Walk into any college or public library and you will see shelves of bound volumes standing neatly together. What you do not see is the quiet decision that sat behind each one: should this item be bound at all? Binding is expensive, time-consuming, and in many cases irreversible. Not every book, journal, or pamphlet deserves it. Knowing how to decide what is to be bound is one of the most practical skills a library professional can develop, because a wrong call wastes money on materials that should have been discarded and risks losing materials that should have been saved.

Why the binding decision matters
Binding secures loose pages together and attaches them to a protective cover so that an item becomes durable and usable. For libraries it does much more than hold pages in place. It provides structural support, shields contents from dust and moisture, improves handling, and keeps the intellectual content available for the long term. The Library of Congress preservation team describes binding as a core part of caring for a print collection that runs into millions of items.
But binding has a cost. A professional library binding involves milling the spine, resewing or adhesive-binding the text block, and casing it in sturdy buckram. That labour and material cost money and staff time. Because budgets are limited, libraries cannot bind everything. Each item has to earn its binding by being worth the investment. This is why selection sits at the heart of the binding process. The goal is to spend the preservation budget where it does the most good.
Evaluating materials before binding
The first stage is assessment. Before any item is sent to a binder, the librarian weighs several factors together rather than in isolation. A book might score high on one factor and low on another, and the final call depends on the balance. Three considerations dominate this evaluation: physical condition, content value, and frequency of use.
Physical condition
Condition decides whether binding is even possible. An item must be largely complete and in reasonably sound shape for binding to succeed. The paper itself is the critical test. If the pages are still flexible and the text block is intact, binding can give the item a long second life. If the paper has turned brittle, binding becomes the wrong choice. Brittle books show acidic deterioration: yellowing pages that snap or crumble at the corner rather than fold. As the University of Washington Libraries notes, such books cannot be repaired or rebound without causing further damage, because the binding process puts stress on paper that can no longer take it.
This problem is widespread. From the 1850s onward, machine-made paper used acidic wood pulp, and over decades that acid slowly destroys the paper from within, a process so common it was nicknamed “slow fire.” A great deal of twentieth-century library material is affected. So condition assessment is not just about torn covers; it is about whether the paper can survive the procedure at all.
Content value
The second question is whether the content is worth keeping. Libraries distinguish between the value of the information inside an item and the value of the item as a physical object. A standard textbook has high informational value but little artifactual value, so binding to protect the content makes sense. A rare first edition or a manuscript carries value as an object in itself, and that changes the approach entirely. Items with lasting research, academic, or cultural significance justify the cost of preservation, while a routine paperback that has lost its relevance may not be worth keeping in the collection at all.
This is where collection policy meets preservation. The honest question, as practitioners often phrase it, is simply whether the item is worth keeping. Most small and medium libraries cannot retain everything they receive, so each candidate for binding is also a candidate for review against the library’s collection development goals.
Frequency of use
Usage is often the deciding factor. Materials that circulate heavily or are consulted often in the reading room take a beating from repeated handling, and binding helps them withstand it. A book borrowed dozens of times a year needs a robust binding far more than one that is touched once a decade. The American Library Association points out that because books differ both in value and in how they are used, an appropriate binding choice depends on matching the treatment to the item’s actual role in the collection.
Usage also works the other way. Many libraries have shifted to a needs-based model in which items are bound only when use or condition demands it, rather than binding everything in advance. Harvard’s preservation services moved its serials program away from pre-emptive binding toward a more selective approach, sending low-use titles to storage instead of routinely binding them. The lesson for any library is that binding should follow demonstrated need.
Binding versus replacement
Once an item passes the evaluation, a second decision appears. Should the library bind or rebind it, or simply replace it with a new copy? Both restore a usable item to the shelf, so the choice usually comes down to cost and availability.
Comparing the costs
The most direct test is financial. If binding an item costs less than buying a fresh copy, binding is the economical choice. Binding prices vary by binder and by the size of the volume, and in many cases it is cheaper to rebind an older book than to purchase a new edition, as outlined in this overview of basic binding procedures. The calculation should include staff handling time and shipping to the bindery, not just the binder’s quoted price. When a new copy is cheap and easily ordered, replacement is often the simpler path and avoids tying up an item at the bindery for weeks.
There is also a subtler cost point worth remembering. Buying another copy of the same old edition can be a false economy, because a second-hand copy printed on the same acidic paper will likely become brittle just as quickly. In such cases a modern reprint, if one exists, is a better replacement than a duplicate of the original.
Considering availability
Availability can override the cost calculation entirely. An item that is out of print, rare, or otherwise difficult to replace deserves binding even when the arithmetic looks unfavourable, simply because there is no easy substitute. If the only copy in the region is the one on the library’s shelf, preserving it through binding protects access that money alone cannot restore. This is especially relevant for serials. A complete bound run of a journal is far more valuable than scattered loose issues, and missing numbers should be sourced to fill the gaps before a volume is sent for binding, since a binder needs a complete and orderly set to work with.
When binding is not the right answer
Some items should never go to a commercial binder, and recognising them is just as important as choosing what to bind. According to the established practice for library binding, a volume should not be sent to a binder if its paper is brittle, if it has value as an artifact, if it can be repaired in-house, or if it first needs specialist conservation treatment. Forcing such items through a standard binding workflow damages them.
For these materials, libraries turn to alternatives. Fragile or damaged items can be placed in a protective enclosure, often called a phase box or four-flap case, which stabilises them on the shelf without any stress to the binding. Rare and historically significant items go to a trained conservator for careful, reversible treatment that respects the original object, an approach the Northeast Document Conservation Center distinguishes sharply from routine library binding.
Where the value lies in the information rather than the physical object, reformatting is the answer. Brittle books whose content must be saved can be reformatted through digitisation or preservation microfilming, which creates an access surrogate while the fragile original is boxed and retired from regular handling. The reformatting guidance from the NEDCC explains that this route suits material with greater informational value than artifactual value, exactly the category where binding would be a waste. Pamphlets and other short-lived items usually fall outside binding too; they are better protected with simple covers, boxes, or in-house enclosures.
A practical decision framework
Putting it together, the binding decision follows a clear sequence. First, ask whether the item is worth keeping in the collection at all. If yes, check the physical condition, paying special attention to brittleness, since brittle paper redirects the item to boxing or reformatting rather than binding. If the item is sound and worth retaining, compare the cost of binding against the cost of replacement, then factor in availability so that scarce or out-of-print material is preserved regardless of the arithmetic. Finally, route rare, artifactual, or specially fragile items to conservation rather than the standard bindery.
This framework turns binding from a routine reflex into a deliberate act of collection care. The point of preservation is not to bind as much as possible, but to apply the right treatment to the right item, so that the budget protects the materials that genuinely need it and the rest are handled in ways that suit their condition and worth.
