work, points them to relevant prior studies, and supplies the data needed to design new experiments or processes. In India, this role is carried out at scale by institutions like CSIR, whose information arms exist to further industrial, scientific, and commercial development by providing timely access to relevant and accurate information.

Primary sources carry original, first-hand information. Secondary sources repackage and organise primary information for easier use. The benefits of these services are measured in time and money saved. By retrieving the right information quickly, a corporate library lets employees avoid hours of fruitless searching, and the information supplied can directly aid competitive intelligence work. A single accurate answer about a standard, a supplier, or a failed component can prevent expensive mistakes, shorten product development, and protect a firm from regulatory trouble.

For the information professional, running such a service demands more than retrieval skills. It requires subject understanding, knowledge of where specialised information lives, the judgement to evaluate source reliability, and the discretion to handle commercially sensitive enquiries in confidence.
