Walk into a public library today and you will notice something different from a generation ago. The bulky card catalogue cabinets are gone, replaced by computer terminals. Books beep at a checkout counter instead of being stamped by hand. A reader sitting at home can check whether a title is available before stepping out. All of this is the result of information technology reshaping how public libraries work. IT is no longer an optional upgrade for libraries; it has become the backbone of efficient service delivery, allowing institutions to manage enormous collections, serve more people, and offer services that were simply impossible in the manual era.

Why public libraries turned to information technology

Public libraries adopted IT for practical reasons. The volume of published information grew at a pace that manual systems could not handle. Staff were spending hours on repetitive paperwork, costs were rising, and users expected faster service. The core purpose of using IT in libraries is to deliver quick and better service to patrons while making internal operations smoother.

There are several concrete drivers behind this shift. Library automation helps manage the exponential growth of information, controls rising operational costs, and lets staff focus on service rather than clerical work. It also opens the door to entirely new services that could not exist without computers. Equally important, IT lets a library generate statistical and management reports automatically, giving administrators a clear picture of how the collection and its services are being used. As studies on library automation note, automated systems save staff time, increase accuracy, and allow resources to be shared between institutions in ways that paper records never permitted.

Automating the housekeeping operations

The heart of library IT lies in automating what professionals call housekeeping operations. These are the routine back-end tasks that keep a library running. The tool that brings them together is the Integrated Library System (ILS), also called Library Management Software. An ILS is a set of linked software modules that automate different library functions by sharing one central database. The key advantage is integration: when a new book is received in the acquisition module, the record automatically updates in cataloguing and becomes available elsewhere in the system. There is no duplicate data entry and far less chance of error.

In India, a widely used example is SOUL (Software for University Libraries), developed by the INFLIBNET Centre. It was designed specifically to automate housekeeping operations and supports acquisition, cataloguing, circulation, serials control, and an online catalogue, while complying with international standards.

Acquisitions

Acquisition is the process of selecting, ordering, receiving, and accessioning library materials. In a manual setup, this meant maintaining separate registers for orders, budgets, and received items. An automated acquisition module streamlines all of this. Staff can place and track orders, check whether a title is already on order to avoid duplication, and monitor the budget in real time. Because the module is linked to the financial side of the system, fund accounting happens alongside ordering, so a librarian always knows how much of the budget remains.

Cataloguing

Cataloguing is the work of describing each item so that users can find it. This is where IT made one of its most visible changes. Instead of typing index cards, librarians now create digital records in a database, often by importing standardised bibliographic data rather than keying everything from scratch. Cataloguing software lets the database of books, journals, and other resources be created, saved, and managed from a single centralised location. Following international standards keeps these records consistent, which matters greatly when libraries later want to share data with one another.

Circulation control

Circulation is the most public-facing of the housekeeping functions. It covers member registration, issuing and returning documents, renewals, reservations, and the calculation of overdue fines. The system works by linking three files: the document file from the catalogue, the borrower file from member registration, and the transaction file that records every loan. Most modern systems use barcodes on both library materials and member cards to make these transactions fast and accurate. Increasingly, libraries are adopting Radio-Frequency Identification (RFID), which allows several items to be processed at once, supports self-checkout kiosks, and makes stock verification far easier.

Serials management

Serials are periodicals such as magazines, journals, and newspapers that arrive on a regular schedule. Managing them manually is tedious because each issue must be checked in, missing issues chased through claims, and subscriptions renewed on time. A serials control module automates check-in, sends out claims for issues that have not arrived, and tracks renewal dates. This keeps a public library’s periodical collection complete and up to date with much less effort.

For ordinary users, the single most important product of library automation is the Online Public Access Catalogue (OPAC). The OPAC is the digital replacement for the old card catalogue. It is the user-facing interface of the integrated library system, and it transformed the experience of finding a book.

With an OPAC, a person can search the entire collection by keyword, author, title, subject, or publication date in seconds. Modern OPAC systems also offer real-time availability updates, resource reservations, borrowing history, and account management. A reader can check from home whether a book is on the shelf or currently issued to someone else, and even reserve it. Many libraries now provide a mobile version, sometimes called M-OPAC, that lets users search the collection from a smartphone. This kind of self-service was unthinkable in the manual era, and it dramatically improves both speed of retrieval and user satisfaction.

Organising collections and retrieving information faster

Beyond individual modules, IT changes how a library handles its collection as a whole. A public library may hold hundreds of thousands of items, and a computerised system imposes order on that scale. Every item has a digital record, its location is tracked, and its status, whether available, issued, lost, or under binding, is known at any moment. A staff member can verify the status of an order without maintaining duplicate files, and a user can instantly see whether a book is on the shelf or on loan.

This translates directly into better resource management. Reports generated by the system show which subjects are heavily used, which items rarely circulate, and where gaps exist in the collection. Librarians can make informed decisions about what to buy, what to discard, and what to repair, rather than relying on guesswork. The result is increased operational efficiency, which is one of the clearest benefits of applying IT in libraries.

Resource sharing through library networks

No single public library, however well funded, can own everything its users might need. This is where IT delivers one of its most powerful benefits: it enables libraries to join networks and share resources. Library networks connect institutions so they can share collections and reduce duplication of effort and expense. Before computers and telecommunications, cooperation between distant libraries was hampered by geographical distance. IT erased that barrier.

In the Indian context, several networks make this possible. DELNET (Developing Library Network), which began in 1988 as the Delhi Library Network, is the country’s first operational library network and now connects thousands of member libraries across India and abroad, including public libraries. INFLIBNET (Information and Library Network), established in 1991 as a programme of the University Grants Commission, links universities, colleges, and research institutions. Many of these networks emerged with support from NISSAT, the National Information System for Science and Technology, and grew across cities such as Kolkata (CALIBNET), Chennai (MALIBNET), and others.

These networks operate as local, metropolitan, and wide area networks to link libraries, build union catalogues, support cooperative collection development, and provide inter-library loan services. The practical payoff is significant: members gain access to a much larger pool of resources at minimal cost, distance and time barriers disappear, and unnecessary duplication of purchases is reduced.

New services and the rise of digital access

IT does not just make old tasks faster; it allows public libraries to offer services that did not exist before. Self-checkout stations, e-books, e-journals, and online databases let patrons access materials around the clock without staff assistance. Remote access means a user no longer has to be physically present to use the library’s resources.

A landmark example in India is the National Digital Library of India (NDLI), developed by IIT Kharagpur and sponsored by the Ministry of Education. NDLI is a virtual repository of learning resources with a single-window search facility that brings together content for students, researchers, and lifelong learners. It supports interface access in major Indian languages and offers examination preparation materials and other group-specific services. Initiatives like this extend the reach of libraries far beyond their physical walls and help bridge gaps in access to knowledge across the country.

The benefits in summary

Putting it together, information technology delivers value to public libraries on three fronts. It improves operational efficiency by automating repetitive housekeeping tasks and reducing errors. It raises service quality through faster retrieval, self-service options, and round-the-clock access. And it enables new services and wider reach by connecting libraries into resource-sharing networks and digital platforms. Of course, automation involves initial costs for hardware, software, and staff training, but the long-term gains in accuracy, efficiency, and access far outweigh these.
