Quality does not happen by accident. Behind every well-run library, manufacturing line, or service desk sits a set of ideas developed by a handful of thinkers over the last century. These individuals turned vague notions of “good work” into clear, repeatable methods that organisations still use today. Total Quality Management (TQM) is the philosophy that brings their ideas together: a commitment to continuous improvement involving every person in an organisation. To understand how TQM works, it helps to meet the people who built it. This post introduces the major gurus of TQM, the concepts they gave us, and why they still matter for anyone managing a library or information centre.

Walter A. Shewhart: the father of statistical quality control
The story of modern quality begins with Walter A. Shewhart, an American physicist, engineer, and statistician who worked at Bell Telephone Laboratories in the 1920s. He is often described as the grandfather of statistical quality control, and his ideas form the foundation that every later guru built upon.
Shewhart’s central insight was simple but powerful: every process has variation, and not all variation is the same. He separated variation into two types. Common-cause (or chance-cause) variation is built into a process and affects every outcome. Special-cause (or assignable-cause) variation comes from a specific, identifiable source. To tell these two apart, in 1924 he created the control chart, a tool that plots data over time with upper and lower limits so managers can see when a process is genuinely out of control rather than just naturally fluctuating.
This work laid the foundation for Statistical Process Control (SPC), the practice of using statistics to monitor and improve a process while it is running, rather than inspecting products only after they are made. In 1931 he published Economic Control of Quality of Manufactured Product, a book still referenced today.
The PDSA cycle
Shewhart also developed what became known as the PDSA cycle: Plan, Do, Study, Act. This is a continuous loop for improvement. You plan a change, carry it out on a small scale, study the results, and then act on what you learned, either by adopting the change or trying something different. The cycle then repeats. As you will see, this idea travelled far beyond Bell Labs and became one of the most widely used improvement tools in the world.
W. Edwards Deming: 14 points and the rise of Japanese quality
If Shewhart planted the seed, W. Edwards Deming spread it across the globe. Deming was a statistician who studied under Shewhart and then took these ideas to Japan after the Second World War. Invited to teach Statistical Process Control to Japanese business leaders, he argued a message that seemed counterintuitive at the time: improving quality actually lowers costs while raising productivity and market share. Japanese firms like Toyota and Sony adopted his thinking and went on to dominate global markets.
The PDCA cycle and SPC
Deming popularised Shewhart’s improvement loop, which is why it is also called the Deming Cycle. He framed it most often as PDCA: Plan, Do, Check, Act. The difference from PDSA is subtle but meaningful. The “Check” stage focuses on comparing the actual results against what you expected, while “Study” encourages deeper learning. Both versions share the same goal of continuous, cyclical improvement, and both rely heavily on the statistical methods Deming championed.
The 14 points for management
Deming’s most famous contribution is his 14 Points for Management, set out in his 1982 book Out of the Crisis. These principles shift the responsibility for quality firmly onto management. A few of the most important include creating constancy of purpose toward improvement, adopting a new philosophy of quality, ceasing dependence on mass inspection by building quality into the process instead, driving out fear so employees can speak up, and breaking down barriers between departments. Deming also described “Seven Deadly Diseases” of management, such as short-term thinking, that block lasting improvement. His core belief was that most problems are systemic, and fixing the system is the job of leaders, not frontline workers.
Joseph M. Juran: the quality trilogy
Like Deming, Joseph M. Juran travelled to Japan in the 1950s to teach quality management to senior executives. His Quality Control Handbook, first published in 1951, is considered one of the most influential books in the field. Juran is also remembered for applying the Pareto Principle, the 80:20 rule, to quality, arguing that identifying the small number of causes behind most problems is the key to improvement. He defined quality memorably as “fitness for use,” putting the customer’s actual needs at the centre.
His best-known framework is the Juran Trilogy, sometimes called the Quality Trilogy. It breaks quality management into three connected managerial processes.
Quality planning
This is where quality begins. Juran believed most quality problems are born in planning, so this stage focuses on identifying who your customers are, discovering their needs (the “voice of the customer”), and then designing products and processes capable of meeting those needs.
Quality control
Once a process is running, quality control keeps it on track. This stage involves deciding what to measure, setting performance standards, measuring actual performance, and acting on any gap between the two. Its purpose is to maintain stability and prevent things from getting worse.
Quality improvement
The third process pushes performance to new levels, what Juran called “breakthrough.” It works project by project: prove the need for improvement, identify projects, form teams, diagnose causes, find remedies, and then establish controls to hold the gains. Together, the three processes show that quality needs a balance of planning, control, and improvement, not just one of them.
Kaoru Ishikawa: quality circles and the fishbone diagram
Kaoru Ishikawa, a professor at the University of Tokyo, is known as the Father of Japanese Quality. He took the statistical ideas of Deming and Juran and made them practical and accessible for ordinary workers, not just statisticians and managers. His goal was to make quality everyone’s responsibility, an idea he called Company-Wide Quality Control (CWQC).
The fishbone diagram
Ishikawa’s most enduring contribution is the cause-and-effect diagram, presented first in 1945 and still used everywhere today. It is also called the Ishikawa diagram or the fishbone diagram, because the finished chart looks like a fish skeleton. The “head” of the fish is the problem, and the “bones” are the categories of possible causes. By breaking a problem down this way, a team can explore root causes systematically rather than guessing. It remains one of the Seven Basic Quality Tools that Ishikawa promoted.
Quality circles
Ishikawa also championed quality circles, which he introduced in the early 1960s, building on an idea Deming had described. A quality circle is a small, voluntary group of employees doing similar work who meet regularly to identify, analyse, and solve problems in their own area. The movement gave frontline workers a real voice in improvement and eventually spread from Japan to more than fifty countries. For a library, this is a natural fit: a circle of staff from the circulation or cataloguing desk meeting to fix recurring service issues is quality circle thinking in action.
Other influential thinkers
Several more figures shaped TQM in important ways, and no account of the gurus would be complete without them.
Armand V. Feigenbaum
Feigenbaum is credited with originating the concept of Total Quality Control (TQC) in his 1951 book of the same name. He argued that quality is not a single department’s job but a “total field” that runs across the whole organisation, and that it is ultimately the customer who defines quality. He also stressed measuring the cost of poor quality as a way to win management’s commitment. His thinking that “quality is everybody’s job” directly influenced the broad, organisation-wide character of TQM.
Philip B. Crosby
Crosby is famous for two memorable ideas. The first is zero defects, the belief that errors are not inevitable and that organisations should aim to “do it right the first time.” The second comes from his 1979 book Quality Is Free, where he argued that the real cost of poor quality is far greater than most managers realise, so investing in prevention more than pays for itself. He defined quality simply as conformance to requirements and laid out fourteen steps for quality improvement.
Shigeo Shingo
Shingo worked closely with Taiichi Ohno to develop the Toyota Production System. He is best known for poka-yoke, or “mistake-proofing,” which designs processes so that errors become difficult or impossible to make. He also created SMED (Single Minute Exchange of Die) to reduce setup times. His focus was on preventing defects at the source rather than catching them later, a principle at the heart of lean thinking.
Genichi Taguchi
Taguchi, known as the father of quality engineering, argued that quality must be designed in, not inspected in. His Taguchi loss function showed that any deviation from a target value causes a loss, and that these small losses add up into a real cost to society. His methods, built on the design of experiments, aim to reduce variability during the design stage itself, before production ever begins.
Why these thinkers matter together
What stands out is how these gurus build on one another. Shewhart gave us statistical thinking and the improvement cycle. Deming and Juran carried it forward into management philosophy and structured frameworks. Ishikawa made it practical and democratic. Feigenbaum, Crosby, Shingo, and Taguchi each added a distinct lens, whether on organisation-wide responsibility, prevention, mistake-proofing, or design. Together they transformed quality from after-the-fact inspection into a continuous, system-wide discipline. For anyone managing an information centre, their ideas translate directly: design services around user needs, measure performance, involve every staff member, and never treat improvement as finished.
