Walk into any modern library and you will find far more than rows of bookshelves. Behind the reading rooms sit databases tracking thousands of companies, digital repositories holding research papers, government records open to citizens, and digital catalogues that connect a student in a small town to resources once locked inside elite institutions. Libraries have quietly become the managers of intellectual capital, the people and systems that take raw data and turn it into usable knowledge. This post looks at how libraries and information centres handle data, information, and knowledge across education, government, and business, and how they shape their collections around the people they serve.

From raw data to applied knowledge
To understand what libraries actually manage, it helps to understand the difference between data, information, and knowledge. Library and information science has long used the DIKW model, which arranges data, information, knowledge, and wisdom into a hierarchy. Data sits at the base as raw, unprocessed facts. Once data is given context, it becomes information that answers questions like who, what, where, and when. When that information is combined with experience and reasoning, it becomes knowledge, which answers how.
A simple example shows the difference. A number like “35ยฐC” is data. Knowing that this is today’s recorded temperature in a city is information. Understanding that temperatures above 35ยฐC may cause heatstroke is knowledge that can guide action, such as advising elderly people to avoid going out during peak heat hours. Libraries operate across all these levels. They collect raw datasets, organise them into searchable information, and build services that help users turn that information into knowledge they can use.
It is worth noting that the DIKW model is not without critics. Scholars like Martin Frickรฉ have argued that the levels are not as neatly connected as the pyramid suggests, and that data can sometimes be inferred rather than only observed. Still, the model remains a useful way to describe the work libraries do every day.
Libraries’ growing role in information handling
The role of libraries has shifted dramatically. They were once seen mainly as quiet places to read and borrow books. Today they are active hubs that manage enormous volumes of data, information, and knowledge in many formats, from printed books and journals to databases, e-books, and online repositories.
This shift is tied to a larger economic change. As economies move from producing physical goods to producing intangible goods, knowledge itself has become a primary asset. Managing intellectual capital, finding it, growing it, storing it, and sharing it, has become one of the most important tasks for individuals, organisations, and nations. Libraries are central to this work because they sit at the point where information is gathered, organised, and made available.
The expansion of information and communication technologies and the internet has been the main driver of this change. These tools have made information more accessible than ever, but they have also created a flood of content that needs to be filtered, evaluated, and organised. That filtering work is exactly what skilled information professionals do.
Intellectual capital inside the library itself
Interestingly, the value libraries create comes not just from their collections but from the people who run them. Research on libraries describes intellectual capital as having several components, including human capital (the skills and expertise of library staff), structural capital (the systems and processes that prepare and store information), and relational capital (the relationships libraries build with their users). A study of one library found that human capital drove the process of helping users find information, while structural capital supported the way information was organised and prepared. In other words, a library’s real worth lies in its ability to deliver services that competitors find hard to imitate.
Information services in different contexts
The type of information a library handles depends heavily on who it serves. The same core skill, organising and delivering knowledge, looks very different in a college, a government office, and a corporation.
Education and academic settings
Academic libraries handle textbooks, reference works, academic journals, research papers, and growing collections of e-resources. Their main job is to support teaching, learning, and research. A major example is the National Digital Library of India, a single-window platform that brings learning resources together for the whole learner community. Sponsored by the Ministry of Education through its National Mission on Education through ICT, it uses filtered and federated searching so that learners can find the right resource quickly. It supports content across all academic levels and offers interface support in several widely used Indian languages.
What makes such platforms powerful is that they go beyond simple storage. The National Digital Library provides Institutional Digital Repository services that let colleges, universities, and research centres digitise their academic collections and make them freely accessible online. This helps smaller institutions extend their reach and bridges the digital divide that can otherwise leave them isolated.
Government and public administration
Government libraries and information centres manage a different kind of intellectual asset: official records, legislative documents, policy reports, and public data. These collections support lawmaking, public administration, and the citizen’s right to information.
India’s National Library in Kolkata shows how this works at scale. Under the Delivery of Books and Newspapers (Public Libraries) Act, 1954, publishers across the country are legally required to deposit copies of their publications with the library, making it both a depository and the country’s repository library responsible for preserving official documents indefinitely. Specialised government libraries serve focused needs too. The Parliament Library in India supports lawmakers with research services and information resources crucial for legislation and governance, while the library at ISRO maintains collections on aerospace engineering and satellite technology to support the space programme.
Business and corporate settings
In the business world, information centres take the form of corporate or special libraries. A corporate library serves the staff of a company, saving employees time and supporting competitive intelligence work. These libraries deal in market reports, financial data, patents, technical standards, and industry analysis.
Business information is often delivered through specialised databases. Management institute libraries, for example, provide access to resources like Prowess, which offers financial statements for over 100,000 Indian companies that account for a large share of corporate tax collections and industrial activity in the country. This kind of curated, high-value data is exactly what business users need to make strategic decisions, and it is rarely freely available on the open web.
Understanding user needs
The thread running through all these examples is that libraries build their collections and services around the specific needs of their users. A collection that works for engineering students would be useless to a corporate strategist, and a policy archive that serves bureaucrats would not meet the needs of a school child preparing for exams.
This is why special libraries are defined by their focused collection development. They provide specialised information resources on a particular subject, serve a limited and specific clientele, and deliver services tailored to that group. The collection is shaped by the parent organisation’s mission, whether that is a hospital, a law firm, a research laboratory, or a manufacturing company.
Tailoring services to different groups
Good information services recognise that even within one institution, users have different needs. The National Digital Library, for instance, offers user group-specific services such as examination preparation for school and college students and job aspirants, alongside separate services for researchers and lifelong learners. A first-year undergraduate, a doctoral researcher, and a government job aspirant all use the same platform but need very different things from it.
This user-centred approach is what allows libraries to remain relevant. By studying who their users are and what problems they are trying to solve, librarians decide what to acquire, how to organise it, and which services to offer. The professional bodies that support this work in India, such as the Kolkata-based Indian Association of Special Libraries and Information Centres, founded in 1955, exist precisely to develop the skills and standards needed to serve specialised users well.
Libraries and the knowledge economy
When libraries get this right, the benefits extend well beyond their own walls. By providing access to knowledge, supporting innovation, and fostering lifelong learning, libraries help drive intellectual capital in a knowledge-based economy. They give students, professionals, and researchers a place to engage with new ideas and technologies. In an economy where innovation and research are the main drivers of growth, this role is not a luxury but a foundation.
The challenge ahead is that funding for libraries does not always keep pace with their expanding responsibilities. Yet the demand for skilled information management only grows as data volumes increase. This makes the case for treating libraries not as cost centres but as managers of a vital national asset: the intellectual capital that turns raw data into the knowledge a society needs to progress.
