Behind the quiet shelves and the steady hum of a reading room, a public library runs on a set of well-defined departments that rarely get noticed by the people who use them. A reader simply borrows a book and walks out, but that single transaction depends on a chain of work that began long before the book reached the shelf. The library is organised into functional sections, each handling a specific stage in the life of a document. Three of these sections form the operational backbone of any public library: the acquisition section, the technical section, and the circulation section. Understanding how they work makes it clear why a library can hold thousands of items and still hand the right one to the right person within seconds.

How library sections work together
Most libraries divide their work into functional units so that resources and services can be managed efficiently. These behind-the-scenes activities are often called housekeeping operations, and they broadly fall into technical work, user services, and administration. A document does not jump straight from a publisher to a borrower. It moves through a sequence: it is selected and bought by acquisition staff, processed and described by the technical section, and finally lent out and tracked by the circulation section. Each section depends on the one before it, which is why a delay or mistake in one stage affects the whole service. Thinking of these sections as stages in a single workflow, rather than separate offices, is the clearest way to understand a library’s structure.
The acquisition section
The acquisition section is where a collection begins. Its primary role is to procure books, journals, and other information resources that match the needs of the community the library serves. Acquisitions is considered the first of the three core functions of library technical services, the other two being cataloguing and collection management. In smaller libraries a single librarian may handle both deciding and ordering, but larger libraries with bigger budgets usually run a separate acquisitions department. Getting this section right matters because every rupee spent here shapes what the library can offer for years.
Selecting the right materials
Selection is not guesswork. The process starts with a clear understanding of who uses the library and what they need. Staff study user suggestions, examine circulation data to see what is being borrowed, and consider the goals of the parent body, whether that is a municipality, a university, or a research institution. A formal collection development policy guides these choices so that purchases stay consistent over time rather than depending on the taste of one person. To find suitable titles, librarians rely on selection tools such as publishers’ catalogues, national bibliographies, and book reviews. The aim is balance: a public library has to serve children, students, job seekers, and general readers at the same time, so the collection must reflect that range.
Ordering, receiving, and accessioning
Once items are chosen, the section moves into ordering. Before placing an order, staff carry out duplicate checking to avoid buying something the library already holds. Materials may be acquired through several modes, including purchase, gifts, and exchange with other institutions. After orders arrive, the section verifies them against the original request, checks for any damage, and processes the vendor bills for payment. Each new item is then recorded in an accession register, which assigns it a unique accession number and serves as the library’s permanent record of ownership. At Pondicherry University, for example, the acquisition section handles requests, duplicate checking, ordering, accessioning, and bill processing as its main duties, and since the work is automated, the older handwritten register has largely given way to a system-generated one.
The technical section
Once an item is bought and accessioned, it is far from ready for the shelf. A book with no call number and no catalogue entry is effectively invisible, because no one can find it. The technical section solves this problem. Its job is to describe each item, assign it a place in the collection, and physically prepare it for use. This is the stage that turns a pile of new books into a searchable, organised collection.
Classification and cataloguing
Two related activities sit at the heart of this section. The first is classification, where each item is given a number that represents its subject so that materials on the same topic stand together on the shelf. Most Indian public and academic libraries use the Dewey Decimal Classification or, less commonly, the Library of Congress Classification. The second activity is cataloguing, which creates a bibliographic record describing the item’s author, title, edition, publisher, and subject. This record is what a user actually searches in the catalogue.
To keep records consistent and shareable across libraries, cataloguers follow recognised standards. Descriptive cataloguing has long been guided by the Anglo-American Cataloguing Rules, now succeeded by Resource Description and Access (RDA), while the data itself is usually stored in the MARC 21 format. MARC 21 is built on a recognised technical standard that lets different software systems exchange records with one another. This shared structure is the reason a record created in one library can be reused in another, saving an enormous amount of duplicated effort.
Physical processing of materials
Alongside the intellectual work of describing items, the technical section physically prepares them. This processing typically includes stamping the library’s ownership mark, affixing a spine label with the call number, attaching a barcode or unique identification number, and adding a security strip or RFID tag where used. Many libraries also cover new books in protective film to extend their life. The classification and cataloguing details are entered into an integrated library system so the item appears in the online catalogue. Modern systems such as Koha can attach a classification scheme like Dewey Decimal or Library of Congress to items, which keeps shelving consistent and predictable. Only after all this is done does an item move on to be borrowed.
The circulation section
The circulation section is the part of the library that most users actually interact with. It is responsible for lending materials, ensuring borrowed items come back on time, and tracking the movement of every item in and out of the building. If the acquisition and technical sections build and organise the collection, circulation is where that collection finally serves its purpose. This is also where the library collects much of the data that feeds back into selection decisions.
Issuing and returning materials
The core of circulation work is the issue and return of documents, often called check-out and check-in. When a member borrows an item, the system records who has it and when it is due. When the item comes back, that record is cleared and the item becomes available again. The circulation desk also manages membership registration and maintains lending records for each user. Modern circulation modules automate this entire borrowing cycle and integrate with the public catalogue, so a user can see which items they currently hold and when they are due. A well-designed module also lets a library set its own rules for loan periods, holds, and fines to suit its readers.
Tracking, fines, and shelf management
Circulation does more than issue and return books. Staff compile statistical reports, prepare overdue notices, and calculate fines for late returns, all of which were once done by hand and are now largely automated. Many systems send automated reminders to patrons about overdue items or the arrival of reserved materials, which reduces the workload at the desk. The section also takes charge of collection shifting, the ongoing rearrangement of items on the shelves as the collection grows, gets weeded, or is relocated. This keeps the collection findable, which is the whole point of the careful classification done earlier.
How automation ties the sections together
In the past, each section worked with its own registers and card files. Today an integrated library management system links them into one workflow. A single platform usually contains separate modules for acquisition, cataloguing, the online public access catalogue, circulation, and serials control, all sharing the same underlying data. India relies heavily on systems like Koha and SOUL for this purpose. Koha, an open-source system whose name is a Māori word for “gift”, carries modules for acquisition, serials, members, circulation, cataloguing, and reporting, and it is used by libraries of institutions such as IIM Ahmedabad and the University of Mysore. SOUL, developed by the INFLIBNET Centre, serves a similar role for many academic libraries.
The advantage of this integration is that information entered once flows everywhere it is needed. A title ordered in the acquisition module can be received, catalogued, and made ready for circulation without re-keying its details at each stage. The online catalogue also shows the circulation status of every item, so a user searching from a terminal or phone can instantly see whether a book is on loan or on the shelf. This shared system is what allows three distinct sections to behave as a single, smooth service.
