When a research scholar needs an obscure journal article, a policy analyst hunts for social science data, or a defence scientist requires the latest technical report, they rarely start from scratch. They turn to specialised national information centres built precisely for these tasks. These institutions act as central nodes in the flow of scientific, social, and technical knowledge, connecting researchers with the documents and services they need. Three names stand out as flagship examples of how information centres are organised at the national level: NISCAIR (now NIScPR), NASSDOC, and DESIDOC. Each serves a distinct community, yet all share a common mission of collecting, processing, and disseminating information efficiently.

What makes a national information centre

A national information centre is an organisation set up to serve an entire country’s research community in a particular domain. Unlike a college or public library that serves a local user base, these centres operate at the apex level. They build large specialised collections, develop databases, supply documents across the country, and often publish their own journals and reference works. They usually function under a parent body such as a research council or a government department, which gives them both authority and funding stability.

The three centres discussed here illustrate the range of subject areas covered: pure and applied science, the social sciences, and defence research. Studying them together shows how the organisation of an information centre adapts to the needs of its users.

NISCAIR: the science communication powerhouse

NISCAIR stands for the National Institute of Science Communication and Information Resources. It was a premier institute of the Council of Scientific and Industrial Research (CSIR), devoted to science communication and the management of science and technology information using modern IT infrastructure.

How it came into being

NISCAIR was formed on 30 September 2002 through the merger of two long-standing CSIR bodies: the National Institute of Science Communication (NISCOM) and the Indian National Scientific Documentation Centre (INSDOC). NISCOM traced its origins to the Publications and Information Directorate set up in the early 1950s, while INSDOC was established in 1952 with technical assistance from UNESCO. Combining a publishing arm with a documentation arm created a single institute capable of handling the full information cycle, from collecting raw data to printing finished publications.

An important update worth noting: in 2021, NISCAIR merged with the National Institute of Science, Technology and Development Studies (NISTADS) to form the National Institute of Science Communication and Policy Research (NIScPR). The services and resources associated with NISCAIR continue under this new identity, so students will encounter both names in their study material.

Services offered

The institute offered a wide range of services that map neatly onto the functions of a documentation centre. Key offerings included:

  • Document Copy Supply Service: supplying copies of articles from Indian and foreign journals, as well as copies of patents and standards, to the scientific community at nominal charges.
  • Literature Search Service: conducting literature searches and compiling bibliographies on request, saving researchers significant time.
  • Translation Service: translating technical documents from several foreign languages such as French, German, Russian, Spanish, Japanese, and Chinese into English, with reverse translation also available for short texts.
  • Inter-Library Loan and e-Journals access: connecting users to materials held elsewhere and to electronic journals.
  • National Science Library: a major collection inherited from INSDOC that anchors the institute’s reference services.

Publications and digital resources

NISCAIR was equally well known as a publisher. It brought out a large number of peer-reviewed research journals along with popular science magazines such as Science Reporter, Vigyan Pragati, and Science Ki Duniya. It also produced the multi-volume Wealth of India, an encyclopaedic reference on the country’s raw material resources. On the digital side, it developed the Traditional Knowledge Digital Library and an online periodicals repository offering full-text access to its journals. Human resource development was another pillar, with training programmes in library and information science, documentation, and science communication.

NASSDOC: the home of social science research support

NASSDOC, the National Social Science Documentation Centre, fills the same role for the social sciences that NISCAIR did for the physical sciences. It is a constituent division of the Indian Council of Social Science Research (ICSSR) and serves as the country’s leading information centre for social science research.

Origins and purpose

NASSDOC was established in 1970 as a division of the ICSSR. Its purpose from the start was to provide library and information support to social science researchers across the country, whether they work in universities, autonomous research bodies, government policy and planning units, or business and industry. The ICSSR itself funds a network of research institutes and regional centres, and NASSDOC extends support and guidance to the libraries of these institutions.

Core services for researchers

NASSDOC’s services are tightly focused on the practical needs of researchers, especially doctoral scholars. The centre offers:

  • Bibliography on demand: a particularly useful service for scholars who lack access to electronic databases or who are not comfortable with online searching.
  • Current awareness services: keeping researchers informed about new publications in their fields.
  • Document delivery: supplying needed documents through inter-library loan or photocopying.
  • Study grants: financial support for PhD candidates to travel and consult library collections elsewhere in the country.
  • Grants-in-aid: funding for individuals undertaking bibliographical or documentation projects.
  • E-resources: access to online databases and electronic resources for ICSSR research institutes and regional centres.

Databases, training, and outreach

Beyond direct services, NASSDOC develops databases and information-locating tools, some of which are made available for sale. These include databases of research project reports and PhD theses, along with directories of social science libraries, research institutions, and teaching bodies. The centre also runs continuing education programmes for professional skill development and operates a sales counter to distribute ICSSR publications widely. By integrating its traditional collection with a web-enabled catalogue (WEBOPAC) and online databases, NASSDOC has steadily modernised the way social scientists access information.

DESIDOC: information at the service of defence

DESIDOC, the Defence Scientific Information and Documentation Centre, is the third example and the most specialised. It is a division of the Defence Research and Development Organisation (DRDO) and acts as the central information resource for the entire DRDO network.

From bureau to laboratory

DESIDOC has a long institutional history. It began functioning in 1958 as the Scientific Information Bureau under the Defence Science Laboratory. The DRDO library, whose roots go back to 1948, became part of this bureau in 1959. In 1967 the bureau was reorganised and renamed the Defence Scientific Information and Documentation Centre, and on 29 July 1970 it became a self-accounting unit and a full laboratory of DRDO. Located at Metcalfe House in Delhi, it moved into a purpose-built five-storey building within the same complex in 1988.

Services tailored to the defence community

Because its users are defence scientists working on sensitive and advanced projects, DESIDOC’s services are built around rapid and reliable access to technical literature. Its main functions and services include:

  • Defence Science Library: a well-equipped library holding around 262,000 documents that anchors the centre’s reference work.
  • Library and information services: including online public access catalogues, document supply, and resource sharing among DRDO laboratories.
  • Translation services: rendering foreign technical material into usable form for scientists.
  • Publications: functioning as the publication wing of DRDO, bringing out research journals, monographs, technical bulletins, and popular science publications.
  • Digital library and e-services: digitising DRDO research papers and providing access to databases and newspaper archives.

DESIDOC is organised into several verticals, including the Defence Science Library, network services, digital library and e-services, publications, multimedia, marketing, and printing. These divisions work together to meet the information needs of DRDO scientists. The centre also developed its own integrated library management software, reflecting how a specialised centre often builds tools suited to its particular environment.

Comparing the three centres

Looking at these three together reveals a clear pattern in how national information centres are organised. Each operates under a powerful parent body: NISCAIR under CSIR, NASSDOC under ICSSR, and DESIDOC under DRDO. Each serves a defined user community with a collection and set of services tuned to that community. And each combines several common functions: building a major library, supplying documents, conducting literature searches, offering translation, publishing material, and training personnel.

The differences lie in emphasis. NISCAIR leaned heavily towards publishing and popular science communication for a broad public. NASSDOC concentrates on supporting individual researchers, especially through grants and bibliographies. DESIDOC operates within a controlled defence environment, prioritising speed, security, and direct service to a fixed network of laboratories. Together they show that the organisation of an information centre is never one-size-fits-all; it is shaped by the subject, the users, and the parent institution.

Why these centres matter today

In an age of search engines and open databases, one might ask whether such centres are still relevant. They very much are. A great deal of specialised, grey, and proprietary literature never appears freely online. Patents, standards, technical reports, theses, and foreign-language documents still require expert intermediaries to locate and supply. These centres also preserve institutional memory, maintain quality control through peer-reviewed publishing, and train the next generation of information professionals. For students of library and information science, they remain living case studies in how documentation services are designed and delivered at scale.
