India generates an enormous amount of environmental data every day. Air quality readings, forest cover surveys, biodiversity records, pollution monitoring, and climate observations pour in from hundreds of institutions. Decades ago, this information sat in scattered files, unconnected and hard to find. A researcher in one state had no easy way to access pollution data gathered in another. To solve this problem, the Government of India built a dedicated information network called the Environmental Information System, or ENVIS. This post explains how ENVIS came into being, how it is structured, what it set out to achieve, and how it has evolved into the system we know today.

What is ENVIS?

ENVIS is a centrally sponsored programme of the Ministry of Environment, Forest and Climate Change (MoEFCC). Its core job is to collect, collate, store, retrieve, and disseminate environmental information for policy planning, decision-making, research, and public awareness. In simple terms, it acts as a structured pipeline that moves environmental knowledge from the institutions that generate it to the people who need it.

The system was designed to serve a wide range of users. These include policy planners, decision-makers in government, scientists and engineers, research scholars, and increasingly, ordinary citizens. Because the environment is a broad, multidisciplinary subject, no single organisation could cover it alone. So ENVIS was built as a network rather than a single office, drawing in many institutions that already worked on different aspects of the environment.

Creation and purpose

The Government of India established ENVIS in December 1982 as a plan programme during the Sixth Five-Year Plan period. The 1980s were a turning point for environmental awareness in the country. Deforestation, industrial pollution, and biodiversity loss were becoming serious concerns, and the Stockholm Conference of 1972 had already pushed environmental management onto the global agenda.

The problem at the time was not a lack of data but a lack of coordination. Useful information existed, but it was fragmented across departments, agencies, and research bodies. ENVIS was set up to fix this gap and become a single, organised platform for environmental information in India. The guiding idea was straightforward: knowledge is power, and giving decision-makers timely, reliable environmental information would lead to better policies and a healthier environment.

How ENVIS is structured

ENVIS works on a decentralised, hub-and-node model. Instead of storing everything in one place, it distributes responsibility across many specialised centres, each handling a defined subject. This design lets the system cover a vast range of topics while keeping each centre focused on what it knows best.

The focal point

At the top sits the focal point, located in the MoEFCC in New Delhi. The focal point coordinates the entire network. It directs policy, evaluates performance, releases funding, and ensures that the national effort in collecting and sharing environmental information stays integrated. Think of it as the control room that keeps every centre working towards a common goal.

Subject-specific and state centres

Below the focal point are the individual centres, often called ENVIS centres. These fall into two broad categories. Thematic or subject-specific centres are hosted by universities, research institutions, and specialised bodies, and each is assigned a particular theme such as pollution control, biodiversity, forestry, renewable energy, waste management, or coastal ecology. State and Union Territory centres, on the other hand, focus on the status of the environment within a particular state or UT.

The number of centres has grown and shifted over the years. The network was originally planned to expand to around seventy subject-specific and state centres, and at different points it has operated with figures close to 68 or 69 active centres. For example, the TERI centre on renewable energy and climate change has functioned as one such node since the mid-1980s, while the Central Pollution Control Board centre handles information on water, air, and noise pollution. This spread of host institutions is what gives the network its depth.

Objectives of ENVIS

The objectives of ENVIS are usually divided into long-term and short-term goals. The official scheme guidelines lay these out clearly.

Building a repository

The first major objective is to build a repository and dissemination centre in environmental science and engineering. This means creating dependable databases on subjects like air quality, forests, biodiversity, and climate change so that accurate information is available whenever it is needed. A reliable repository removes guesswork from environmental planning.

Using modern information technology

The second key objective is to adopt the best available technologies for acquiring, processing, storing, retrieving, and disseminating environmental information. From the start, ENVIS aimed to be more than a paper archive. Over time it became a web-enabled system, putting databases online so that users across the country could access them. This focus on technology aligns with broader digital governance goals, making environmental data reachable from anywhere.

Promoting information exchange

A third objective is to promote the exchange of environmental information, including cooperation with other developing countries. ENVIS was never meant to be inward-looking. Its purpose includes supporting sustainable development through organised access to information and active sharing among research institutions, NGOs, government bodies, and businesses.

Key programmes and activities

ENVIS does far more than maintain databases. Its centres run a range of programmes that turn raw data into useful services.

Research and information support

Each centre collects, verifies, and updates data within its subject area, then makes it available through query-and-response services, bibliographies, and online portals. Centres also publish newsletters and reports to spread specialised information to a wider audience. This research support is the backbone of the system and the reason policy planners can rely on it.

Environmental education and awareness

Awareness is a major focus. Centres organise campaigns, workshops, and competitions, especially around major environmental days, and many work with schools and communities. The aim is to build public understanding of environmental issues, not just to inform officials. This educational role has become more prominent as the programme has matured.

International cooperation

Because of its comprehensive network, ENVIS was designated as India’s National Focal Point for INFOTERRA, the global environmental information network run under the United Nations Environment Programme. To strengthen this role, ENVIS was further made the Regional Service Centre for the South Asia sub-region in 1985. This connected India’s environmental information system directly to a worldwide exchange of environmental knowledge.

Capacity building

ENVIS also took on capacity-building work. Since January 2002, it implemented the World Bank-assisted Environment Management Capacity Building Technical Assistance Project, which widened the network by involving institutions from state governments, academia, the corporate sector, and NGOs. This expansion helped ENVIS reach more subjects and more regions.

From ENVIS to EIACP

One important update often missed in older notes is that the programme has been restructured. In 2022, the ENVIS scheme was subsumed under the revamped Environment Education, Awareness, Research and Skill Development scheme. As part of this change, ENVIS was renamed the Environmental Information, Awareness, Capacity Building and Livelihood Programme (EIACP).

Under the new framework, the centres were reorganised. The thematic centres are now called Resource Partners and the state centres are called Hubs. The network currently runs through around sixty centres, made up of state-specific centres and thematic resource partners. The added focus on skill development and livelihoods reflects how the programme has grown from a pure information system into a wider environmental capacity-building effort, while keeping its original mission of organised environmental information at its core.

Why ENVIS matters

For students of information science, ENVIS is a textbook example of a national information system. It shows how a decentralised network can manage a complex, multidisciplinary subject without forcing everything into one central office. It also demonstrates the full information cycle in action: collection, collation, storage, retrieval, and dissemination, all aimed at real-world decision-making. The system links specialised producers of information with the users who depend on it, and it connects a national effort to a global network. These are exactly the principles that underpin good information management.
