When you walk into a library, books are usually the first thing that comes to mind. But sitting alongside those shelves of monographs is a quieter, busier collection that demands far more attention: serials. Journals, magazines, newspapers, and annual reports arrive issue after issue, year after year, with no fixed end in sight. Managing them is one of the most demanding routine operations a library performs, and it requires a level of precision that one-time book purchases never do. This is the world of serials control, and understanding it reveals just how much careful work goes into keeping current information flowing to readers.

Understanding serials and why they matter
A serial is any publication issued in successive parts, usually at regular intervals, and intended to be continued indefinitely. The ALA Glossary of Library and Information Science defines a serial as a publication issued in successive parts at regular intervals and meant to continue indefinitely. This broad category covers periodicals, journals, newspapers, annuals such as reports and yearbooks, and the proceedings and transactions of learned societies.
The crucial difference between a book and a serial lies in how each behaves over time. A book is a finished, self-contained work. You buy it once, process it once, and it sits on the shelf. A serial is never “finished.” Each issue is only one piece of an ongoing stream, and the library must keep receiving, checking, and recording those pieces for as long as the subscription continues.
Why serials are so valuable
Serials are prized because they deliver current and timely information. A book may take two or three years to move from manuscript to print, but a journal can publish new research within months. A medical researcher depends on the latest issues of journals like The Lancet to track new treatments, and a management student turns to current economic and industry reports that appear monthly or quarterly. In academic and research libraries, this rapid dissemination of new knowledge makes serials indispensable for teaching, learning, and scholarship.
The budgeting challenge
This value comes at a steep price. In many libraries, especially special and research libraries, periodicals take the lion’s share of the materials budget. The financial planning is also far more complex than for books. A book is a one-time purchase, so its cost is predictable and final. A serial subscription is a recurring annual commitment that must be paid in advance, and the cost tends to rise every year due to inflation and publisher pricing policies. Librarians must therefore evaluate every title each year, weigh its cost against its usage, and decide whether to renew, retain, or cancel. Budgeting for serials is never a single decision; it is a continuous balancing act.
Challenges in managing serials
The ongoing nature of serials creates a set of problems that simply do not exist with books. Each of these challenges requires dedicated procedures and constant vigilance.
Title changes, mergers, and splits
Serials frequently change their identity. A journal might alter its title to reflect a new scope, merge with another publication, or split into two separate titles. These changes in title, frequency, mergers, and splits create real cataloguing complexities. The library must track every change carefully so that records remain accurate and readers can still find the publication under its new name. A useful international tool here is the International Standard Serial Number (ISSN), which gives each serial a unique identifier and helps libraries manage these identity changes.
Periodicity and irregular receipt
Serials come in many frequencies: daily, weekly, fortnightly, monthly, quarterly, biannual, and annual. A title may also change its periodicity, for instance shifting from quarterly to biannual publication. Because issues arrive in parts rather than as a complete set, the library needs a meticulous check-in process. Without it, gaps in the collection go unnoticed until a reader needs a missing issue.
Missing issues and claiming
Issues do go missing. They may be lost in transit, never dispatched by the publisher, or damaged on arrival. A core function of serials control is claiming: identifying which expected issues have not arrived by their due date and sending reminders to the supplier or publisher to obtain them. The longer a claim is delayed, the harder it becomes to recover a back issue, since publishers print limited stock.
Vendor and subscription agent management
Few libraries deal directly with hundreds of individual publishers. Instead, they work through subscription agents or vendors who consolidate orders, handle payments in multiple currencies, and follow up on claims. This simplifies administration but introduces its own task: the library must evaluate vendor performance, monitor service quality, and maintain a healthy relationship to ensure issues arrive reliably and renewals are processed on time.
Ordering and renewals of serials
Acquiring serials follows a cycle that repeats every subscription period. It begins with selection and ends, sometimes, with cancellation.
New subscriptions
A new subscription starts with a selection decision, usually based on recommendations from faculty, researchers, or the library committee, balanced against the budget and the existing collection. Once a title is approved, the library places an order, typically through a subscription agent, specifying the start volume and the period of subscription. Because payment is generally made in advance, accurate records of what has been ordered and paid for are essential from the very first step.
Renewals
Renewal is the most regular activity in serials acquisition. Most subscriptions run for a calendar or academic year, so well before expiry the library must decide which titles to continue. This decision draws on usage data, cost trends, and feedback from users. Renewals are often submitted to the vendor as a consolidated list, and the library must verify that every renewed title resumes without a gap in issues.
Cancellations
Cancellation is a difficult but necessary part of the cycle. When a title is little used, has become too expensive, or duplicates content available elsewhere, the library may drop it. For some serials, particularly trade magazines and newsletters used mainly for current awareness, indefinite retention may not be justified given the added costs of binding and storage. Sound cancellation decisions free up funds for more valuable titles and keep the collection aligned with actual needs.
Methods of registering serial issues
Registration, also called recording or check-in, is the heart of serials control. Every issue that arrives must be recorded so the library knows what it holds, what is overdue, and what needs claiming. Over the decades, libraries have used several systems to do this.
The ledger or register system
The oldest method is the ledger system, in which records are kept in a bound register with each page allotted to a single periodical. As issues arrive, staff write the details on the relevant page. It is simple and inexpensive, but it has serious drawbacks. A bound register cannot be rearranged, pages run out as a title accumulates issues over years, and locating a single entry among hundreds of titles becomes slow and error-prone.
The three-card system
To overcome the rigidity of the ledger, the three-card system was introduced by Dr. S. R. Ranganathan. It uses three cards, each measuring 5″ x 3″, for every periodical:
Register Card: Records the name of the periodical, the supplier, the periodicity, order details, the annual subscription, payment information, and the issues received with their dates of receipt. These cards are arranged in a tray in alphabetical order to support a title approach.
Check Card: Considered the most important contribution of this system. It carries columns for volume and number, due dates, and details of reminders, allowing staff to spot quickly when an expected issue has not arrived so a claim can be raised without delay.
Classified Index Card: Shows the volumes the library holds for each periodical, along with details of supplements and cumulative indexes.
The card format allowed easy insertion and rearrangement, making it far more flexible than the ledger, though it still depended on manual updates.
The Kardex system
The Kardex system was a widely used method of recording serials and is a form of visible record-keeping. In India it was introduced by Remington Rand. It uses a steel filing cabinet fitted with trays of overlapping card holders, each card protected by a sliding cover and visible at its lower edge without removing it. For each title, a card records the issues as they arrive, and a related card tracks payments to the supplier. Because the title strip of every card is visible at a glance, staff could scan a whole tray quickly to check holdings and identify gaps. The Kardex helped control incoming serials, claim missing issues, and answer queries about current holdings efficiently.
Automated serials control
Today, these manual systems have largely been replaced by the serials module of an Integrated Library Management System (ILMS). Modules such as those in Koha, SOUL, LIBSYS, and NewGenLib handle subscription, renewal, cancellation, check-in, and claiming electronically. Automated control improves speed and accuracy, generates timely reminders for non-received issues, produces management reports, and allows the serials database to be searched online at any time. The underlying logic, however, remains the same as the register and check cards of earlier decades.
Binding and preservation of serials
Once a volume of a journal is complete, the loose issues need to be turned into a durable, shelvable unit. This is where binding and preservation come in.
Why bind serials
Library binding is a protective hardbound binding meant to give a book or a bound set of serials durability and long-term preservation. Loose issues are flimsy, easily lost, and prone to damage. Binding a year’s issues into a single volume keeps the set complete, protects the pages from wear, and makes the volume easy to shelve and locate. Covers are typically made of buckram, a sturdy cotton cloth, and bound serials of the same title are usually bound in the same colour to show that the volumes belong together.
Selective, needs-based binding
Not every serial needs binding. Many libraries have moved from binding everything to a needs-based approach, binding only titles that cannot stand properly on the shelf or that will see heavy use. Thin issues may be stored together in pamphlet binders or envelopes, while only substantial, frequently used runs justify the cost of full commercial binding. This selective approach saves money and storage space without sacrificing the protection of important material.
Organising current issues and back volumes
Libraries usually separate current issues from older bound material. New issues are displayed as-is, and once enough issues accumulate they are bound into a collected volume. Current issues are typically placed on open display racks so readers can browse the latest content, while back volumes are shelved in a separate section, arranged alphabetically by title. Many libraries keep a current issue in a holder right beside the bound volumes of the same title, giving readers a continuous run from the newest issue back through the years.
Standards and storage
Binding is usually carried out by a commercial bindery following recognised standards, with issues grouped into logical volumes of manageable thickness so they open easily and survive repeated handling. Beyond binding, preservation also means controlling the storage environment, since stable temperature and humidity protect paper from deterioration. With the growth of electronic journals, many libraries now also rely on digital archiving and licensed online access as a complement, or alternative, to physically binding and storing print runs.
