No library, however large, can own every document its users will ever need. Research grows faster than any acquisition budget can keep pace with, and a student in Kolkata may need an article published in a journal held only by a library in London. This is the gap that document delivery services are designed to close. They allow libraries and information centres to supply documents they do not physically hold, drawing on a wider network of vendors, partner libraries, and specialised supply centres. In this post we will look at why this service matters, where the documents actually come from, and how information and communication technology (ICT) has reshaped the whole process.

What is a document delivery service?

A document delivery service (DDS), also called a document supply service, is concerned with supplying a document, either the original or a copy, in print or electronic form, to a user on demand. The Online Dictionary of Library and Information Science defines it as the provision of published or unpublished documents in hardcopy, microform, or digital format, usually for a fixed fee upon request. In simple terms, it identifies, locates, retrieves, and delivers a specific item that a user wants.

The materials handled are usually non-returnable copies such as book chapters and journal articles sent directly to the user, often by email. This is different from circulation, where a library lends an item from its own shelves. Document delivery steps in precisely when the required item is not in the local collection, or when it is restricted by distance or by copyright limitations.

It also differs from services that only tell users what exists. Abstracting and indexing services and current awareness services point to relevant literature, but they do not hand over the full text. Document delivery completes that final step by actually placing the document in the user’s hands.

The role of document delivery services

The central role of DDS is access. It ensures that the boundaries of a single library’s collection do not become the boundaries of what a user can read. This matters more today than ever, because research crosses disciplines and the volume of published literature keeps expanding.

Bridging collection gaps

Every library makes choices about what to buy, and those choices leave gaps. A college library may subscribe to general journals but lack a specialised title needed for a niche research project. DDS fills that gap by sourcing the specific article or chapter from elsewhere. This lets a modest library effectively offer access far beyond what its own budget could ever support.

Supporting research and learning

Researchers, faculty, and postgraduate students frequently need primary sources that no nearby library stocks, such as conference papers, technical reports, theses, or articles from expensive foreign journals. For social science scholars, for example, the NASSDOC unit of the ICSSR supplies journal articles, book chapters, and reports, downloading items from its subscribed and open-access resources and emailing them to users. Where a document is not held in-house, it is obtained through inter-library arrangements and then supplied to the researcher. Services like this keep serious research from stalling simply because a document is hard to find.

Cost efficiency through resource sharing

Subscriptions to scholarly journals are costly, and no institution can afford them all. Document delivery, built on the principle of resource sharing, lets libraries pay per item supplied instead of buying a whole subscription that might be used only occasionally. This spreads the cost of the collective knowledge base across many institutions and reduces wasteful duplication in acquisition.

Sources for document supply

Document delivery services rely on several external sources to fulfil requests. These broadly fall into commercial vendors, inter-library loans, and dedicated supply centres, with open repositories now adding a fourth route. Each plays a distinct part in getting the right material to the user in good time.

Commercial vendors and publishers

Vendors are commercial entities that supply libraries with books, journals, and other materials, often specialising in a field such as science, technology, or the humanities. Many publishers also run their own platforms that let users buy individual articles directly from their digital repositories. These services usually provide immediate access but can charge premium prices for a single item. Some vendors supply physical copies, while most now focus on retrieving third-party publications such as journal articles, technical reports, and archived legislation in electronic form.

Inter-library loan

Inter-library loan (ILL) is the backbone of document supply. As it is commonly described, ILL is a service that enables the patrons of one library to obtain materials held by another. The borrowing library identifies a lending library that holds the item, the lending library delivers it physically or electronically, and the borrowing library passes it to the user. Within India this happens through strong institutional networks. The Central Library at IIT Delhi, for instance, arranges books and journal articles from other libraries and exchanges photocopies of research articles with the other IITs under a resource sharing agreement.

External document supply centres

Some institutions are built specifically to supply documents on a large scale. The best known internationally is the British Library Document Supply Centre, long regarded as a forerunner of document delivery, able to supply documents on almost any topic in any language, copyright cleared, sometimes within a day through an urgent service. In India, science and technology information centres have historically offered similar services for technical literature, while specialised bodies serve particular subject communities, such as social sciences through NASSDOC.

Open access repositories

The growth of open access has opened a free channel for document supply. Institutional and subject repositories now host large bodies of scholarly material at no cost to the reader. In India, Shodhganga, the digital repository of theses and dissertations maintained by the INFLIBNET Centre, is a major example. Subject repositories such as arXiv serve a similar role globally. These resources reduce the need for paid supply whenever a usable copy is already freely and legally available.

How ICT has transformed document delivery

ICT has changed document delivery more profoundly than almost any other library service. What once took weeks of postal exchange can now happen in minutes, and the geographic reach of any single user has expanded enormously.

From physical mail to electronic delivery

Traditional document supply meant photocopying an article and posting it, a process measured in days. Today the digital copy is sent electronically, by email or through specialised delivery software, almost as soon as the request is processed. To protect copyright in this faster environment, supply centres adopted secure methods. The British Library’s Secure Electronic Delivery service, created in 2003, sends material as encrypted, copyright-compliant PDF files to a personal email address, balancing speed against the publisher’s intellectual property rights. Secure, rights-managed delivery has since become a standard expectation rather than an exception.

Networks and consortia in India

ICT enabled libraries to band together into networks that share resources at national scale. The INFLIBNET Centre, funded by the UGC, has initiated inter-library loan through its consortium platform and works to optimise resource use through shared cataloguing and inter-library loan, avoiding duplicate purchases across institutions. Alongside it, DELNET, the Developing Library Network, offers inter-library loan and document delivery to its member libraries while maintaining union catalogues of books, periodicals, theses, and other materials. These networks turn hundreds of separate collections into something closer to one shared collection.

Discovery tools and resource-sharing platforms

A user can only request a document once they know it exists and where it is held. Union catalogues and online public access catalogues, now searchable online, make this possible. Within the Indian university system, a custom-content discovery platform has been used to facilitate resource sharing and document delivery across the UGC consortium, with identified ILL centres handling requests from affiliated universities. Such platforms can trigger an article request to a lending library or to the central network with a few clicks, compressing what used to be a long manual workflow into a single integrated step.

Challenges that remain

Despite the technology, document delivery still faces real constraints. Copyright and licensing terms decide what a library may legally supply, and many journal licences specify whether articles can be shared through ILL at all. Costs have not disappeared either, since premium per-article charges from publishers can be steep. Efficient service also depends on practical prerequisites: access to union catalogues and OPACs, trained staff to handle requests and reprographic equipment, and reliable network connectivity. Where any of these is weak, delivery slows down regardless of how advanced the underlying systems are.
