Behind every great research breakthrough lies a quiet but powerful resource: an information centre that gathers, organises, and delivers knowledge to those who need it. Around the world, specialised information centres have served as the nerve centres of scientific progress, connecting researchers, policymakers, and industries with the literature and data they depend on. Three of these stand out as classic case studies in library and information science. Looking at how they were built and what they offer reveals a great deal about how science and technology information has been managed across different nations.

What makes an information centre “international”
An information centre is an organisation that collects, processes, stores, and supplies specialised information to a defined group of users. When such a centre serves a whole country’s research community and exchanges material with institutions across borders, it takes on an international character. These centres typically focus on a subject domain, most commonly science and technology, and offer services such as document delivery, literature searches, abstracting, translation, and database access.
The three centres examined here belong to Japan, Bangladesh, and Canada. Each was created to solve a national problem: how to give scientists fast, reliable access to the world’s growing body of technical literature. Studying them side by side shows both common patterns and interesting differences in how nations approached this challenge.
Japan Information Centre of Science and Technology (JICST)
The Japan Information Centre of Science and Technology, commonly known as JICST, was one of the most influential science information bodies of the twentieth century. It was established in August 1957 as Japan’s core institution for science and technology information. Its mission was to provide both national and international scientific and technical information to the Japanese public in a prompt and accurate way. Funding came from a mix of the Japanese government and private industry, giving it a semi-public, non-profit character.
Why JICST mattered
In its early decades, JICST was mainly concerned with foreign literature in the physical sciences. The idea was straightforward but important: Japanese researchers needed to know what was being discovered abroad, and JICST gathered, abstracted, and translated that material for them. The centre employed a large team, including subject specialists, and worked with thousands of outside collaborators who helped with abstracting and translating. This human network was the backbone of its abstracting service.
Pioneering database and computer services
JICST is remembered as an early adopter of computerised information handling. It installed a special-purpose computer for processing information as far back as 1961 and went on to develop online retrieval systems. Its JICST On-line Information System (JOIS) offered bibliographic retrieval and covered several databases, including its own research files alongside major international databases. This made JICST a genuine leader in moving from manual indexing to machine-based information retrieval, a transition many other countries were still attempting.
The centre also tried to share Japanese science with the world by producing an English version of its online databases, so that researchers outside Japan could access abstracts of Japanese scientific and technical work. At the time, JICST held the largest single database dealing with Japanese science and technology available anywhere.
What happened to JICST
JICST no longer exists under its original name. In 1996 it merged with the Research Development Corporation of Japan to form the Japan Science and Technology Corporation. In 2003 this body was reorganised into the Japan Science and Technology Agency (JST), which continues much of JICST’s information work today. For students of library and information science, JICST remains a textbook example of a national science information centre that combined large-scale abstracting with early computerisation.
Bangladesh National Scientific and Technical Documentation Centre (BANSDOC)
The Bangladesh National Scientific and Technical Documentation Centre, known as BANSDOC, is the national scientific research archive that supports research and development across Bangladesh. It is based in Dhaka and serves researchers, teachers, industrialists, technicians, and policymakers who need access to scientific and technical literature.
A history shaped by national change
BANSDOC has an interesting origin tied to the political history of the region. It began as a regional unit of the Pakistan National Scientific and Technical Documentation Centre (PANSDOC), operating from the premises of the East Regional Laboratories of the Pakistan Council of Scientific and Industrial Research. After the independence of Bangladesh, the centre was reestablished in 1972 as BANSDOC and placed under the Bangladesh Council of Scientific and Industrial Research. Its declared aim, according to Banglapedia, was to put the scientific literature of the world at the disposal of everyone active in science and technology in the country.
Services and digital growth
BANSDOC’s services follow the classic documentation-centre model. It offers document procurement and delivery, compilation of bibliographies, document reproduction, and translation. When a requested document is not available within the country, BANSDOC procures it from international sources, drawing on a wide network of local and foreign libraries. To fulfil requests, it also taps the resources of other national institutions, including health, development, and atomic energy libraries as well as major university collections.
The centre has worked steadily toward becoming a digital library. It runs an internet-based cyber service and maintains a set of online databases. These include a directory of scientists and technologists, records of current research projects, a national union catalogue of journals held by libraries, abstracts of national science and technology work, and collections of theses. For a developing nation, this represents a significant effort to build a scientifically oriented information infrastructure and rapidly disseminate knowledge.
Canada Institute for Scientific and Technical Information (CISTI)
The Canada Institute for Scientific and Technical Information, or CISTI, was for decades one of the world’s major sources of information in science, technology, engineering, and medicine. It functioned as Canada’s national science library and as a leading publisher of scientific information, serving researchers from industry, universities, government, and the general public.
From a council library to a national institute
CISTI’s roots reach back to 1924, when it began as the library of the National Research Council of Canada. According to the Canadian Encyclopedia, this library became the National Science Library in 1957 and was renamed the Canada Institute for Scientific and Technical Information in 1974, when it merged briefly with the Technical Information Service. From producing its first index using punched cards in 1962, CISTI built a reputation as an early adopter of new technologies for delivering information services to its clients.
A powerhouse of document delivery and literature searching
CISTI was best known for the scale and speed of its document delivery service, which supplied books, articles, reports, and conference papers from its own enormous collection and from libraries worldwide. According to a United States federal libraries directory, clients could order in more than a dozen ways, and an urgent service promised processing within two hours. Its collection was among the largest in North America, covering science, technology, engineering, and medicine, with particular strength in medical and pharmaceutical serials.
Beyond delivery, CISTI offered in-depth literature searches conducted by information specialists, searchable databases such as its CISTI Source product, and customised research, analysis, and competitive technical intelligence. It also served wider coordination roles, acting as Canada’s coordinator for the DOCLINE interlibrary loan network. Through its NRC Research Press arm, it was Canada’s largest publisher of peer-reviewed scientific journals.
The name lives on as the National Science Library
Like JICST, CISTI as a brand was eventually phased out. Following a government strategic review, the name shifted back to the National Science Library (NSL), which continues to provide tools and services for accessing research from the National Research Council and around the world. The NSL is now part of the Federal Science Libraries Network, a partnership of federal science libraries that lets users search several collections from a single portal. CISTI’s story shows how a national information centre can evolve in name and structure while keeping its core purpose intact.
Common threads across the three centres
Reading these three histories together reveals shared features that define a strong national information centre. Government backing: each was created or supported by national research bodies, ensuring stable funding and authority. Subject focus: all three concentrated on science and technology, the domains where keeping up with global literature matters most. Core services: document delivery, literature searches, abstracting, translation, and database access appear in every case. Technological adaptation: JICST pioneered computerised retrieval, CISTI moved from punched cards to digital delivery, and BANSDOC built online databases and a cyber service.
The differences are equally instructive. JICST and CISTI both eventually merged into or were renamed within larger organisations, while their original missions survived in new forms. BANSDOC, born out of a nation’s independence, illustrates how a developing country builds its information backbone from a modest regional unit into a national centre. Together, these examples form a useful comparative framework for understanding how information centres are organised and what they are meant to achieve.
Why these centres matter for information science students
For anyone studying information sources, systems, and services, these centres are more than historical names to memorise. They demonstrate the practical organisation of an information centre: how collections are built, how services are designed around user needs, and how technology reshapes delivery over time. They also show that information centres are living institutions. They merge, rename, digitise, and partner with others as national priorities shift. Understanding this evolution helps explain why today’s libraries increasingly operate as networked, digital service providers rather than simple storehouses of print.
