When a researcher in a small college library needs a journal article that no institution in their city holds, or when a scientist requires a decades-old conference paper published abroad, they rarely travel to find it. Instead, they turn to document supplying agencies – organisations built specifically to locate, retrieve, and deliver documents on demand. These agencies form the invisible backbone of academic research, connecting users to materials that would otherwise remain out of reach. This overview walks through the major players, from global giants to national networks and commercial specialists, and explains how each fits into the larger picture of information access.

What document supplying agencies actually do

A document supplying agency is an organisation that supplies copies of documents – journal articles, book chapters, conference papers, patents, standards, and reports – to users who cannot access them through their own library. The document may come from the agency’s own collection or be sourced from partner libraries through inter-library loan arrangements. Delivery can be physical (post or courier) or, increasingly, electronic as secure PDF files sent directly to the user.

The term overlaps heavily with inter-library loan (ILL), also called document supply, resource sharing, or inter-lending. Interlibrary loan is the service that lets patrons of one library borrow materials held by another: the borrowing library identifies a lending library that holds the item, the lending library delivers it physically or electronically, and the borrowing library passes it to the patron. Document supplying agencies professionalise and scale this process, often handling thousands of requests a day across national and international boundaries.

Leading international agencies

A handful of large agencies have historically dominated the global document supply landscape because of the sheer size of their collections and their ability to source material in almost any subject and language.

British Library Document Supply Centre (BLDSC)

The British Library Document Supply Centre, based at Boston Spa in West Yorkshire, is the most famous name in the field and is often described as the forerunner of modern document delivery. It has been regarded as possibly the world’s largest single source of information across every field of scientific, technical, medical, and human knowledge. Its origins trace back to British lending services that gradually evolved into a centralised supply operation.

The scale of its operation has long been remarkable. At its peak, the centre’s staff received over 14,000 requests each working day and satisfied roughly 90 percent of them, drawing on resources that included hundreds of thousands of journal titles, conference proceedings, technical reports, and books. The same service could supply practically any document ever published, in any language, with copyright cleared, and through its urgent option deliver in as little as one day.

Over time the BLDSC modernised its delivery methods. Its Secure Electronic Delivery service, introduced in 2003, sends encrypted, copyright-compliant PDF documents directly to a personal email address, replacing slower fax and postal options. Today the British Library’s document supply functions operate under the broader On Demand and document supply service branding, but the underlying mission – supplying documents that local libraries cannot – remains unchanged.

ISI Document Solutions

ISI, the Institute for Scientific Information, became a major force in document delivery through its focus on scholarly articles, technical reports, and patents. ISI built its reputation on speed and on strong affiliations with major publishers and databases, which let it retrieve material from a broad range of sources efficiently. Historically, the institute partnered with other supply centres to expand its reach; the BLDSC worked with ISI as part of its expansion into the North American document delivery market, with ISI developing image-based systems for electronic delivery of article images.

ISI’s “Genuine Article” document delivery service operated on a fee-based model, with pricing tied to the type of document requested and the urgency of delivery. For researchers needing niche content unavailable in their own institutions, this kind of service filled a critical gap.

CISTI (Canada Institute for Scientific and Technical Information)

The Canada Institute for Scientific and Technical Information functioned as Canada’s national science library and one of the largest scientific, technical, and medical collections in North America. CISTI’s document delivery service, supported by its IntelliDoc system, delivered close to 700,000 documents per year to clients around the world. It was an early technology adopter, having produced its first index using punched cards back in 1962.

What made CISTI attractive to libraries was its flexibility. It offered more than a dozen ways to order, including OCLC and Docline, with delivery by fax, courier, or secure desktop delivery, and a guaranteed urgent service that processed orders within two hours. Material was supplied both from its in-house collection and from other libraries worldwide.

National document delivery networks

Alongside the international giants, every country develops its own networks to serve domestic demand affordably and in line with local research priorities. The Indian ecosystem is particularly well developed, built around a mix of scientific institutions and library networks.

CSIR-NIScPR (formerly NISCAIR)

For decades, the country’s flagship scientific document supply service was provided by NISCAIR, the National Institute of Science Communication and Information Resources, under the Council of Scientific and Industrial Research (CSIR). NISCAIR itself was formed in 2002 through the merger of NISCOM and the older Indian National Scientific Documentation Centre (INSDOC), which had been established in 1952 with technical assistance from UNESCO.

More recently, NISCAIR merged with NISTADS to form CSIR-NIScPR, the National Institute of Science Communication and Policy Research. The document supply function continues under the new name. CSIR-NIScPR supplies copies of articles from Indian and foreign journals at nominal charges, and also provides copies of Indian and foreign patents and standards. Its clientele has long included major bodies such as DRDO, ICAR, the IITs, and numerous CSIR laboratories, making it central to the national research infrastructure.

DELNET

DELNET, the Developing Library Network (originally the Delhi Library Network), is one of the most active resource-sharing networks in the region. It functions as a resource-sharing network supporting libraries across the country and South Asia. DELNET offers inter-library loan and document delivery services to its member libraries, with ILL requests for books registered online and requests for journal articles or items not in the union catalogues sent through email.

The strength of DELNET lies in its scale and its union catalogues. Its ILL and document delivery service handles thousands of requests every month, connecting users with materials across more than 6,000 member libraries. Beyond articles and books, it maintains databases of theses and dissertations, periodicals, newspapers, and audio-visual recordings, turning scattered holdings into a searchable shared resource.

INFLIBNET and the academic consortium

For the university sector, the Information and Library Network (INFLIBNET) Centre, an autonomous body under the University Grants Commission, plays the leading role. INFLIBNET initiated inter-library loan and document delivery services from the collection of subscribed journals under the JCCC@UGC-INFONET programme, designating 22 libraries to fulfil ILL requests from users affiliated with 149 universities covered under the UGC.

The discovery layer here is JCCC (J-Gate Custom Content for Consortia), a virtual library of journal literature that lets users find articles and trigger requests to the designated ILL centres. INFLIBNET also maintains IndCat, a unified online catalogue containing millions of records of books, theses, and journals held in university libraries, which makes locating a needed item far easier before a request is even placed.

NASSDOC

Discipline-specific services round out the national picture. NASSDOC, under the Indian Council of Social Science Research, provides document delivery and inter-library loan services to support social science scholars, downloading articles from subscribed or open-access e-resources and emailing them to users, and obtaining unavailable documents through ILL arrangements with DELNET and other partner institutions. This shows how national networks interlink rather than compete, each filling a particular subject or sectoral niche.

Commercial document suppliers

Not all document delivery happens through publicly funded institutions. A thriving market of for-profit suppliers serves corporations, law firms, pharmaceutical companies, and academic institutions that need fast, legally compliant access to copyrighted material without negotiating individual publisher contracts.

Reprints Desk and Infotrieve

Reprints Desk is a leading commercial supplier of electronic document delivery for scholarly journal articles. It provides full-text scientific, technical, and medical articles and supplementary material that may not be available through library collections or ILL, and also delivers patents, book chapters, conference papers, technical reports, dissertations, and government reports. It checks each order against existing subscriptions, open-access content, and copyright-compliant archives to avoid duplicate purchasing.

The company has consistently ranked at the top of its market. Reprints Desk has held honours as the top-rated document delivery supplier in market research surveys by the analyst firm Outsell since 2008, and was founded by Peter Derycz, who pioneered the business in 1987 when he founded Infotrieve. Its academic collection draws content from leading publishers including Elsevier, Wiley, and Springer, delivering high-quality PDFs within minutes for a transactional fee plus copyright royalty.

Subito and other specialists

In the German-speaking world, Subito is a well-known commercial document delivery service. It delivers articles from scientific journals and books directly to a user’s own address for a fee. Services like Subito show how the commercial model adapts to regional academic communities, offering a paid alternative when free inter-library channels are slow or unavailable.

Other suppliers operate at the boundary between commercial and institutional. Infotrieve, for instance, signed a multi-year contract to provide document delivery and library services to NRC-CISTI, accessing 40 million citations within its proprietary database and library of print titles – a reminder that national libraries and commercial vendors often partner rather than operate in isolation.

How these agencies fit together

The document supply ecosystem is best understood as a layered web rather than a list of rivals. A user typically starts with their own library, then moves outward: to a national network like DELNET or INFLIBNET, then to a large national library such as the British Library, and finally to a commercial supplier when speed or specialised content justifies the cost. Copyright compliance, turnaround time, and cost management are the recurring challenges that shape how each layer operates.

Electronic delivery has blurred old boundaries. Secure PDF delivery means a researcher in a small town can receive within hours a paper held only in a library thousands of kilometres away. As open access expands and digital licensing evolves, the role of these agencies is shifting from physical retrieval toward rights management and discovery – but the core need they serve, connecting people to the documents they cannot otherwise reach, is unlikely to disappear.
