Planning for library automation
Planning is the foundation of any successful automation project. It is a systematic process that begins long before any software is purchased. A thorough study of the library’s existing system, along with a clear vision of what the library wants to become, helps you prepare a sound technology plan and project proposal. Skipping this stage is one of the most common mistakes, and research on Indian libraries shows that many institutions acquired software without adequate planning, which created problems later during implementation.
Establishing objectives and assessing current status
The first step is to define what the library aims to achieve. Are you trying to speed up circulation, improve search access, reduce manual errors, or all three? Once objectives are clear, you must honestly assess where the library stands today. This means documenting current workflows, identifying inefficiencies, and understanding the size and condition of your existing data. According to a systematic study on planning, key early steps include establishing objectives, analyzing the current status of the library, and identifying requirements before moving forward.
Feasibility study and technology plan
After assessing the present status, a feasibility study examines whether the proposed system is viable and affordable. This is where you weigh costs against benefits and check whether your infrastructure can support automation. The next output is a comprehensive technology plan that outlines goals, technical specifications, and the details needed for a Request for Proposal (RFP). This plan becomes the blueprint that guides every decision that follows.

An Integrated Library System (ILS), also called a Library Management System, is software that manages a library’s main operations through a single shared database. In the Indian context, two systems dominate. SOUL, developed by the INFLIBNET Centre, has been implemented in over 3,000 libraries across the country, making it one of the most widely used systems here. Koha, the world’s first open-source ILS, is also extremely popular, particularly because it carries no licence fee and offers full freedom from vendor lock-in.
Defining milestones and commissioning
Once the software is chosen, the project should be broken into clear milestones. A practical approach is to divide implementation into distinct phases such as system setup, data migration, testing, training, and go-live. These milestones create a roadmap so everyone understands timelines and deliverables, and they make it easier to spot roadblocks early. Implementation covers all the activities after management approves the plan, and even before purchase you should design implementation strategies that include allocating resources, planning for hardware and software setup, arranging data conversion, and scheduling training. The final stage is commissioning, when the system becomes fully operational across all service points. Realistically, most implementations take anywhere from three to twelve months depending on the library’s size and complexity.
Essential considerations before you commit
Beyond the standard planning steps, several practical factors decide whether the chosen system will actually serve your library well. Overlooking these can lead to a system that technically works but fails to fit your real needs.
Special features and transaction volume
Every library has its own requirements that may demand special features. A research-heavy university library will need strong serials control and support for cataloguing electronic resources, while a school library may prioritize a simple circulation interface. You must also consider transaction volume. A library that issues and returns hundreds of books a day puts very different demands on a system than one handling a few dozen. The circulation module must comfortably manage your peak load, handling check-in and check-out, hold requests, fines management, renewals, due dates, and real-time availability status without slowing down. If you expect to integrate barcode or RFID technology for faster handling, confirm the software supports it.
Multilingual needs
This consideration is especially important given the linguistic diversity of Indian libraries. A system that only handles English is inadequate for collections containing Hindi, Bengali, Tamil, or other regional language materials. The solution is Unicode-based support, which allows bibliographic records to be created and searched in multiple scripts. SOUL 3.0, for instance, offers Unicode-based multilingual support for Indian and foreign languages and complies with international standards such as MARC21 and AACR-2. This multilingual capability is one of the main reasons SOUL suits regional academic libraries so well. When evaluating any system, verify that it can store, display, and search your collection in every language it contains.
Acquisition procedures
The acquisition module governs how new materials enter the collection, so it must align with your institution’s purchasing rules. A good acquisition module automates the full cycle of ordering, receipt, payment, and budget control, while managing master files such as currency, vendors, and publishers. For government-funded and university libraries in particular, the system should accommodate budget heads, approval workflows, and vendor management as they actually operate in your setting. If your purchasing involves multiple funding sources or strict financial reporting, confirm the module can track and report on each separately.
Training and customization
Technology alone does not make automation succeed. The human side, often the most neglected part of planning, is what determines whether staff and users actually accept the new system. A carefully designed system can still fail if the people meant to use it are not prepared for it.

This is the point where all three threads, careful planning, the right considerations, and prepared people, finally come together into a working, integrated system.

It rewards libraries that plan systematically, choose software that genuinely matches their transaction volume and language needs, follow correct acquisition procedures, and invest in training their people. The libraries that struggle are usually those that rushed software selection or treated staff training and data migration as afterthoughts.
