When a student needs the complete text of a research paper, a court judgment, or a government notification, they are looking for a fulltext source. Unlike a catalogue or an abstract that only points you toward an article, a fulltext source delivers the entire document, ready to read and download. A fulltext database holds the complete text of journals, books, dissertations, and newspapers rather than just citations, letting users search, view, and download whole documents in PDF or HTML. For libraries, managing access to this content is one of the most important and most expensive parts of their work. This post explains where fulltext content comes from, how libraries pay for it, and the lesser-known world of non-bibliographic fulltext resources.

What fulltext sources are and why they matter

A fulltext source is any system that provides the complete content of a document online. The distinction matters because the academic information chain has long been split between two kinds of tools. Bibliographic databases tell you that a paper exists and give you its abstract. Fulltext sources give you the paper itself. A researcher who finds a promising citation still has to retrieve the actual article, and that retrieval step is exactly what fulltext sources solve.

The shift to digital fulltext access has changed how libraries build their collections. Instead of binding and shelving thousands of print journals, a library now negotiates electronic access to content hosted on publisher and vendor platforms. This saves shelf space, allows simultaneous use by many readers, and enables remote access from hostels, homes, and classrooms. It also creates new challenges around cost, licensing, and long-term preservation, which is why understanding the types of sources is the first step.

Types of fulltext sources

Fulltext content reaches libraries through several distinct channels. Each has its own business model, coverage, and strengths. The three most important categories are journal publishers, online vendors and aggregators, and eprint archives.

Journal publishers

Publishers are the original source of most scholarly fulltext content because they own the journals. Many large publishers run their own platforms that host the complete text of every article they produce. Elsevier launched its full-text electronic archive service ScienceDirect in the mid-1990s to give subscribing institutions direct access to its journals. Similarly, IEEE Xplore offers full-text documents from IEEE journals, magazines, conference proceedings, and standards in engineering and computer science, while Wiley Online Library hosts journals, books, and reference works.

Publisher platforms have a key advantage: they hold the authoritative, final version of every article, often with backfiles stretching back decades. The trade-off is that a single publisher only covers its own titles, so a library that relies on publishers alone needs separate agreements with each one. This fragmentation is part of what drives demand for the next category.

Online vendors and aggregators

Aggregators and online vendors gather content from many different publishers and present it through a single search interface. This solves the fragmentation problem because a researcher can search across thousands of journals from hundreds of publishers in one place. JSTOR, for instance, is an online archive of core scholarly journals and books across many disciplines, and Project MUSE provides full-text humanities and social sciences content through a publisher-library collaboration.

In India, this aggregator model is most visible through J-Gate Plus, a gateway used by the e-ShodhSindhu Consortium to provide article-level access across tens of thousands of journals. Aggregators are convenient and cost-effective, but they have a limitation worth noting: a vendor’s access to a journal can lapse if its agreement with the publisher ends, sometimes leaving gaps in coverage that a direct publisher subscription would not have.

Eprint archives and repositories

The third category sits outside the commercial system entirely. An eprint is a digital version of a research document made freely accessible online, usually through green open access in an institutional or central repository. Eprints include both preprints, which are versions shared before peer review, and postprints, which are the peer-reviewed versions. The most famous example is arXiv, the physics and mathematics archive that pioneered this model.

Other well-known archives include PubMed Central, the US National Library of Medicine’s digital archive of life sciences literature with full-text articles, data tables, and images, and the Social Science Research Network for working papers in the social sciences. For students, repositories are valuable because they are free. The content may not always be the final published version, but for many research needs an author’s accepted manuscript is perfectly adequate. In India, institutional repositories and the National Digital Library of India play a similar role in opening up access.

Subscription models: how libraries pay for access

Acquiring fulltext content is rarely as simple as a single purchase. Libraries choose between several models depending on their budget, their users’ needs, and how heavily a resource is used. Understanding these models explains why some content is free at the point of use while other content requires careful rationing.

Free and open access

Not all fulltext content costs money. Open access journals make their articles freely available to anyone, funded through author charges, institutional support, or grants. The Directory of Open Access Journals indexes hundreds of free, quality-controlled scholarly journals across science, technology, medicine, and the social sciences. Combined with the eprint repositories discussed earlier, open access has steadily reduced the share of scholarly content that sits behind a paywall, and libraries actively guide users toward these free options to stretch their budgets.

Pay-per-view

Pay-per-view, often abbreviated PPV, lets a library buy individual articles on demand rather than subscribing to a whole journal. In this model a library creates an account with a content provider, and authenticated users can purchase articles at the library’s expense. PPV suits journals that are needed only occasionally, where a full subscription would be wasteful. It also gives libraries usage data showing exactly which articles their users actually want, which can inform future subscription decisions.

Bundled packages and the “Big Deal”

The dominant model for large libraries has long been the bundled package, popularly called the Big Deal. In return for a lump-sum fee, anyone at a subscribing institution gets unlimited access to a publisher’s entire portfolio of online journals, usually at a price lower than buying each title separately. The term was coined by University of Wisconsin librarian Kenneth Frazier, who warned that while a Big Deal might attract an individual library, it could collectively harm the academic community by locking budgets into a few large publishers.

The Big Deal has come under strain. A growing number of institutions have declined to renew bundled subscriptions, citing rising costs that have become unsustainable. Faced with shrinking budgets, many academic libraries now combine selective individual subscriptions, pay-per-view, cloud access, and interlibrary loan rather than relying on one giant bundle. A newer variation is the transformative or “read and publish” agreement, which combines reading access with the right for an institution’s authors to publish open access.

The consortium model in India

Indian higher education relies heavily on a fourth approach: pooling purchasing power through a consortium. e-ShodhSindhu is a programme of the Ministry of Education that gives academic institutions affordable access to full-text documents, bibliographic databases, and factual databases. Operated by the INFLIBNET Centre, the consortium offers access to more than 7,000 full-text journals, while its college component N-LIST extends 6,500-plus journals and hundreds of thousands of e-books to over 3,500 colleges. By negotiating as a single block, the consortium secures far lower rates than any one institution could manage alone, directly tackling the budget pressures that make individual Big Deals so difficult.

Non-bibliographic fulltext resources

So far the focus has been on scholarly articles, but a huge amount of essential fulltext content has nothing to do with journals. Non-bibliographic resources contain primary documents and factual data rather than references to published literature. For students of law, public administration, and business, these are often more important than any journal.

Legal research depends on accessing the complete text of judgments, statutes, and regulations. Manupatra is a comprehensive Indian legal database providing Supreme Court cases from 1950 onwards, cases from all High Courts, tribunal orders, central acts with amendments, and notification circulars from dozens of government ministries including SEBI and RBI. For statutes, such databases let a user download the entire text of an act rather than just an individual section. SCC Online plays a similar role and is often used alongside Manupatra for broader coverage of primary and secondary legal sources.

These commercial databases are typically licensed through IP-based access, meaning users on the institution’s network can log in without a personal password. Alongside them sit free options. India Code offers a searchable repository of central and state acts, PRS provides full-text bills with tracking, and free sites such as Indian Kanoon make court judgments openly available. The Legal Information Institute of India is part of the global free-access-to-law movement.

Government notifications and official documents

Governments publish enormous volumes of fulltext material that researchers and citizens need to consult directly. Official gazettes carry notifications, rules, and orders that have legal force the moment they are published. In India, the e-Gazette portal makes these official notifications available in fulltext form, and ministry websites host policy documents, circulars, and committee reports. Because these are primary sources, accessing the complete original text matters more than any summary would.

Factual and numeric databases

A final category provides data rather than documents. Factual databases hold statistics, financial figures, and reference data that users query directly. The e-ShodhSindhu Consortium, for example, provides access to full-text, bibliographic, and factual databases together, recognising that modern research draws on all three. Economic indicators, company filings, and demographic datasets are all examples where the resource delivers usable data rather than a piece of writing, rounding out the full picture of what fulltext access means in practice.

Bringing the picture together

Fulltext access is a layered system. Publishers create the authoritative content, aggregators make it searchable across sources, and repositories open up free versions. Libraries then choose among open access, pay-per-view, bundled deals, and consortium membership to fund it all within tight budgets. Beyond the world of journals, non-bibliographic resources deliver the laws, notifications, and data that keep professional and administrative work running. Understanding how these pieces fit together helps users find what they need quickly and helps future librarians manage these resources wisely.
